Chad Election 2024: What to Know
  + stars: | 2024-04-30 | by ( Ruth Maclean | ) www.nytimes.com   time to read: +1 min
Chad’s election on May 6 appears to offer voters a choice. But it’s been masterminded, analysts say, to produce a single outcome: to rubber-stamp the rule of the incumbent, Mahamat Idriss Déby, who is seeking to transform himself from military leader to civilian president. Mr. Déby seized power three years ago after his father, Idriss Déby, who ruled Chad with an iron fist for three decades, was killed — apparently on the battlefield, fighting rebels trying to overthrow his government. Chad is a landlocked, arid country of 18 million people in Central Africa. Chad is also part of a belt of African countries to have experienced coups in the past four years, stretching from coast to coast.

Britain’s newly ratified plan to put asylum seekers on one-way flights to Rwanda has drawn objections from human rights groups, British and European courts, the House of Lords and even some members of Prime Minister Rishi Sunak’s Conservative Party. The Irish government said last week that asylum seekers in Britain who fear being deported to Rwanda are instead traveling to Ireland. Irish officials estimate that 80 percent of recent applicants for asylum crossed into the country via Northern Ireland, which is part of the United Kingdom, and with which the Republic of Ireland has an open border. That suggests that Britain’s vow to deport asylum seekers to Rwanda is already having something of a deterrent effect, which was Mr. Sunak’s sales pitch for the policy. On Sunday, Ireland’s prime minister, Simon Harris, said, “This country will not in any way, shape or form provide a loophole for anybody else’s migration challenges.”

A handful of new lounges opened by credit card issuers, including Capital One and American Express, have recently landed in airports across the United States, promising posh spots of refuge for select travelers awaiting their flights. At La Guardia Airport, caviar service will be available for pre-order. At Hartsfield-Jackson Atlanta International Airport, travelers can get complimentary massages, and at Denver International Airport, there are nap pods. Broadly, there are three types of airport lounges available to travelers: airline operated; shared-use spaces that aren’t limited to one airline or frequent flier status (think Priority Pass); and credit card lounges. For more than a decade, American Express was the only credit card issuer with lounges in the United States.

Ecuador was once famous for sheltering a man on the lam: For seven years it allowed WikiLeaks founder Julian Assange to hole up in its embassy in London, invoking an international treaty that makes diplomatic premises places of refuge. Then, last week, the South American nation appeared to tear that treaty to shreds, sending the police into the Mexican Embassy in Quito — over Mexico’s protests — where they arrested a former vice president accused of corruption. President Daniel Noboa of Ecuador defended the decision to detain the former vice president, Jorge Glas, calling him a criminal and citing the country’s growing security crisis to justify the move. But his critics said it one of the most egregious violations of the treaty since its creation in 1961. They saw a more personal motive: Mr. Noboa’s political agenda.

AdvertisementFor the leading voices in the uncommitted movement, that's missing the point — and it's insulting. The "Listen to Michigan" campaign was originally conceived in a memo drafted by Waleed Shahid, a progressive strategist and former spokesman for the left-wing group Justice Democrats. "There is an entire menu of things that President Biden could do to move in the direction of discontinuing the funding of the killing," he said. What uncommitted voters are ultimately looking for is a sense of seriousness and clarity that they feel has been lacking from Biden. Uncommitted movement organizers do not seem to be taking glee in embarrassing Biden.

CNN —“Ireland, we are at war,” UFC star Conor McGregor declared to his millions of social media followers on November 22, 2023. This comes after the Garda – as Ireland’s police are known – told CNN there were 231 anti-immigration related public gatherings in 2023. A working-class boy from Dublin, McGregor was driven by a desire to become world champion in a sport relatively unknown in Ireland. Political analysts and far-right experts have told CNN that McGregor’s unique brand of Irish patriotism that won him supporters as a fighter has mutated into a strand of “far-right” Irish nationalism. O’Keefe regularly writes to McGregor on X, calling him “President McGregor.” O’Keefe did not respond to CNN’s request for comment.

CNN —The Biden administration is not anticipating that Israeli forces will imminently expand their military operations into Rafah, two US officials told CNN, with the holy month of Ramadan set to begin Monday for most Muslims. Prime Minister Benjamin Netanyahu has said that regardless of a deal, he plans to send the military into Rafah. “Once we begin the intense action of eradicating the Hamas terrorist battalions in Rafah, it’s a matter of weeks, if not months. China considers North Korean refugees to be economic migrants, and forcibly deports them back to North Korea – where, as alleged defectors, they face imprisonment, possible torture or worse, activists say. During that period, she also met other North Korean refugees in the same situation – with their status public knowledge in the village, she said. According to the KFI report, the buying of a North Korean wife is “always known to the local community” but rarely reported to authorities. The other North Korean refugees she’d met in town had connections to brokers who could help them escape, while church organizations and non-profit groups discreetly helped raise funds for the journey. Brokers who remain have raised their prices due to increased risks and surveillance, while newcomers to the business are inexperienced, making it a risky gamble for North Korean refugees.

Increasingly, 2024 is becoming a foreign policy election. Even on domestic policy, one of the top issues is immigration, an area where foreign and domestic policy intersect. But foreign policy has still managed to emerge as a key concern. In 2013, when President Barack Obama launched his second term, I listened to his inaugural speech looking for clues about foreign policy. Americans worry about what’s happening in the world and about the role the United States will play in directing that trajectory.

Israel will take measures to protect civilians if it expands military operations in Gaza's southernmost city of Rafah, a military spokesperson said Tuesday. Hagari said a safer zone will be made for civilians before conducting any large-scale military operation and that Israel must create conditions "of food, humanitarian aid, medicine, hospitals, field hospitals. So there will be conditions for the population if we act." Some context: Israel has vowed to wipe out Hamas, the Islamist group that controls Gaza, in response to its deadly October 7 attacks. Earlier this month, Israeli war cabinet minister Benny Gantz warned that Israeli forces will expand military operations in Rafah if hostages held by Hamas are not returned by the Islamic holy month of Ramadan, expected to begin March 10 or 11.

Seoul, South Korea CNN —A South Korean pastor once hailed as a hero for helping North Korean defectors escape to safety has been jailed for sexually abusing minors. Refugees fleeing North Korea often make the perilous journey across the border into China, before attempting to reach South Korea. China, a close ally of Pyongyang, doesn’t consider North Korean defectors refugees, instead seeing them as illegal economic migrants. Under a border agreement with North Korea, it forcibly deports them. Once returned to North Korea, defectors face possible torture, sexual violence, hard labor, imprisonment in political or re-education camps, or even execution by the state, according to activists.

Hundreds of displaced Palestinians were fleeing a major hospital in the Gaza Strip on Wednesday, according to doctors and videos from the scene, after Israeli forces ordered them to leave and threatened military action to stop what it said was Hamas activity at the hospital. Hospitals have become places of refuge during the war, even as they have often become a focus of Israel’s military offensive. Inside Nasser, which is one of the last functioning hospitals in Gaza, there was terror that Israeli forces would bombard or storm the complex, said Mohammed Abu Lehya, a doctor there. Previous Israeli warnings to evacuate hospitals, including Al-Shifa, the largest in Gaza, have often preceded military raids on the facilities. “The situation is very difficult, difficult, difficult, difficult,” Dr. Abu Lehya said in a WhatsApp message Wednesday morning.

The border bill also comes with a big budget – including large amounts of funding for enforcement. New emergency border restrictionsWhat’s proposed: Once illegal border crossings reach a certain threshold, the Department of Homeland Security would be required to exercise a new emergency authority that bars migrants, except unaccompanied minors, from crossing the border between ports of entry. By Ruma Paul and Sudipto GangulyDHAKA (Reuters) - At least 95 Myanmar border guards, some of them wounded, have fled to Bangladesh over the last few days as fighting intensifies between rebel forces in Myanmar and the junta regime, officials in Bangladesh said on Monday. Members of the Myanmar Border Guard Police (BGP) entered Bangladesh with their weapons and 15 of them had bullet wounds when they crossed the border, Shariful Islam, a spokesman for Border Guard Bangladesh, said on Monday, adding that the wounded received treatment at different hospitals. Bullets and mortar shells from across the Myanmar border landed on Bangladesh territory on Monday, killing at least two people, a government official in Cox's Bazar said. Panic has gripped the refugee camps in Myanmar with many waiting to cross over to Bangladesh as supply chains have been cut off due to the ongoing conflict, according to Rohingya refugees in Bangladesh. Here’s what that could mean for the millions of Palestinians that rely on UNRWA for sustenance. The agency provides a wide range of aid and services to Palestinian refugees and their descendants. While its purpose is to support Palestinian refugees, UNRWA does not have a mandate to resettle them, a mandate that the UN High Commissioner for Refugees (UNHCR) does have. Millions more Palestinian refugees live in neighboring countries like Jordan, Syria and Lebanon, and rely on aid from the agency. CNN —President Joe Biden is embracing tougher border measures, including shutting down the US-Mexico border, marking a stark shift from his early days in office as he tries to fend off former President Donald Trump’s attacks on immigration policy ahead of the election. “(The compromise) would give me, as President, a new emergency authority to shut down the border when it becomes overwhelmed. Johnson on Saturday attacked Biden over his endorsement of the potential border deal, arguing the president can take executive action without Congress to clamp down on migrant crossings. And in his first statement on the Senate deal, Johnson claimed that it would force the US to surrender to illegal migration. Immigrant advocates quickly slammed Biden over his statement — revealing the deepening rift between the president and the advocacy community.
