Before he put on the glittery neon yellow tasseled jumpsuit, donned the yellow wig, and lip synced and danced onstage under colorful spotlights, Paul Hidacan went through his preshow routine in a busy dressing room. “I grew up in my church,” said Mr. Hidacan, 21, who has attended service in cropped tops, skirts and boots, and started performing in drag last year. “I know there are some who raise their brows when they see me, but the pastors accept me.”In many places in the Philippines, drag is becoming more mainstream, and more popular. Drag queens are on fashion magazine covers, and are pitching name-brand products like MAC Cosmetics, Shell gasoline, Durex condoms and Samsung phones. Students of at least one public university recently held a drag competition.

When reports spread that Pope Francis had used an offensive anti-gay slur while speaking to Italian bishops at a conference last month, many Catholics were both shocked and baffled. How could a pope known for his openness to and acceptance of L.G.B.T.Q. people use homophobic slang and caution prelates about admitting gay men into seminaries? But the question, and the apparent inconsistency in Francis’ messaging, reflect the deep contradictions and tensions that underlie the Roman Catholic Church’s and Francis’ relationship to homosexuality. The church holds that “homosexual tendencies” are “intrinsically disordered.” When it comes to ordination, the church’s guidelines state that people with “deep-seated” gay tendencies should not become priests.

Supreme Court Upholds Law Disarming Domestic Abusers
  + stars: | 2024-06-21 | by ( Adam Liptak | ) www.nytimes.com   time to read: 1 min
The Supreme Court ruled on Friday that the government may disarm a Texas man subject to a domestic violence order, limiting the sweep of its earlier blockbuster decision that vastly expanded gun rights. That decision, issued in 2022, struck down a New York law that put strict limits on carrying guns outside the home. The new case, United States v. Rahimi, explored the scope of that new test. Only Justice Clarence Thomas, the author of the majority opinion in the 2022 decision, dissented. Writing for the majority, Chief Justice John G. Roberts Jr. said that Second Amendment rights had limits.

Supreme Court Upholds Trump-Era Tax Provision
  + stars: | 2024-06-20 | by ( Abbie Vansickle | ) www.nytimes.com   time to read: 1 min
The Supreme Court on Thursday upheld a tax on foreign income that helped finance the tax cuts President Donald J. Trump imposed in 2017 in a case that many experts had cautioned could undercut the nation’s tax system. The vote was 7 to 2, with Justice Brett M. Kavanaugh writing the majority opinion. Justice Amy Coney Barrett wrote a concurring opinion, joined by Justice Samuel A. Alito Jr., and Justice Clarence Thomas dissented, joined by Justice Neil M. Gorsuch. The question before the justices appeared narrow at first glance: Is the tax in question allowed under the Constitution, which gives Congress limited powers of taxation? In the majority opinion, Justice Kavanaugh wrote that the tax fell within the authority of Congress under the Constitution.

How Heat Affects the Brain

In July 2016, a heat wave hit Boston, with daytime temperatures averaging 92 degrees for five days in a row. Some local university students who were staying in town for the summer got lucky and were living in dorms with central air-conditioning. He had 44 students perform math and self-control tests five days before the temperature rose, every day during the heat wave, and two days after. “Many of us think that we are immune to heat,” said Dr. Cedeño, now an assistant professor of environmental and occupational health and justice at Rutgers University. “So something that I wanted to test was whether that was really true.”It turns out even young, healthy college students are affected by high temperatures.

How to pick a good, affordable college before applying
  + stars: | 2024-06-17 | by ( Jeanne Sahadi | ) edition.cnn.com   time to read: +8 min
New York CNN —Long before you take your high schooler on college campus tours, consider this: Shopping for college shouldn’t be any different than shopping for a home. Getting into that top 25% cohort is based on SAT or ACT scores, and having a high, unweighted GPA based on a rigorous high school curriculum. Other ways to reduce college costs before applyingWhile your children are in high school they can take other steps to reduce the total cost of their education. If their high school doesn’t offer them, there is a program called Freshman Year for Free offered by the Modern States Education Alliance. Getting the minimum AP scores a college requires to earn a college credit will lower how much you ultimately have to spend on tuition.

In 2016, the Libertarian Party presidential candidate, Gary Johnson, received more votes than any of the party’s other candidates in history and the most of any third-party candidate since Ross Perot — and arguably, the Libertarian Party has never recovered. Much like the conservative movement, the libertarian movement has been divided between more “normie” libertarians who have embraced criminal justice reform and social freedoms (like immigration and the rights of L.G.B.T.Q. And in 2024, the Libertarian Party Convention featured appearances from people like former President Donald Trump. But in a major surprise, the winner of the party’s presidential nominating process was not the Mises Caucus’s favorite but Chase Oliver, a 38-year-old, gay antiwar activist who had left the Democratic Party. I spoke with Mr. Oliver about what libertarianism means to him today, how he plans to fight for independent votes this year and why the Libertarian Party failed 2020’s “libertarian moment.”

When Representative Tom Cole became chairman of the Appropriations Committee in April, it marked the first time an Oklahoman had ascended to one of Congress’s most powerful perches. For 15 years on the panel, Mr. Cole, a Republican, quietly climbed its ranks with the gavel in mind, crafting and negotiating bipartisan spending bills. All the while, he tucked in projects for his state — its universities, hospitals and airports — to the tune of billions of dollars. On Tuesday, he will face the stiffest threat to his career yet: a primary challenge from a self-funded conservative, Paul Bondar, who is running on an anti-spending platform. With more than $8 million poured into the race, it has become one of the most expensive House primaries this year.

CNN —Maryland’s governor pardoned more than 175,000 marijuana convictions Monday – a significant act of mass clemency that reflects the rapidly changing attitudes toward a drug that more than half of Americans want to see legalized. Wes Moore, a Democrat, will forgive low-level marijuana possession and certain paraphernalia charges for an estimated 100,000 people, the governor’s office said, noting it was possible for a person to have more than one conviction pardoned. But it will result in the pardons of more than 150,000 misdemeanor convictions for simple possession of cannabis and more than 18,000 misdemeanor convictions for use or possession with intent to use drug paraphernalia. Officials framed the pardons as an effort to undo the lasting harm left by these convictions, which are disproportionately borne by Black and brown people. The war on drugs was a war on communities of color,” Maryland Attorney General Anthony G. Brown said at Monday’s event.

On an otherwise pleasant day in May 1957, my father received two unwelcome visitors at his tool-and-die factory. The agents intended to use that information as leverage to turn my father, too, into a snitch. Having grown up hearing family stories about my father’s lifelong radical politics, Aaron put through a Freedom of Information Act request for the F.B.I. That file is a reminder of what I inherited from him — not just his politics, but the convictions that they were built on. Dad would have been a logical enough target of scrutiny of J. Nearly a year since Texas adopted a law empowering state and local police officers to arrest undocumented migrants who cross into its territory, Republican lawmakers in at least 11 states have tried to adopt similar measures, capitalizing on the prominence of immigration in the 2024 presidential election. The fate of the proposals — six have been enacted or are under consideration, with Louisiana expected to sign its measure into law as early as next week — is still being litigated. In a case before a federal appeals court, Texas is defending its law by arguing that illegal immigration is a form of invasion, allowing it to expand its power to protect its borders. Federal courts have previously ruled that, from a constitutional perspective, the definition of the term invasion is limited to military attacks. States have tested the limits of their power over immigration before, but lawyers and legal scholars said the push this year was accompanied by what had amounted to a public-relations campaign.

He looked genuinely upset earlier this week when his supporters sang an early “Happy Birthday” to him at a rally in Las Vegas. The Biden campaign hit back with an email on Mr. Trump’s birthday, reminding voters that he had fallen asleep at his own trial, a case that resulted in felony convictions. Images of Mr. Trump playing golf and sitting behind the resolute desk were painted into the icing. “I’ll never forget that Bibi Netanyahu let us down,” Mr. Trump said then. With New York on the verge of becoming the first city in the nation to adopt congestion pricing, a sudden, familiar chill fell over the city last week, as another ambitious project was shelved. This time, it was Gov. Chris Christie of New Jersey. In the adjoining garbage bin lies other big development projects like a football stadium on Manhattan’s West Side and smaller initiatives with potentially outsize impact, like all-door bus boarding. For a place where change is the rule and unbridled ambition the guiding light, New York can be a remarkably hard place to get things done.

The Biden administration’s new Title IX regulations that expanded protections for L.G.B.T.Q. students have been temporarily blocked in four states after a federal judge ruled that the Education Department overstepped its authority. The plaintiffs argued that the Biden administration’s interpretation of Title IX betrayed the law’s original purpose of prohibiting discrimination on the basis of sex. The new rules, which the Education Department released in April, disallow discrimination or harassment of students based on their gender identity, enshrining stronger protections for transgender students. However, the rules skirted some of the most divisive questions, stopping short of requiring schools to grant transgender students access to single-sex dorms or sports teams.

The Supreme Court has been moving at a sluggish pace in issuing decisions this term, entering the second half of June with more than 20 left to go. That is not terribly different from the last two terms, when the pace at which the court issued decisions started to slow. Over the almost two decades in which Chief Justice John G. Roberts Jr. has led the court, it has on average decided 72 percent of argued cases by this point in the term, according to data compiled by Lee Epstein, a law professor and political scientist at the University of Southern California. The corresponding number for the previous court, led by Chief Justice William H. Rehnquist from 1986 to 2005, was 78 percent. But in the last three terms, the court has decided no more than 62 percent of the term’s cases by June 14.
