A senior Russian official has signaled that Russian forces could make another attempt to capture Kyiv, after a failed attempt to seize the Ukrainian capital early in the war. Deputy chairman of the Russian Security Council, Dmitry Medvedev, told Russian media agencies that Russia could "reach Kiev," using the Russian spelling of the city, saying it could happen later, if not now. Russia claims that the partially occupied regions of Donetsk, Luhansk, Zaporizhzhia and Kherson are now a part of Russia, a claim roundly rejected by Ukraine and its allies. In his latest interview, Medvedev commented that "this regime must fall, it must be destroyed, it must not remain in this world." Kyiv was a "Russian city," he claimed, warning that in Ukrainian hands it was "a threat to the existence of the Russian Federation."

Two years ago, it became the first major Ukrainian city to fall, as Russians forces swept in from Crimea. Yet, as the war enters its third year, residents describe the shelling from Russian forces under a mile away across the Dnipro River as the worst yet. And despite the icy Dnipro lying between Ukrainian forces and a Russian assault, freshly dug trenches line parts of the riverside. Across the river, within line of sight, are Russian soldiers who launch near-constant shelling on to the city of Kherson. Near-constant Russian shelling has turned Kherson into a ghost city two years into the war.

Arguably most important among those questions: How long can it practically sustain such draining financial support for Ukraine? The United Kingdom, arguably the major security player in the region, has also pledged more than $15 billion to Ukraine since 2022. This is an alarming prospect for European officials who already believe Putin is digging in and trying to wait out the West. In the run-up to the US presidential election, the question of what happens to European security without America will inevitably be asked. Europe simply doesn’t have the manufacturing heft right now to independently serve Ukraine over the next 12 months.
