ARRAS, France (AP) — France will mobilize up to 7,000 soldiers to increase security around the country after a teacher was fatally stabbed and three other people wounded in a school attack by a former student suspected of Islamic radicalization, the president’s office said Saturday. Counterterrorism authorities are investigating the stabbing, and the suspected assailant and several others are in custody, prosecutors said. The suspect is a Chechen who had attended the school and had been under recent surveillance by intelligence services for radicalization. The “Attack Emergency” threat posture allows the government to temporarily mobilize the military to protect public places among other measures. For many in France, the attack echoed the killing of another teacher, Samuel Paty, almost exactly three years ago near his Paris area school.

CAPE CANAVERAL, Fla. (AP) — NASA’s Psyche spacecraft rocketed away Friday on a six-year journey to a rare metal-covered asteroid. SpaceX launched the spacecraft into an overcast midmorning sky from NASA’s Kennedy Space Center. Scientists envision spiky metal craters, huge metal cliffs and metal-encrusted eroded lava flows greenish-yellow from sulfur — “almost certain to be completely wrong,” according to Elkins-Tanton. Led by Arizona State University on NASA’s behalf, the $1.2 billion mission will use a roundabout route to get to the asteroid. So instead of arriving at the asteroid in 2026 as originally planned, the spacecraft won’t get there until 2029.

OTTAWA, Oct 12 (Reuters) - The Canada Energy Regulator (CER) said on Thursday it will make a preliminary decision on Trans Mountain Corp's proposed shipping tolls for its oil pipeline expansion project this autumn, before holding a hearing on the tolls next year. The timing of the decision aims to ensure interim tolls are in place when the pipeline expansion becomes operational, the regulator said in a statement. The 590,000 barrel-per-day Trans Mountain expansion project (TMEP) will nearly triple the flow of oil from the province of Alberta to Canada's Pacific Coast and is expected to start operating late in the first quarter of 2024. But shippers including Canadian Natural Resources (CNQ.TO) and Cenovus Energy (CVE.TO) are disputing the interim tolls proposed by Trans Mountain, arguing a portion of the base toll is too high. "After service begins on the TMEP and final costs are known, Trans Mountain can request approval from the Commission of the CER for final tolls," the regulator said.

The Financial Reporting Council (FRC) said the number, range, and seriousness of the deficiencies in the audits of Carillion were exceptional, resulting in the watchdog's highest ever fine. Meehan, no longer with KPMG, was fined 350,000 pounds after a discount to reflect his cooperation and admission of failures. Supply chain software startup Flexport plans to cut approximately 20% of its global workforce as part of a new round of layoffs that's expected to begin on Friday, CNBC has learned. Flexport CEO Ryan Petersen sent a note to staffers Thursday afternoon informing them of the job cuts, according to a copy of the memo viewed by CNBC. The company will inform employees of whether they're impacted or not via email beginning Friday morning, Petersen wrote. A Flexport spokesperson pointed CNBC to a company blog post from Petersen confirming the layoffs. Petersen claimed repeatedly that Clark, a 23-year veteran of Amazon , overspent and overhired during his tenure at Flexport.
