Asked by Reuters if the government was considering nationalisation, or could support an amendment to do so, a finance ministry source replied "no". Lawmakers from Les Republicains said the deal threatened to allow French supercomputers, made by Atos and used for virtual nuclear tests, to fall into foreign hands. Others, including Brun, have said critical Atos components were also used in combat systems used by France's navy and air force. Atos had also won a contract to process data for the Paris 2024 Olympic Games.

The U.S. government plans to restrict the sale of advanced AI chips to China in the coming weeks, the Commerce Department announced Tuesday. KeyBanc Capital Markets said Tuesday that the new restrictions are a negative for Nvidia, arguing "it will ultimately be difficult to backfill China demand." The A800 and H800 are modified versions of Nvidia's cutting-edge AI chips used in data centers, known as the A100 and the more recent H100. To comply with the new rules, Nvidia created the A800 and H800 chips, which had slower data-transfer speeds and therefore didn't violate the export controls. The latest export controls, which U.S. officials said will go into effect in 30 days, again threaten those sales.

Reuters exclusively reported last week that U.S. officials had warned China to expect rules restricting shipments of semiconductor equipment and advanced AI chips to China to be updated this month. The rule restricting exports of chipmaking equipment was posted for review last week, Reuters reported on Oct. 5. The regulation on controls on high-end chips, advanced computing integrated circuits (ICs), and supercomputing was received for review on Oct. 10, according to the Office of Management and Budget website.

The MIIT revealed in August that China’s computing power has reached 197 EFLOPS this year, up from 180 EFLOPS in 2022. The ministry said it ranks China as second behind the United States, but did not elaborate on the scale of the U.S. computing power it referenced. According to the plan, China aims to build out more data centres across the country to facilitate businesses' access to computing power. Expansive but less populated provinces in China such as southwestern Guizhou have long been tasked to establish massive data centres to power the country’s internet. For example, Apple (AAPL.O) has set up data centres in Guizhou with a local partner to serve its users in the country.

Nvidia canceled its AI conference in Tel Aviv next week due to safety concerns, as Israel ordered a siege of Gaza following the Hamas attack on Israel over the weekend. Nvidia had scheduled its in-person AI summit, with a keynote by CEO Jensen Huang, for Oct. 15 and 16 in Tel Aviv, billing the event as "the #1 conference for developers, business leaders, and AI researchers." Nvidia, the world's largest AI chipmaker, can't keep up with industrywide demand for its chips. Most of the summit's planned speakers are key figures at Nvidia, such as Kimberly Powell, vice president of health care; Deepu Talla, vice president of embedded and edge computing; and Gilad Shainer, senior vice president of networking and high-performance computing. Supercomputers are vastly more powerful than traditional ones, and an Exascale supercomputer can perform one quintillion - or 1,000,000,000,000,000,000 - calculations per second. The 500 million euro ($524 million) deal will see the consortium provide a supercomputer, called JUPITER, for the German Jülich Supercomputing Centre. "JUPITER will have three times the computing capability of Europe’s current most powerful supercomputer", the consortium said, adding it would require the space of about four tennis courts.
