The third night of the Republican National Convention was kicking off in Fiserv Forum on Wednesday and Rudolph W. Giuliani sat by himself across the street, poring over blown-up printouts of New York Post articles he had highlighted with a red marker as if they were pages of a scholarly text. A cast of rising Trump loyalists in the House was taking turns in the spotlight giving three-minute speeches in the main auditorium, while Mr. Giuliani, who over the years has served a keynote speaker on that main stage, was getting ready to host the 453rd episode of “America’s Mayor Live,” his livestream program, across the street in an overflow media center. This year, Mr. Giuliani — indicted, disbarred and bankrupt — has no speaking slot. He has been roaming around the arena for days nonetheless, recording his show and giving hours and hours of interviews to virtually anyone who could grab him. His viral spill on the convention’s floor on Tuesday, in which he crashed into two folding chairs near where the Ohio delegation congregates and had to be helped back to his feet, felt like an unsubtle metaphor for his fall through the Trump era.

CNN —A suspected serial killer has confessed to murdering 42 women over the past two years, police in Kenya have said, in a shocking case that has sparked calls for increased measures to combat gender-based violence in the country. AT&T, T-Mobile and Verizon confirmed to CNN that their customers are experiencing intermittent issues while traveling overseas. “We’re one of several providers impacted by a third-party vendor’s issue that is intermittently affecting some international roaming service,” a T-Mobile spokesperson told CNN. “We’re working with them to resolve it.”Meanwhile, Verizon told CNN about 30% of its customers’ calls and data connections from overseas are not going through right now. The issue stems from an international third-party communications provider called Syniverse, which manages international roaming connections for various carriers. “Since the onset of these issues, Syniverse has been working closely with our network partners to restore full service,” the statement said.

Verizon told some of its customers on social media that it was also aware of the issue and that its teams were working with local providers to resolve it. A T-Mobile representative said the carrier was one of “several providers impacted by a third-party vendor’s issue that is intermittently affecting some international roaming service” and was also working to resolve it. George Lagos, a 70-year-old real estate developer from Dunedin, Fla., who is visiting the Greek island of Crete with his family, noticed yesterday that his T-Mobile cellular data was not working. For about 24 hours, he said, he was not able to reach the people he had made plans with, though luckily, they had already gone over the details together. “You know it’s an inconvenience, but it wasn’t a disaster,” said Mr. Lagos, whose service appeared to be restored by Thursday evening.

CNN —The International Criminal Court on Wednesday convicted an al Qaeda-linked leader of crimes against humanity and war crimes that took place in Timbuktu, northern Mali. Al Hassan Ag Abdoul Aziz Ag Mohamed Ag Mahmoud, who was a senior member of the Islamic Police, was recruited by al Qaeda leaders, the ICC said in a statement. Al Hassan was convicted by majority of directly committing, contributing to, or aiding and abetting crimes against humanity of torture and war crimes of torture and outrages upon personal dignity, the ICC confirmed. Al Hassan will remain in detention until he is sentenced in a separate hearing. Following a 2012 coup in Mali, Islamic extremists, some with ties to al Qaeda, capitalized on the country’s instability.

CNN —A strange monolith found jutting out of the rocks in a remote mountain range near Las Vegas has been taken down by authorities. Members of the Las Vegas police search and rescue team found the object near Gass Peak, part of the vast Desert National Wildlife Refuge where bighorn sheep and desert tortoises can be found roaming. Then came sightings in Romania, central California, New Mexico and on the famed Fremont Street in downtown Las Vegas. Fish and Wildlife Service, is the largest wildlife refuge outside of Alaska and can cover the state of Rhode Island twice. The department said it “discourages anyone from venturing off marked trails or leaving objects and items behind.”“This poses a danger to you and the environment,” Las Vegas police said.

Two weeks after a painful breakup, being assigned a new project offered a much-needed boost. When the Dia Art Foundation invited Steve McQueen to create a work for its museum in Beacon, N.Y., the curators assumed that he’d propose a film or video project. It made sense: McQueen is the British director of the Oscar-winning best picture “12 Years a Slave” (2013) and other acclaimed movies such as “Hunger” and “Shame.” And long before that, he was already a prominent contemporary artist known for experimental films with wildly varying themes, lengths and display methods, often in museum galleries. In one notable work, “Western Deep” (2002), he immersed viewers in the experience of workers in a gold mine in South Africa. The installation required a pitch-black screening room and the film began with a six-minute scene of the descent down the shaft. Awarded the British pavilion exhibition in the Venice Biennale in 2009, he showed “Giardini,” a film on two large screens depicting the gardens that host national pavilions, but shot in the dead of winter, misty and gray, with scavenger dogs roaming and dim church bells in the distance.

The zebra was one of four that escaped on April 28 from a trailer near North Bend in Washington state, Regional Animal Services of King County said in a media release. While the other three zebras were captured within a few hours, a mare remained on the loose. The mare “was safely rescued on Friday evening in the Riverbend neighborhood after being on the run for nearly six days,” animal services said. Shug’s owner reportedly had stopped just off Interstate 90 in the North Bend area to fix an issue with the trailer when the animals escaped, animal services said. The zebra’s days-long escape spawned memes and jokes, with local government agencies pitching in with edited images of the zebra around the state.
