VILNIUS, Lithuania (AP) — Turkish President Recep Tayyip Erdogan on Monday introduced a new condition for approving Sweden's membership in NATO, calling on European countries to "open the way" for Turkey to join the European Union. It was the first time that Erdogan linked his country's ambition to join the EU with Sweden's efforts to become a NATO member. The White House readout of the Biden-Erdogan call did not mention the issue of Turkish membership in the EU. Sullivan didn't mention the EU membership issue. Previously non-aligned Sweden and Finland applied for NATO membership last year following Russia's invasion of Ukraine.

CNN —NATO chief Jens Stoltenberg said on Monday that Turkey has agreed to back Sweden’s bid to join the military alliance. Erdoğan has stood in the path of Sweden joining NATO for more than a year over a multitude of concerns. Turkey had resisted Sweden’s bid to join NATO for a long time, giving multiple reasons – including accusations that Swedish officials have been complicit in Islamophobic demonstrations, such as the burning of the Quran. More importantly, Turkey claims that Sweden allows members of recognized Kurdish terror groups to operate, most notably the militant Kurdistan Workers’ Party (PKK). But Erdoğan had faced pressure to step out of the way of Sweden’s NATO bid from his European and American allies.

LONDON, July 10 (Reuters) - U.S. President Joe Biden will look to deepen his relationships with King Charles and British Prime Minster Rishi Sunak during separate meetings on Monday in which Ukraine and climate change are expected to dominate the agenda. Sullivan said Biden hopes to deepen his personal relationship with King Charles. Biden will also travel to 10 Downing Street on Monday to hold a low-key meeting with Sunak, their fifth in as many months. Ahead of the trip, Biden urged caution for now on Ukraine's drive to join NATO, saying the alliance could get drawn into the war with Russia due to NATO's mutual defense pact. Biden's trip comes days after he agreed to send controversial U.S. cluster munitions to Ukraine.

Mr. Biden has authorized the shipment of cluster munitions, controversial within the alliance, to fill the gap until more shells can be produced for Ukrainian artillery — and, though it was left unsaid, to better be able to destroy Russians in their deeply dug trenches. The concern is that the munitions create a post-conflict hazard much like land mines. “Duds” that are scattered around the battlefield can explode years later, often when children pick them up. Mr. Sullivan noted on Friday that signatories to the treaty cannot ship them to Ukraine or help the United States in doing so, but he said that they did not vocally oppose Mr. Biden’s decision. In fact, Mr. Biden has received more criticism from some members of his own party than from the members of the treaty.

A centerpiece of Biden's visit to Lithuania will be a speech that he will deliver at Vilnius University on Wednesday night. One of Biden's objectives on the trip is to show Americans back home the importance of continuing support for Ukraine as he faces re-election.

London CNN —President Joe Biden embarks on a weeklong trip to Europe on Sunday, and the stakes couldn’t be higher for the future of the NATO alliance. Biden makes a stop in London ahead of his attendance at the NATO Summit in Vilnius, Lithuania, followed by meetings with Nordic leaders in Helsinki, Finland. But Biden will be a key player in determining what specific, measurable criteria or timelines, if any, are offered to Ukraine for NATO membership during this summit. Sweden’s NATO membership is “within reach,” NATO Secretary General Jens Stoltenberg said in a news briefing following a meeting of senior officials from Turkey, Sweden and Finland Thursday. And I’m really looking – anxiously looking forward for your membership,” Biden told Kristersson during a meeting in the Oval Office.

[1/2] Ukraine's Defence Minister Oleksii Reznikov attends a session of the Ukrainian parliament dedicated the Constitution Day, amid Russia's attack on Ukraine, in Kyiv, Ukraine June 28, 2023. The U.S. announced on Friday it would supply Ukraine with widely banned cluster munitions for its counteroffensive against occupying Russian forces. Cluster munitions are prohibited by more than 100 countries. "We recognize that cluster munitions create a risk of civilian harm from unexploded ordnance," Sullivan told reporters. Russia, Ukraine, and the United States have not signed the Convention on Cluster Munitions, which bans the production, stockpiling, use, and transfer of the weapons.

Cluster munitions could boost Ukraine's counteroffensive to reclaim territory seized since Russia invaded in February 2022. Cluster munitions typically release large numbers of smaller bomblets that can kill indiscriminately over a wide area. Germany is one of 111 states party to the Convention on Cluster Munitions, a pact that does not include the United States. Biden waived prohibitions around the munitions, just as his predecessor Donald Trump did in 2021 to allow the export of cluster munitions technology to South Korea. 'VERY SIGNIFICANT CONTRIBUTION'Ukraine previously had urged U.S. lawmakers to press the Biden administration to approve sending cluster munitions.

Jake Sullivan, Biden's national security adviser, said Ukraine will not be voted into NATO membership at the summit in Vilnius, Lithuania, but he encouraged Ukraine's President Volodomyr Zelenskiy to attend to discuss the matter. Also topping Biden's agenda in Vilnius will be Sweden, whose accession into NATO has been blocked by Turkey. Sullivan said Sweden will eventually gain NATO membership despite Turkey's opposition. He said Biden will discuss Sweden with Erdogan at some point during the summit but did not know the format for the talks. Biden leaves on Sunday for London, the first stop on a three-nation trip centered around the NATO summit in the Lithuanian capital.

The US announced a new weapons package that includes cluster munitions for Ukraine on Friday. Cluster munitions are deadly and controversial, but they could boost Ukraine's counteroffensive. The White House and Pentagon announced a new $800 million security assistance package for Ukraine on Friday that, for the first time, includes cluster munitions. Cluster munitions can be dropped from the air or fired as artillery and deal damage over a larger area. Over 100 countries, including the UK, France, and Germany, have outlawed the munitions under the Convention on Cluster Munitions, but the US and Ukraine are not signatories to the ban. Ryder said the Russians have been using cluster munitions with a dud rate of as high as 40%. Biden reluctant at firstBiden was reluctant at first, officials told CNN, given how many countries worldwide have banned the munitions. It is not clear whether the heavy amount of artillery ammunition the Ukrainians have been expending day-to-day would be sustainable without the cluster munitions if the counteroffensive drags on, officials and military analysts said. Russia’s Ambassador to Belarus Boris Gryzlov said the US decision was “a move of desperation.”“As part of the continued assistance to the Kiev regime, Washington is considering the possibility of sending cluster munitions to Ukraine.

In an interview before his first official visit to Washington, Germany’s defense minister staked out a broad geopolitical vision, taking pains to indicate that his country is ready to assume a more assertive stance in the face of growing international instability. The defense minister, Boris Pistorius, laid out plans for Germany to increase its arms deliveries and take a more robust role in both the Indo-Pacific region and in military leadership in Europe. He spoke to The New York Times before traveling to meet his U.S. counterpart, Secretary of Defense Lloyd Austin, as well as the national security adviser, Jake Sullivan, on Wednesday in Washington. The minister has been a part of Germany’s effort to change allies’ perceptions of his country as reluctant to take up leadership in Europe in the wake of Russia’s invasion of Ukraine — a view fostered by its slow initial pace in delivering weapons to Kyiv and its stumbling efforts to fulfill a pledge to revitalize its own military. Mr. Pistorius’s candor when discussing such topics has made him one of Germany’s most popular politicians, even when he sometimes goes further than some Germans, still haunted by their country’s World War II history, find comfortable.

June 28 (Reuters) - White House national security adviser Jake Sullivan has been in touch with Moscow to discuss the respective Russian and U.S. embassies, and the two sides are in talks on the subject, Foreign Minister Sergei Lavrov said on Wednesday. On Wednesday, in the text of an interview with Russian television published by Russia's foreign ministry, Lavrov hinted at some of these. Despite the deep freeze in relations, there have been some signs that contact is being maintained. Ambassador Lynne Tracy had spoken to Russian representatives and given "signals" that the United States was not involved in the weekend mutiny by Wagner mercenaries, and hoped that Russia's nuclear arsenal would be kept safe. Lavrov also quoted Tracy as saying the mutiny was Russia's internal affair.

But they also cite a number of three-body lessons from nature — starting with Newton’s — that illuminate the issue and suggest possible ways forward. “We have a conceptual problem,” said Ernest J. Moniz, a physicist who as the secretary of energy in the Obama administration oversaw the U.S. nuclear arsenal. “Anything that helps in understanding that is great.”Security-minded hawks want to expand the American arsenal in response to China’s nuclear rise and the threat of Beijing’s closing ranks with Moscow. Jake Sullivan, the national security adviser, argued that the American response should focus less on the quantity of the nation’s nuclear arms than on their quality. To deter attacks successfully, he said in a speech, the American military has no need for arms that “outnumber the combined total of our competitors.”

RAMALLAH, West Bank, June 24 (Reuters) - A Palestinian militant opened fire at an Israeli checkpoint in the occupied West Bank on Saturday, wounding a security guard before he was shot dead by forces at the scene, Israel's police said. The Al-Aqsa Martyrs Brigade, an armed group associated with Palestinian President Mahmoud Abbas' Fatah party, claimed the gunman as a member. Police distributed a photo of an M-16 rifle they said was used by the gunman to carry out the shooting. Violence surged this week in the West Bank, where for over a year the military has conducted regular sweeps leading to repeated clashes with Palestinian fighters amid a spate of Palestinian street attacks on Israelis. The past few days saw deadly clashes in the city of Jenin, a fatal Palestinian shooting attack near a settlement, attacks on Palestinian villages by settlers and a rare Israeli air strike in the West Bank against militants.

CNN —Welcoming Indian Prime Minister Narendra Modi to the White House this week for a state visit – the most elevated form of American diplomacy – will require President Joe Biden to make certain trade-offs. Yet Modi and India, the world’s largest democracy, also represent a lynchpin in Biden’s strategy in Asia. That, according to officials, was the rationale behind inviting Modi for a state visit, only the third of Biden’s presidency so far. The two leaders will hold a joint news conference – something virtually every state visit over the past two decades has featured – but that was only agreed upon after lengthy, delicate negotiations between the two sides. “We’re just grateful that Prime Minister Modi is going to be participating in a press event at the end of the visit.
