Kamala Harris arrived in San Juan, P.R., last Friday for her first official visit as vice president. The trip was meant, in part, to highlight the Biden administration’s dedication to aiding the island’s recovery. Ms. Harris’s roughly five-hour visit began in the community of San Isidro, in the municipality of Canóvanas. Many of the residents lack land titles, which made them ineligible for the Federal Emergency Management Agency programs Ms. Harris aimed to promote. The area was originally an informal settlement built on public wetlands by those displaced after Hurricane Hugo in 1989.

Ten years ago, the agency overseeing the upkeep of the majestic New York State Capitol reported that the granite staircase leading to the main entrance was warped and bulging so badly that part of it might collapse at any moment. Inspectors discovered leaning balustrades, rusted steel supports, cracked and displaced granite, failed drainage systems and load-bearing brick walls so weakened by time and neglect that individual bricks could be removed by hand. A thorough repair, estimated at $17 million, was recommended. Instead, only a handful of urgent fixes were made. The entrance, known as the Eastern Approach, has been closed to this day, with access-blocking barricades now a familiar part of the downtown landscape.

DEIR AL-BALAH, Gaza (AP) — An international team of doctors visiting a hospital in central Gaza was prepared for the worst. But the gruesome impact Israel’s war against Hamas is having on Palestinian children still left them stunned. These gut-wrenching casualties were described to The Associated Press by Tanya Haj-Hassan, a pediatric intensive-care doctor from Jordan, following a 10-hour overnight shift at Al-Aqsa Martyrs Hospital in the town of Deir al-Balah. After nearly six months of war, Gaza’s health sector has been decimated. In the early stages of the war, Israel severely limited the entry of food, fuel and medical supplies into Gaza.

Talks over a hostage deal and a ceasefire in Gaza between Israel and Hamas have reached another stalemate but are not over, according to three people familiar with the negotiations. Burns put forward a proposal that was accepted by Israel and sent back to Hamas, the second person and an Israeli official told CNN. “The negotiations are not only centric around the prisoner exchange deal,” Hamas senior official Basem Naeim told CNN on Monday. Those releases would take place during the first phase of a ceasefire, which would be expected to last around six weeks. The senior US officials and Gallant did not reach any agreements on how Israel will move forward with an operation in Rafah in southern Gaza, US and Israeli officials told CNN.

Israel has faced criticism internationally ahead of its planned offensive on the southern Gaza city, in which more than one million people are currently sheltering. Netanyahu had earlier told the delegation that displaced Palestinians in Gaza could “just move” out of Rafah and “move with their tents.”“There’s all of the Gaza Strip north of Rafah,” Netanyahu said. “People move down, they can move up,” the prime minister added. Disagreements over the impending invasion of Rafah and the worsening humanitarian disaster in Gaza have driven relations between Netanyahu and US President Joe Biden to a low. The White House said Wednesday that Netanyahu had agreed to reschedule the planned visit by the Israeli delegation to Washington to discuss the possible Rafah operation.

For the increasingly tense U.S.-Israel relationship, the fallout from passage of the U.N. cease-fire resolution was immediate, as Prime Minister Benjamin Netanyahu said Monday that he would not send a planned high-level delegation to Washington for meetings with U.S. officials. But on Monday, when the Security Council took up a less strongly worded resolution, calling for a cease-fire for the holy month of Ramadan, the U.S. representative abstained, allowing the measure to pass. Mr. Gallant, before meeting with Mr. Sullivan, gave no sign Israel would agree to a cease-fire. He reiterated the administration’s position that before going into Rafah, Israel must have a detailed plan to protect, shelter and feed the civilians there. The U.N. resolution and the American role in it drew angry responses from far-right elements of Israel’s government.

Israeli Prime Minister Benjamin Netanyahu had warned prior to the vote that the delegation's visit would be pulled, if Washington did not veto the motion. "The U.S. declining to protect Israel from a resolution it passionately objects to by not providing a veto is an extraordinary thing." The motion also called for the immediate and unconditional release of all hostages held by Hamas in the Gaza Strip. "In this case, the abstention is a very strong signal to Israel that the United States is losing patience," Ibish said. Formal talks aimed at ending the war in Sudan may restart in mid-April, US Special Envoy for Sudan Tom Perriello said Tuesday, as the conflict nears its one-year mark. Perriello told reporters that the formal talks are not expected to start until after Ramadan, with a potential date of April 18. The war has claimed thousands of lives, displaced millions, and triggered “the world’s largest hunger crisis,” according to the UN. “We are trying to figure out what combination of actors and incentives can get this war to an end,” he added. He also noted that reports of Islamist extremists returning to Sudan ratchets up the urgency of bringing the war to an end.

The UN passed a vote calling for a ceasefire in Gaza, with the US abstaining for the first time. AdvertisementThe divide between the US and Israel is deepening after the United Nations passed a ceasefire vote, a first for the international body after multiple failed attempts. Tensions began to boil over Sunday night, when Netanyahu publicly threatened to cancel the White House meetings before the UN vote, demanding the US veto the ceasefire resolution. Later the next morning, the UN Security Council passed the resolution, calling for an "immediate ceasefire" in Gaza. CNN —Tensions between the US and Israel were exposed on Monday when Washington stood aside and allowed the UN Security Council to pass a resolution calling for an immediate ceasefire in Gaza. Its position evolved last week when on Friday, it put forward a ceasefire resolution tied tied to the release of hostages. The US abstention on Monday’s vote allowed the latest resolution to pass, when the other 14 members of the 15-strong council voted yes. While resolutions made by the UN Security Council are legally binding, they can be – and have been in the past – ignored, as the UN enforcement mechanisms are limited. UN Secretary-General António Guterres said a failure to implement the resolution would be “unforgivable.”“The Security Council just approved a long-awaited resolution on Gaza, demanding an immediate ceasefire, and the immediate and unconditional release of all hostages.

New York CNN —A plane carrying 21 Americans fleeing Haiti arrived in Orlando, Florida, on Saturday night, the latest in a series of US-chartered flights from the embattled Caribbean nation, which has descended into chaos amid rampant gang violence and political instability. Hundreds of US citizens remain in Haiti and nearly 1,000 had filled out crisis intake forms as of March 19, State Department spokesperson Vedant Patel previously told CNN. On March 17, the State Department said it flew dozens of Americans from Cap-Haitien, a city on Haiti’s north coast, to Miami. On Wednesday, the State Department said it expects more than 30 Americans will be able to board the US government flights each day they are chartered. CAIRO (Reuters) - United Nations Secretary-General Antonio Guterres will visit Egypt's border with Gaza on Saturday to renew pleas for a ceasefire that could bring relief to a territory devastated by more than five months of war between Israel and Hamas. His trip comes as Israel threatens to launch a major military operation in the southern Gaza city of Rafah, just over the border from Egypt, despite international appeals against such an attack. He is expected to visit a hospital in Al Arish and meet U.N. humanitarian workers in Rafah. More than 32,000 people have been killed by Israel's military campaign in Gaza, many of them women and children, according to local health authorities. Guterres, who made one previous trip to Egypt's border with Gaza shortly after the war broke out, is visiting Egypt and Jordan as part of an annual "solidarity trip" to Muslim countries during Ramadan.
