“They are using food as a weapon,” a senior aid official told CNN. “No official travel authorization has been granted to humanitarian partners to implement activities outside of Sittwe township since November 2023,” a senior aid official told CNN. The UN aid officials made clear in their meetings, which have not been previously reported, that the status quo is unacceptable, the sources said. A World Food Programme (WFP) warehouse in Maungdaw was looted and burned in June, depriving that community of urgently needed food aid. A senior UN aid official in Myanmar blamed the funding shortfall in part on international apathy.

Arizona voters will decide on Election Day whether to establish a right to abortion in the state Constitution. The ballot measure is a major victory for Democrats, who have used the issue of abortion to energize their voters. “Poll numbers for abortion rights are higher than poll numbers for Kamala Harris,” my colleague Kate Zernike, who covers abortion, told me. “In Arizona, Democrats think this ballot measure can really help them draw more voters.”A similar question will appear on the ballot in Missouri, state officials there said today. If voters pass the measure, Missouri would become the first state where voters overturned a near-total ban, radically reshaping access for millions of residents.

Nearly a year after a ferocious wildfire on Maui killed 102 people and leveled the historic town of Lahaina, Hawaii’s largest utility has agreed to pay the largest share of a legal settlement totaling just over $4 billion and compensating more than 10,000 homeowners, businesses and other plaintiffs. The proposed agreement was filed late Friday in a Maui-based state court, six days before the anniversary of the disaster. Fire victims and insurers have spent months in court-ordered mediation with the state, Maui County, large private landowners and utilities within the fire zone to resolve more than 600 lawsuits brought in state and federal courts by survivors of the catastrophe. More than 3,000 homes and other structures were damaged or destroyed, and thousands of residents were killed, injured or displaced. Josh Green had pushed for a single global agreement among all the parties to litigation to swiftly compensate fire victims, rather than extending negotiations for years without payment.

CNN —In his speech to Congress on Wednesday, Israeli Prime Minister Benjamin Netanyahu struck a defiant tone, pledging to carry on with the war in Gaza until Israeli hostages are released and Hamas is eliminated. He defended Israel’s actions, pushing back against criticism that the war has gone on for too long and resulted in too many civilian casualties. The incident Netanyahu appeared to refer to occurred in May and killed at least 45 people at a camp for displaced Palestinians. For most of Abdul Manan’s life, the border dividing Afghanistan and Pakistan was little more than a line on a map. Like generations of men before him, Mr. Manan, 55, commuted every day from his mud-brick home on the Pakistan side to the wheat field his family had cultivated for decades in Afghanistan. His four sons crossed the border with him, transporting electronics and groceries from markets on one side to homes on the other. It was a journey shared by tens of thousands of residents in the Pakistani town of Chaman, the site of the last official border crossing where people could pass through using only their national identity card from Pakistan. For the first time since the border was drawn over a century ago, the Pakistani authorities are requiring residents to show a passport and visa before crossing — paperwork that virtually none of them have, they say.

Protests in Spain will spread if European officials fail to address mass tourism's negative effect on the lives of residents, UNESCO's Peter Debrine told "Squawk Box Asia" on Monday. He cited the banning of large cruise ships in Venice, Italy, in 2021 as an example. "Cruise ships are no longer going through the Grand Canal." Cruise ships now dock farther from Venice, which helps the structural and environmental integrity of the city. But travelers also play a role in curbing mass tourism, said Debrine.
