CNN —Josef Fritzl, the infamous Austrian rapist and sex offender, is seeking to be transferred from prison to a nursing home due to his deteriorating health and a recent psychiatric assessment that deemed him to be no longer a danger to society, according to his lawyer. Fritzl’s lawyer Astrid Wagner told CNN that “expert opinion suggests that his illness has reached a point where the likelihood of committing serious offenses with significant consequences has diminished,” citing the assessment. Fritzl kept four of those children captive in the cellar with his daughter, while allowing the others to live upstairs with his wife. Wagner is hoping that Fritzl will be released into an open prison and subsequently a nursing home. A three-judge panel will now decide whether he should be conditionally released to a regular prison.

Flowers were placed by the icon on Saturday as believers lined up to kiss the part of it depicting Stalin.

The keenly awaited window for the first test flight came after a test model of the new rocket passed a key long-firing engine test in French Guiana last week. The maiden flight will carry some smaller satellites, including two from NASA, but since it is still considered a test flight, it will not carry "a major payload", ESA added. The ESA will carry out a few additional tests before the launch to make sure the design is "fault tolerant". Aschbacher said last month he hoped to be able to announce a launch window for an inaugural flight to be held in 2024, depending on the results of the engine test.

BEIRUT (AP) — A watchdog group advocating for press freedom said that the strikes that hit a group of journalists in southern Lebanon earlier this month, killing one, were targeted rather than accidental and that the journalists were clearly identified as press. The first strike killed Abdallah, and the second hit a vehicle belonging to an Al Jazeera team, injuring journalists standing next to it. Both came from the direction of the Israeli border, the report said, but it did not explicitly name Israel as being responsible. The Lebanese army accused Israel of attacking the group of journalists. When asked to comment on the RSF report, the military referred back to an Oct. 15 statement.
