MEMPHIS, Tenn. — A disgraced former Memphis police officer cried on the stand Tuesday as he watched video of him and his former colleagues giving Tyre Nichols the brutal beating that led to his death. Mills’ jarring and emotional testimony came during the trial of Bean, Smith and Demetrius Haley. Mills testified that he became incensed after his first encounter with Nichols because he had inadvertently sprayed himself with pepper spray. Last week, Martin testified that he initiated the bogus reckless driving traffic stop of Nichols. Nichols, Martin testified, never posed a threat when they yanked him out of his car.

Political organizations supporting Vice President Kamala Harris and former President Donald Trump are touting both campaigns' messages of “freedom” as they woo Latinas, a key voting bloc. Against Hillary Clinton in 2016, Trump won just 28% of Hispanic women voters compared to Clinton’s 67%, according to Pew. Also, at least 13 states saw increases in Latina voter registrations when Biden left the race and endorsed Harris, according to TargetSmart CEO Tom Bonier. Republican Mercedes Schlapp, one of the “Latinas for Freedom” organizers, said the issue of abortion is one for states to decide. The group is defining freedom for Latinas as freedom from economic policies they say are "socialist."

MEXICO CITY (AP) — California avocado growers are fuming this week about a U.S. decision to hand over pest inspections of Mexican orchards to the Mexican government. Because the United States also grows avocados, U.S. inspectors observe orchards and packing houses in Mexico to ensure exported avocados don’t carry pests that could hurt U.S. crops. The letter added, "We are looking for specifics as to why you have concluded that substituting APHIS inspectors with Mexican government inspectors is in our best interest." Only the states of Michoacan and Jalisco are certified to export avocados to the United States. Some packers in Mexico buy avocados from other, non-certified states, and try to pass them off as being from Michoacan.

Washington CNN —Vice President Kamala Harris’ vow to gut the Senate’s filibuster rule to pass a bill codifying abortion rights has cost her an endorsement from a leading Senate moderate: Joe Manchin. Asked about Harris’ past support for gutting the filibuster, Manchin said: “Well, she said she supported banning fracking too, and she changed that. Senate GOP Whip John Thune attacked Harris over her filibuster comments and vowed to preserve the delay tactic if he is elected as majority leader. “I think they’re willing to change the filibuster over a whole range of issues,” Thune said of the Democrats. Birmingham Police Chief Scott Thurmond called the devices “a huge problem,” adding they were still investigating whether the shooters used a switch or another type of weapon. “Machine gun conversion devices have no place in our community,” US Attorney Prim Escalona said. Woodfin, the Birmingham mayor, noted that conversion devices are illegal federally but not under state law, and he called on the state legislature to ban the devices. Last week he participated in a demonstration at a Montgomery shooting range in which trained firearm experts tried (and failed) to aim while using the conversion devices. This year, the city of Chicago filed a lawsuit against Glock, alleging the handgun company has failed to prevent the use of conversion devices on its weapons.

CNN —The FBI on Monday reported that violent crime dropped across the US last year, registering the steepest annual decline in murders in decades. But the report was almost entirely ignored by right-wing media outlets, which have pushed a false narrative that crime is surging under President Joe Biden. Overall crime fell by 3% and property crime fell by 2.4%. The routine release of FBI data comes just weeks before a high-stakes presidential election in which perceptions of crime and safety have become a key political flashpoint. The decision by right-wing media outlets to bury the report underscores the disconnect between public perception on the issue of crime and the reality of falling crime rates.

Routh, allegedly “stalked” Trump in Florida for more than a month, prosecutors told a federal magistrate judge on Monday, with cell phone data allegedly placing Routh at the golf course as well as Trump’s Mar-a-Lago residence across several days between August 18 and the day Routh was arrested. Routh was originally charged with two gun-related offenses, including obliteration of a firearm’s serial number and possessing a firearm while a convicted felon, while the investigation continued. Judge Aileen Cannon, a Trump appointee who oversaw, and later threw out, the federal criminal classified documents case against the former president, was randomly assigned to oversee the case, court documents show. Former President Donald Trump accused the Justice Department of "downplaying" an alleged assassination plot against him earlier this month and suggested state officials in Florida should take over the investigation and prosecution. "The Kamala Harris/Joe Biden Department of Justice and FBI are mishandling and downplaying the second assassination attempt on my life since July. Trump has attacked the Justice Department for years, accusing the agency of targeting him after it brought charges against him in two separate cases. Florida charges would be much more serious than the ones the FBI has announced," he wrote. DeSantis issued an executive order last week ordering a state investigation into the incident.

TikTok has banned all political advertising on the app since 2019, but that hasn’t stopped advertisers from running what appear to be paid political messages on the platform. According to TikTok, the company does “not allow ads featuring political content across any of our monetization features, including paid ads, creators being paid to make branded political content, and other promotional tools on the platform.”TikTok stands apart among its big tech peers in banning political ads — Facebook, Instagram, X and Google all allow political advertisements. The continued presence of political ads on TikTok illustrates the difficulties in patrolling its own platform just weeks ahead of the 2024 presidential election and amid the court proceedings over its potential ban. The findings come as recent research shows that political ads on social media platforms are often filled with misinformation. There were no obvious signs of misinformation among the TikTok videos NBC reviewed.

The Israeli military on Monday warned civilians in southern Lebanon to move away from Hezbollah positions as it intensified attacks on its neighbor. "Shortly, the IDF will engage in extensive, precise strikes, against terror targets which have been embedded widely throughout Lebanon," Israel Defense Forces spokesperson Rear Adm. Daniel Hagari said early Monday in a statement. The warning is the first of its kind issued by the IDF in Lebanon, an Israeli military official told NBC News, adding the present campaign only involves aerial strikes. Israel, the official said, wants to create safe conditions for its own citizens to return to the northern part of the country, and destroy Hezbollah's infrastructure in southern Lebanon. The Israeli military is also looking into reports that Yahya Sinwar, the leader of Hamas, was killed in a recent Israeli airstrike, an Israeli official told NBC News.
