Climate Change Conference (COP 28) that opens on Nov. 30 in Dubai. Neither floods nor fires are new to Greece but with climate change, they are becoming a frequent disruptor to an economy dependent on tourism and farming. "We have to change our prediction methods," Skylakakis said, acknowledging the rapid pace of climate change. Mitsotakis has urged the EU to top up its solidarity fund and help countries tackle the impact of climate change. Adaptation measures worth 67 billion euros could reduce that loss to 510 billion euros, the country's leading economic think tank IOBE said in a February report.

REUTERS/David Gray/File Photo Acquire Licensing RightsNov 20 (Reuters) - Australian bourse operator ASX Ltd (ASX.AX) said on Monday it entered a deal with TATA Consultancy Services (TCS) <TCS.NS> to design and replace its trading, clearing and settlement system, after months of backlash since pulling a blockchain-based overhaul of the system last year. The estimated cost for the first release of the Clearing House Electronic Subregister System (CHESS) project is between A$105 million ($68.33 million) and A$125 million, to be incurred over multiple years, ASX said. ASX's initial attempt to overhaul CHESS earned rebuke from the Australian Securities and Investments Commission (ASIC) and Reserve Bank of Australia, with the regulators demanding more thorough reporting on plans to update the 30-year-old software. But the rocket's Super Heavy first stage booster, though it appeared to achieve a crucial maneuver to separate with its core Starship stage, exploded over the Gulf of Mexico shortly after detaching, a SpaceX webcast showed. Meanwhile, the core Starship booster carried further toward space, but a few minutes later a company broadcaster said that SpaceX mission control suddenly lost contact with the vehicle. "We have lost the data from the second stage... we think we may have lost the second stage," SpaceX's livestream host John Insprucker said. About eight minutes into the test mission, a camera view tracking the Starship booster appeared to show an explosion that would suggest the vehicle failed at that time. SpaceX in a post on social media platform X said the core Starship stage's engines "fired for several minutes on its way to space."

That strategy has unfolded over the past three weeks as more than 40,000 Israeli soldiers encircled Gaza City, where Israeli officials say Hamas commanders were concentrated. The soldiers then attacked fighters and bunkers, all while targeting a vast tunnel network that Israeli officials say enables Hamas forces to hide and carry out operations. Israeli officials also assessed that striking so deeply in the heart of Gaza City would pressure Hamas to reach a deal on hostage releases. Al-Shifa became Exhibit A in this narrative, as the Israeli military claimed Hamas used a vast maze of tunnels underneath the hospital as a base. So far it is not clear that the Israeli strategy is working.

In Shenzhen, a metropolis born of China’s economic prosperity, Paibang Village is a reminder of the city’s modest past and the challenges ahead for reviving the country’s property sector. Paibang is what China calls an urban village, a labyrinth of low-slung apartment buildings and mom-and-pop storefronts connected by a maze of alleyways and narrow roads. There are hundreds of them in Shenzhen, a municipality of 18 million people next to Hong Kong, and thousands of such villages across China. Now with China mired in an unyielding property crisis, policymakers want to revamp aging urban neighborhoods like Paibang to kick-start construction and spur local economies. Seven years ago, Paibang was chosen for an “urban renewal” by city officials, and in 2019 China Evergrande, one of the country’s biggest real estate firms, took control of the project.

In Beit Hanoun, where his forces were operating, some gunmen had stormed the Israeli military from tunnel shafts and had been killed, he said. The Israeli military said last week that 130 shafts had been destroyed so far, but gave no figure for demolished tunnels. It has dismissed assertions by Israel that it has a command centre under Gaza's biggest hospital, Al Shifa, which Israeli forces entered on Wednesday. An appellate judge in New York temporarily lifted Trump's limited gag order in his NY fraud trial. The gag had barred Trump and his lawyers from spoken or written attacks on the judge's law staff. AdvertisementOn November 3, Engoron extended the gag order to include Trump's lawyers after Trump's lawyers made what the judge called "on the record, repeated, inappropriate remarks" about the same clerk. Trump and his lawyers are now free to make written and spoken criticisms of the judge's staff members pending the full appellate decision. Trump's lawyers must respond by November 27, after which a full panel of the New York Appellate Division's First Department will decide if the gag stays or goes permanently.

CNN —After months of rebuilding and clearing red tape following the April explosion of the Starship system’s first test flight, SpaceX is set for its next attempt. The Starship spacecraft stacked atop the Super Heavy booster is intended to play a key role in the NASA Artemis III moon mission, currently slated for 2025. After its fuel is spent, the Super Heavy will detach from the Starship spacecraft and fall back toward the ocean. “These delays may seem small in the big scheme of things but … delays in each and every test flight adds up. One group of activists sued the FAA in May, alleging regulators had failed to comply with federal environmental law when they greenlit Starship’s April test flight.

Biden and Xi try direct diplomacyThe mood music was upbeat but pragmatic after the first face-to-face meeting in a year between President Biden and his Chinese counterpart, Xi Jinping. There was no joint communiqué after Wednesday’s talks, but both sides issued positive statements trumpeting where they found common ground, including on tackling climate change and improving communications. The leaders agreed to restart military communications that were suspended last year after Nancy Pelosi, then speaker of the House, visited Taiwan. Larry Fink of BlackRock and Steve Schwarzman of Blackstone reportedly sat at the Chinese leader’s table. The measure would keep the federal government funded through early next year, clearing the way for President Biden to sign the legislation.

The SEC central clearing rule, first proposed in September last year, would apply to the cash Treasury and repurchase agreements (repo) markets, where banks and other players such as hedge funds borrow short-term loans backed by Treasuries. "This creates a potential single-point of failure risk as recent events illustrate," he said, referring to the ICBC hack. Abate also flagged cybersecurity risks for direct members of the FICC, as well as clients they sponsor to access the clearing platform, saying mandatory central clearing could make FICC "a fortress with many doors." But many Republican strategists believe that DeSantis’ struggles to connect with voters, and his choice to run at Trump solely from the right, have opened a lane for Haley to eclipse the Florida governor. An array of recent polls, both nationally and in the battleground states, signal that DeSantis and Haley have separated themselves from the rest of the candidates chasing Trump. “Absolutely, Nikki Haley has more upside than DeSantis if they are both viable after the first two,” argued Alex Stroman, a former executive director of the South Carolina GOP. DeSantis, Ayres argued, has “has tried to appeal to some of the ‘always Trump’ voters, but the ‘always Trump’ voters are always Trump for a reason. Nikki Haley seems to have figured out the job is to consolidate the ‘maybe Trump’ voters who supported Trump twice but now … want a different style and different temperament.”Republicans sympathetic to DeSantis argue that it is Haley who has boxed herself in.

Speaker Mike Johnson just passed a "clean" government funding bill with mostly Democratic votes. But no one's eager to go through another speaker fight, and the hard right's cutting him some slack. If so, that's because it's essentially the same thing that triggered the end of Kevin McCarthy's speakership in October. But that hasn't been enough to mollify critics on the hard right, including one who described it as "[perpetuating] the very system my constituents sent me here to oppose." And hard right Republicans are at least somewhat optimistic that they can keep that process going, despite the passage of a temporary government funding bill that they philosophically disagree with.

The House Passed a Plan to Avert a Shutdown

More than 200 House Democrats voted today to back a plan designed by Mike Johnson, the right-wing speaker, to avert an impending government shutdown. The legislation, which was opposed by many Republicans, passed 336 to 95, clearing the two-thirds threshold required. If signed into law, it would keep the government funded into early 2024. The move proved effective as most Democrats — who were satisfied that the legislation did not include budget cuts — voted in favor. lacks the political will to keep the government funded, forcing its leaders to rely on Democratic votes to do so.
