During the previous days, racist and anti-immigrant rioting had flared in more than a dozen towns and cities across England and in Northern Ireland. The spark for the rioting was anger over a knife attack that killed three young girls and falsehoods that spread online about the perpetrator. Those participating in the riots have remained a small and strongly unpopular fringe, disowned even by politicians who seek to channel broader public misgivings about immigration. Five countries have now issued travel and safety warnings to their citizens living or visiting the U.K. as riots and street disorder continue to plague the country. Unrest continued in parts of the U.K. on Monday night, with Belfast in Northern Ireland seeing further disorder, as well as the northern town of Darlington and Plymouth on the south coast. Investors are increasingly hopeful that will push Federal Reserve officials to come to their rescue with an emergency rate cut. But if something comes up in between those meetings that changes their views on the ideal level for rates, officials can gather for an unscheduled “emergency” meeting. By doing two large emergency cuts in succession, Fed officials didn’t have to weigh whether their actions would unnecessarily cause Americans to panic. Before those cuts, the last time the Fed was promoted to do an emergency rate cut was in the thick of the Great Recession shortly after Lehman Brothers collapsed in the fall of 2008. But he said he was “reluctantly” comfortable with an emergency cut since other central banks were doing it.

Throughout Friday, Saturday and Sunday, violent protesters congregated in city and town centers across the UK, many of them apparently intent on clashing with police and causing havoc. The gatherings ostensibly started as anti-immigration marches, organized on social media platforms like X and on WhatsApp and Telegram groups. Violence also took place in Sunderland, Middlesbrough, Stoke-on-Trent and several more cities, mostly across the Midlands and north of England. The man in charge of bringing those offenders to justice was Keir Starmer, then Britain’s Director of Public Prosecutions.
