Fails, who would have seen her daughter turn 20 this Friday, still cannot understand why Crain’s emergency was not treated like an emergency. Eight years earlier, the Texas Medical Board found that he had failed to diagnose appendicitis in one patient and syphilis in another. CHISINAU, Moldova (AP) — Moldova’s pro-Western President Maia Sandu has won a second term in a pivotal presidential runoff against a Russia-friendly opponent, in a race that was overshadowed by claims of Russian interference, voter fraud, and intimidation in the European Union candidate country. Today, you have saved Moldova!” Sandu said after claiming victory after midnight. Moldova’s large diaspora, which cast ballots in record numbers of more than 325,000 voted, heavily in favor of Sandu in the runoff. The presidential role carries significant powers in areas such as foreign policy and national security and has a four-year term. CNN —A 13-year-old girl is the latest person to lose her life in New York City while “subway surfing,” a dangerous challenge attracting young people on social media. “Subway surfing,” involves riding on top of a subway car while its moving. Six subway surfing fatalities and 181 related arrests have been recorded this year through October 27, the New York Police Department told CNN on Tuesday. The 13-year-old died while participating in a social media challenge, his mother told WPIX, adding he’d posted to social media prior videos of himself doing the stunt and she’d warned him not to ride on top of trains. TikTok previously cooperated with New York authorities to remove subway surfing content, the New York Times reported in January.

Some internal proposals to support election officials’ efforts to combat disinformation have made little headway. Jen Easterly, director of the US Cybersecurity and Infrastructure Security Agency, in an interview in Washington, DC, on October 2, 2024. Ben Curtis/APThe agency has advised election officials on how to communicate clearly with voters and to prepare for security incidents. Some election officials interviewed by CNN were skeptical about the federal government’s ability to debunk election lies that are part of a broader rise of misinformation in America. The agency now has a team of former election officials who provide physical and cybersecurity services to election offices around the country.

New York CNN —TGI Fridays Inc., the American casual dining chain, filed for Chapter 11 bankruptcy protection Saturday. The bankruptcy affects TGI Fridays’ parent company, which operates 39 restaurants, and not the franchisees that control the remaining locations. TGI Fridays is privately owned by TriArtisan Capital Advisors, a private equity firm, so financial results aren’t released. In September, TGI Fridays’ operations in the United Kingdom also ran into trouble. TGI Fridays joins Red Lobster and Buca di Beppo chains, both of which filed for Chapter 11 bankruptcy protection in recent months.

In states where tensions have long boiled over reproductive rights, family planning experts say women face mounting barriers to getting birth control. In June, Senate Republicans blocked a bill that would have enshrined a national right to birth control into law. States have been left to decide if they will protect access to birth control. The Right Time initiative is part of Michelle Trupiano's work at Missouri Family Health Council that reduces costs and helps Missourians to obtain birth control. She works at a family planning clinic that is benefiting from Title X funding, which means right now, uninsured patients can get birth control through the clinic.

Last week, a video popped up on social media falsely claiming to show someone ripping up ballots in Bucks County, Pennsylvania. Instead of relying on flagging suspected foreign disinformation posts to social media companies, U.S. authorities are declassifying information about foreign election interference in an unprecedented way, seizing web domains and issuing indictments that have exposed the mechanics of Russian and Iranian information warfare, officials and researchers said. U.S. intelligence officials later said Russian “influence actors” were behind the false story. And social media companies, under intense legal and political pressure from Republican critics, have scaled back or scrapped teams in recent years that used to take down inflammatory or conspiratorial content. The combination of homegrown falsehoods about “stolen” election conspiracies, surging foreign disinformation campaigns and a laissez-faire approach by tech firms threatens to undermine the foundations of American democracy, experts and lawmakers said.

One other potential scenario looms this fall: the "contingent election" of the president and the vice president that would happen if no one can secure the 270 electoral votes needed to win the presidential election. That has not happened in the modern era, but there are a few conceivable (if unlikely) paths across the Electoral College map that could lead to former President Donald Trump and Vice President Kamala Harris ending the race tied at 269 electoral votes. In the event of a tie, Congress would decide the next president. “Each state, regardless of population, casts a single vote for President in a contingent election,” according to the Congressional Research Service. Although Washington, D.C., has three electoral votes in the presidential election, it would not have a vote in the House in a contingent election because it is not a state.

Budget airlines like Spirit, Frontier, and Southwest are struggling to turn a profit. The still-in-service airlines Neeleman founded, like JetBlue Airways, Azul Brazilian Airlines, Canada's WestJet, and Breeze Airways, largely follow this idea. Historically, these strategies have been absent from the likes of Spirit, Frontier, and Southwest, which have stuck to all-economy aircraft with little choice. Southwest Airlines boats an open-seating policy where seats are first-co,me first-serve. After a messy election, the Bank of Japan decided to hold its benchmark policy rate at 0.25%, as expected. These outlook risks highlight that the timing of the next BOJ rate hike could depend heavily on developments overseas, as well as the exchange rate and its impact on the Japanese economy, Otani added. He added that it would surpass the 13 trillion yen ($84.6 billion) allocated in last year's supplementary budget. When Ishiba returns, he is expected to hold an extraordinary Diet session, during which he hopes to pass the supplementary budget plan, according to local news. Then I would probably rule out a rate hike in December, because that would create a lot of uncertainty about the fiscal situation."
