A fast-moving brush fire burned homes and forced evacuations in the inland California city of San Bernardino on Monday afternoon. Shocking views of the fire tearing across a residential hillside stoked fears that an already dangerous fire season could threaten the more populated parts of the state. The fire in the Southern California city, about 60 miles east of downtown Los Angeles, has grown to 100 acres and burned multiple buildings, said Eric Sherwin, a spokesman for the San Bernardino County Fire Department. Residents of dozens of homes in the Shandin Hills neighborhood are under evacuation orders, and the county has set up an evacuation center at a nearby elementary school. Multiple suburban houses with tile roofs could be seen on live TV engulfed in flames on Monday afternoon.

The U.S. military turned over control of its last base in Niger to local forces on Monday, ending a yearslong counterterrorism mission in the West African country even as violent extremism remains on the rise in the region. A group of U.S. troops boarded an Air Force cargo plane and flew out of a $110 million air base in central Niger that was built with Pentagon money, among the last of 1,000 personnel that Washington had agreed to pull out by Sept. 15. A small number of troops will remain at the United States Embassy for a short time to wrap up administrative details, officials said. “The withdrawal of U.S. forces and assets from Air Base 201 in Agadez is complete,” the Pentagon’s Africa Command said in a statement, referring to the installation in central Niger. “The effective cooperation and communication between the U.S. and Nigerien armed forces ensured that this turnover was finished ahead of schedule and without complications.”

A few years ago, the organizers of one of the largest U.S. exercise programs for people with Parkinson’s disease realized they had a problem: Most of the students were white. But people who run Parkinson’s exercise programs in a handful of U.S. cities describe great difficulty in recruiting Black people. Johnson said his Chicago-area initiative offered a free six-month exercise program for Parkinson’s patients and increased marketing in the Black community but got little traction. When a white person shows up at the doctor’s office with such symptoms, a doctor would likely recognize them as signs of Parkinson’s, said Bernard Coley, an advocate for people with Parkinson’s disease, especially those in underengaged communities. In the space of three days last week, the Sept. 11 case was rocked by two decisions that stunned victims’ families and jolted a political debate. First, a Pentagon official authorized a plea agreement meant to resolve the case with lifetime sentences. Then, Defense Secretary Lloyd J. Austin III abruptly canceled the deal, reviving the possibility that the man accused of planning the attacks, Khalid Shaikh Mohammed, and two accused accomplices could someday face a death penalty trial. Suddenly, a case that had mostly drifted from public consciousness in 12 years of pretrial proceedings was back in the spotlight and no closer to the trial that some relatives of the nearly 3,000 victims had been aching for at Guantánamo Bay. This account of those fateful three days is based on interviews and conversations with Pentagon officials, Sept. 11 family members and parties to the case.

The international agency charged with regulating seabed mining worldwide voted on Friday to replace its top executive, after accusations that the British lawyer running the agency was too closely aligned with the mining industry. Leticia Carvalho, an oceanographer from Brazil and a United Nations environmental regulator, was elected by a 79-to-34 vote by the nations that run the International Seabed Authority to replace Michael Lodge, a lawyer who has overseen the agency for nearly eight years. “I can’t wait to start to work with state parties and stakeholders at this honorable organization,” Ms. Carvalho said after the vote, which was done by secret ballot. Mr. Lodge has been a polarizing figure at the seabed authority, which has jurisdiction over any future mining in international waters. Environmentalists have argued that he worked behind the scenes with private contractors to try to accelerate the start of mining.

The Supreme Court is caught in a crisis of its own making. There is the gross corruption of Justice Clarence Thomas and Justice Samuel Alito, who have received millions of dollars in gifts and benefits from various billionaire benefactors. There is the court’s open assault on the basic rights of tens of millions of Americans, exemplified in its decision to overturn the constitutional right to an abortion on the basis of a vague and inconsistent standard of “text, history and tradition.”And there is the hubris of Chief Justice Roberts, who, the legal scholar Eric J. Segall writes, has “led the court to coerce both state and federal governments to abide by his personal preferences, whether or not positive legal sources supported those decisions and at times even when prior law quite clearly did not justify the chief’s opinions and votes.”It is a testament to Roberts’s skill as a politician that he is often viewed as a modest and moderate judicial institutionalist when, in fact, he has used his position on the court to spearhead a remarkable campaign of judicial activism. In cases like Shelby County v. Holder in 2013 or the more recent West Virginia v. EPA, Roberts all but deployed novel constitutional doctrines (“equal state sovereignty” and the “major questions doctrine”) to achieve his preferred results. In just the last term, the Roberts court has rewritten the 14th Amendment to keep Donald Trump on the presidential ballot as well as radically expanded presidential power in direct contravention of the history, text and structure of the Constitution.

The United States is preparing to send additional combat aircraft to the Middle East in response to threats from Iran and its proxies in Gaza, Lebanon and Yemen to attack Israel in the coming days to avenge the death of Ismail Haniyeh this week, American officials said on Friday. How many planes to send is still being worked out, as are final approvals from senior officials including Defense Secretary Lloyd J. Austin III. Officials said they were seeking to calibrate the American response to send enough of the right types of aircraft as quickly as possible to help defend Israel without appearing to escalate the conflict. Iran fired more than 300 drones and missiles against Israel in a major attack in April, but only a handful got through, causing only slight damage. U.S. Air Force jets based in Jordan and in Saudi Arabia coordinated with French, Jordanian and British Air Force fighters to shoot down more than 80 drones.
