China's Xi Jinping and President Joe Biden had their first meeting in a year this week. Xi entered the talks in an unfamiliar position of weakness amid China's economic woes. It was a stark contrast to recent public remarks by the Chinese president, where he sought to blame crises and conflicts across the globe on US meddling. The New York Times noted just how quickly Xi agreed to the demands, with previous US-China deals brokered after days of painstaking diplomatic negotiations. Though Xi is hoping for a short-term decrease in tensions, Chinese economic woes are unlikely to have altered his long-term calculations.

China's Xi Jinping and President Joe Biden are meeting in San Francisco at the APEC summit. Sun, the Stimson Center expert, said Xi will be seeking to use the meeting to burnish his image as a global statesman and head off China's economic woes. But whatever agreements Xi brokers with the US president it's unlikely to change his core mission: Chinese global dominance.

WASHINGTON (AP) — The United States and China are the two global economic heavyweights. The meeting will bring together 21 Pacific Rim countries, which collectively represent 40% of the world’s people and nearly half of global trade. Indeed, imports of Chinese goods to the United States were down 24% through September compared with the same period of 2022. Xi, too, has reason to try to restore economic cooperation with the United States. “This will not be an easy sell.’’Complicating matters is that the tensions between Washington and Beijing go well beyond economics.

Moody's move to cut its outlook arrives as Congress faces the looming threat of a government shutdown once more. All this coincides with longstanding calls from countries across the developing world for an international system where they have more say. Beijing, he added, sees the US as merely “paying lip service” to the “liberal order” to hurt other countries. Sergei Savostyanov/Sputnik/ReutersIn recent years, even some countries that have for decades embraced a close partnership with the US have drawn closer to China and its vision. “Is China really trying to promote multipolarity — or does China just want to (become a) substitute (for) US influence over the world?” he asked. They also raise questions about how a more militarily and economically powerful China would behave globally, if left unchecked.

Hong Kong CNN —Beijing is ready to improve ties with Washington, a senior Chinese official said Wednesday, days before a highly anticipated potential meeting between leaders Xi Jinping and Joe Biden in San Francisco. Ahead of that potential meeting, US Treasury Secretary Janet Yellen has invited Chinese Vice Premier He Lifeng, known as the country’s “economic tsar,” for a two-day meeting starting Thursday. Washington has sent four cabinet officials to Beijing since June, including Secretary of State Antony Blinken, Treasury Secretary Janet Yellen, Climate Envoy John Kerry and Commerce Secretary Gina Raimondo. “The foundation of Sino-US relations lies in the people, and the source of strength lies in people-to-people friendship,” Xi added. The UK Government are hosting the AI Safety Summit bringing together international governments, leading AI companies, civil society groups and experts in research to consider the risks of AI, especially at the frontier of development, and discuss how they can be mitigated through internationally coordinated action. His comments were delivered at the U.K.'s AI safety summit, which officially kicked off Wednesday at Bletchley Park, England. Wu Zhaohui, China's vice minister of science and technology, said the country was willing to "enhance dialogue and communication in AI safety with all sides." That has placed significant pressure on China's generative AI developers, many of which rely on Nvidia's chips. Raimondo also said the U.S. would look to launch an AI safety institute, hot on the heels of the U.K announcing its own intentions for a similar initiative last week.

(AP) — As the United States injects hundreds of billions of dollars into clean energy through its signature climate law, known as the Inflation Reduction Act, criticism is growing louder about where, how and whether new development should be allowed. MIT is offering a first-of-its-kind course that trains students to be mediators in conflicts over clean energy projects. Students get academic credit and hands-on experience addressing real-world dilemmas, while the community and developer get free help resolving conflict. In one recent Friday afternoon class, students debated everything from environmental justice concerns to misinformation to oil companies. He hopes to create a similar national consortium of universities serving communities and projects in their respective regions regarding clean energy.

While some Senate Republicans are skeptical of Ukraine support, there is much greater opposition in the House. Traders work on the floor of the New York Stock Exchange (NYSE) in New York City, U.S., September 26, 2023. A near-miss on a debt ceiling showdown in the Spring led to the loss of another Triple-A sovereign credit rating. A fiscal adjustment akin to the one enacted in 1993 would be enough to do that again over 5 years. "However, this looks unlikely anytime soon given congressional gridlock, a lack of political attention to deficit reduction and the upcoming 2024 election," it concluded. On current poll readings at least, next year's election will do nothing to end the fiscal war.

CNN —Poland said Wednesday it will stop providing weapons to Ukraine amid a growing dispute between the two countries over a temporary ban on Ukrainian grain imports. “We no longer transfer weapons to Ukraine because we are now arming Poland,” Polish Prime Minister Mateusz Morawiecki said on social media. The ban on Ukrainian grain was initially put in place earlier this year by several European Union nations, to protect the livelihood of local farmers worried about being undercut by low prices of Ukrainian grain. Ford Motor could face a strike in Canada if no agreement is reached by 11:59 p.m. Monday with the union representing about 5,600 Canadian auto workers, just days after workers at one of its U.S. plants went on strike. On Friday, the United Auto Workers union launched a targeted strike against Ford, General Motors and Chrysler-parent Stellantis , targeting one assembly plant at each company. Canadian union Unifor, whose contract with Ford expires at 11:59 p.m. Monday, said "while we remain at the table the likelihood of a strike increases with each passing hour." Ford has two engine plants in Canada that build V-8 motors for F-series and Super Duty pickups assembled in the United States. U.S. Commerce Secretary Gina Raimondo's trip to China last month had promised some economic and trade detente between the two superpowers now at loggerheads. And none of the 222 funds polled expected China economic growth to be any higher next year than this - mirroring a recent Reuters survey of domestic and overseas banks and investors. As these sorts of surveys go, there's an awful lot in there that could spell "peak gloom". Indeed, shorting China equities was deemed the second "most crowded trade" behind long exposure to supercharged Big Tech stocks. Even if the economy turns, political catalysts for a return to China may be slow in coming.

Biden's Labor Day prediction that the union would not strike against Detroit's automakers ahead of a Sept. 14 contract deadline was soundly rejected by UAW President Shawn Fain. White House Press Secretary Karine Jean-Pierre said Biden's comments about the UAW over Labor Day was him being "an optimistic person." The White House has tried to play a role in several recent large-scale union contract negotiations involving rail workers and West Coast port workers. Trump won Michigan in 2016, helping propel him to the White House; Biden beat him by 154,000 votes in Michigan in 2020.
