Oct 16 (Reuters) - Tourmaline Oil (TOU.TO) on Monday agreed to buy rival Bonavista Energy for C$1.45 billion ($1.06 billion) in cash and stock, strengthening its position in Western Canada's Deep Basin. The acquisition is expected to help Tourmaline, already the largest Deep Basin producer, exit 2023 with production of more than 600,000 barrels of oil equivalent per day. The offer consists of C$725 million in Tourmaline common shares and C$725 million in cash. Bonavista, a major oil and gas producer, delisted from the Toronto Stock Exchange in 2020 as part of a recapitalization plan. In September, Canadian natural gas firm Peyto Exploration & Development (PEY.TO) agreed to buy Spanish energy company Repsol's (REP.MC) Deep Basin assets for $468 million.

JERUSALEM (Reuters) - The head of Israel's Shin Bet domestic intelligence agency on Monday took responsibility for failing to prevent Hamas from carrying out its deadly rampage through Israeli towns. "Despite a series of actions we carried out, unfortunately, on Saturday we were unable to generate sufficient warning that would allow the attack to be thwarted," said Shin Bet director Ronen Bar in a statement. The committee proposes conducting a security assessment of each body of content used to train public-facing generative AI models, with those containing "more than 5% of illegal and harmful information" to be blacklisted. The draft rules also state that information censored on the Chinese internet should not be used to train models. The draft security requirements published on Wednesday require organisations training these AI models to seek the consent of individuals whose personal information, including biometric data, is used for training purposes.

"The World Bank will be able to provide more funds for poverty reduction and climate action." The World Bank would begin piloting this option for small states that are particularly affected by climate change, she said. The decision to halt exports via the East Mediterranean Gas (EMG) pipeline came as fighting has intensified between Israel and militants in the Gaza Strip. The 90-kilometer pipeline is the main link between the Chevron-operated Leviathan offshore gas field and Egypt. Israel's energy ministry confirmed in a statement to Reuters that Chevron had requested to export gas through an alternative pipeline that links Leviathan to Jordan as well as Egypt, known as the Arab Gas Pipeline.
