All that remained of a Russian border post was a tableau of destruction: Sheet metal flapped in the wind, customs declarations fluttered about, and stray dogs roamed under a road-spanning sign that said, “Russia.”Kicking up dust, Ukrainian armored vehicles rumbled past, unimpeded, as the flow of men and weaponry carried on in the biggest foreign incursion into Russia since World War II, an offensive now nearing the end of its first week since the breach of the border here in Sudzha and at several other sites. At the crossing point, a Ukrainian soldier posted on the roadside waved at the forces passing by, days after Russia’s head of the general staff declared that the attack had been rebuffed. At the border, the detritus of a losing battle — and signs of soldiers caught by surprise — were scattered about: bullet cartridges tinkled underfoot, discarded body armor lay on the asphalt.

Bank of America offered four reasons why investors are worrying too much about high AI spending. Investors can look forward to fresh catalysts ahead, such as Nvidia's upcoming Blackwell AI product, the bank said. Second, AI spending is focused on more than just creating new revenue streams. For instance, these expenditures help tech firms maintain social or e-commerce dominance, or protect their reign over the online search sector. "Concerns about the return on investment (ROI) on high AI capex is valid but premature and inconclusive in our view," the bank wrote.

On Monday, stocks struggled ahead of this week's inflation data, which will likely set the tone for short term market action. The S & P 500 was little changed, the Nasdaq Composite made a small advance while the Dow Jones Industrial Average pulled back about a third of a percent. The first trade is a so-called tail hedge against a hotter-than-expected CPI print, i.e. buying S & P 500 put options. The value of the put contracts will increase if the S & P 500 falls on a surprising resurgence of inflation.

To the Editor:Re “Some States Targeting Voter Registration Drives With Restrictions” (news article, July 27):As the founder and C.E.O. of The Civics Center, a national, nonpartisan nonprofit dedicated to making voter registration part of every high school in America, I appreciated your bringing light to these issues. Making it harder to host registration drives disproportionately harms younger Americans. Our data show that less than one-third of 18-year-olds are currently registered to vote in states like Pennsylvania, Ohio, Arizona and New Hampshire. The good news is this can be fixed: by incorporating nonpartisan voter registration in schools and by passing legislation to designate high schools as voter registration agencies under the National Voter Registration Act.

Here’s the latest:S&P 500 futures were up slightly after fears of a slowdown in growth and hiring rocked the benchmark index last week. Investors endured both a stomach-churning rout on Monday and a bounce-back rally on Thursday. Despite that, the S&P 500 ended the week down just 0.04 percent. The big event this week is Wednesday’s inflation data. Investors are anxious after tepid jobs and manufacturing data suggested a slowdown was on the horizon.

An attorney for former President Donald Trump has filed a legal notice announcing that his client plans to sue the Justice Department and the FBI for $115 million for alleged "malicious political prosecution" and "abuse of process." "This malicious prosecution led President Trump to spend tens of millions of dollars defending the case and his reputation," Trump attorney Daniel Z. Epstein wrote in a notice of claim against the department. Epstein is a former Trump White House lawyer who is now vice-president of America First Legal, the legal group founded by former Trump adviser Stephen Miller. The filing does not mention the multiple requests from the National Archives and the Justice Department for Trump to return the records. The Justice Department declined to comment.

"This massive attack illustrates there's a lot of opposition to people just hearing what President Trump has to say, but I'm honored to have this conversation," Musk said. In response to CNBC's request for comment about the technical delay, Trump campaign spokesperson Steven Cheung pointed to Musk's X post blaming a potential cyberattack. For the third presidential election in a row, the foreign hacking of the campaigns has begun in earnest. But this time, it’s the Iranians, not the Russians, making the first significant move. On Friday, Microsoft released a report declaring that a hacking group run by the intelligence unit of Iran’s Islamic Revolutionary Guard Corps had successfully breached the account of a “former senior adviser” to a presidential campaign. From that account, Microsoft said, the group sent fake email messages, known as “spear phishing,” to “a high-ranking official of a presidential campaign” in an effort to break into the campaign’s own accounts and databases. The facts were murkier, and it is unclear what, if anything, the Iranian group, which Microsoft called Mint Sandstorm, was able to achieve.

That includes the Jan. 6 and 2020 election interference case brought by special counsel Jack Smith. If Harris wins the election in November, Trump’s Jan. 6 case — though weakened by the Supreme Court — will continue to move toward trial. She is also likely to avoid much discussion of Trump’s handling of classified documents: While a Trump-appointed federal judge dismissed a federal case involving his alleged mishandling of classified documents, the Justice Department has appealed and the case could ultimately survive. While those rules are binding only on the Justice Department, part of Harris’ pitch to voters is that she would respect the lines between the Justice Department and the White House that have existed for decades, since the Watergate scandal. During the Biden administration, the Justice Department appointed another special counsel, a former Trump appointee, who secured the conviction of Biden’s son Hunter Biden on gun charges.
