Hong Kong CNN —Shanghai was brought to a standstill on Monday morning by what authorities say was the strongest typhoon to directly hit the Chinese financial hub in more than seven decades, with flights, trains and highways suspended during a national holiday. Typhoon Bebinca made landfall in an industrial suburb southeast of the metropolis of 25 million people around 7:30 a.m. local time. The Joint Typhoon Warning Center (JTWC) said it packed top wind speeds of 130 kilometers per hour (80 mph), the equivalent of a Category 1 Atlantic hurricane. The storm is the strongest to make landfall in Shanghai since 1949, according to Chinese state media. The China Meteorological Administration on Monday issued a red typhoon warning, its most severe alert, warning of gale force winds and heavy rainfall in large swathes of eastern China.

The administration on Monday issued a red typhoon warning, its most severe alert, warning of gale force winds, heavy rainfall and coastal floods in large swathes of eastern China. The typhoon is expected to quickly weaken into a tropical storm as it moves inland toward the west. Bebinca is the second major storm to hit China this month, following deadly Super Typhoon Yagi, the world’s second most powerful tropical cyclone so far this year. At the height of their careers, the Gao Brothers created provocative sculptures of Mao in a country notoriously sensitive about its former ruler’s legacy. Due to the “deteriorating environment” in China, Gao Zhen relocated to New York two years ago when his son, an American citizen born in the US, reached school age, Gao Qiang said. “Before he set off, his friends and family — myself included — had all reminded him to consider whether it was safe to go,” Gao Qiang said. “Our father’s death was a devastating disaster for our family.” Gao Zhen told the Southern People Weekly, a once-outspoken news outlet, in 2010. Gao Zhen’s detention shows that freedom of expression in China has shrunk significantly compared to a decade ago, Gao Qiang said.

Russia’s invasion of Ukraine, as well as China’s increasingly assertive moves in the South China Sea and threats toward Taiwan, have in recent years soured the Washington-Beijing relationship. Hong Kong CNN —Ukraine’s Foreign Minister Dmytro Kuleba urged Hong Kong to prevent Russia from using the Asian financial hub to bypass Western sanctions during a visit to the city on Thursday. Kuleba “called on the Hong Kong administration to take measures to prevent Russia and Russian companies from using Hong Kong to circumvent the restrictive measures imposed for Russia’s aggression against Ukraine,” according to a statement from Ukraine’s Foreign Affairs Ministry issued after the minister met with Hong Kong leader John Lee. “These restrictive measures are necessary to weaken Russia’s capacity to wage war and kill people in Ukraine,” it added. In a statement, a spokesperson for the Hong Kong government told CNN on Friday that it “implements and strictly enforces” United Nations Security Council (UNSC) sanctions. However, international companies based in Hong Kong, including Chinese banks, have generally adhered to US sanctions to avoid any risk of being frozen out of the dollar dominated global financial system.

“Russian-Chinese cooperation in global affairs serves as a main stabilizing factor on the international stage, and we continue to further enhance it,” Putin said. China has surpassed the European Union to become Russia’s top trade partner, offering a crucial lifeline to its heavily sanctioned economy. The two nuclear-armed neighbors have also continued to hold joint military exercises, including with Iran. Both moves are widely seen as part of a broader push by Xi and Putin to create an alternative world order that is no longer dominated by the West. Xi said Wednesday that China backed Russia’s role as BRICS chair this year in uniting the Global South, preventing a “new Cold War” and opposing hegemonism, according to state-run news agency Xinhua.

CNN —Indian Prime Minister Narendra Modi will visit Moscow next week for the first time since Russia invaded Ukraine, a sign of the growing relationship between the two countries even as New Delhi maintains strong ties with the United States. Modi’s visit is widely seen as the latest dent in efforts by Western leaders to cast Putin aside. India’s ties with Russia date back decades to the Cold War and have remained strong despite repeated sanctions on Moscow from Western governments. Confirmation of Modi’s visit comes as Russia draws ever closer to China, potentially making New Delhi uncomfortable due to its longstanding Himalayan border dispute with Beijing that has simmered in recent years. But Modi’s visit is set against the backdrop of India’s growing relations with the US, as both countries share concerns over China’s assertiveness in the Indo-Pacific region.

Taipei, Taiwan CNN —China’s coast guard detained a Taiwanese fishing vessel and its five-member crew near the mainland’s southeast coast on Tuesday night, according to Taiwan authorities, in the latest flare-up of tensions in waters around a group of frontline islands controlled by Taipei. In a statement, Taiwan’s coast guard said the fishing boat, Tachinman 88, was intercepted by two Chinese coast guard vessels near the Kinmen islands, which lie just miles from the Chinese city of Xiamen. China coast guard officers boarded the fishing boat and then escorted it to a nearby Chinese port, the statement said, adding that three Taiwan coast guard vessels answered a call for help but retreated to avoid conflict when they were outnumbered by their Chinese counterparts. The Taiwan coast guard demanded the immediate release of the boat and crew members. In late February, Chinese coast guard officers intercepted and boarded a Taiwanese tourist boat for inspection, an unprecedented move that startled Taiwanese passengers.

CNN geolocated the video to be filmed from Xianqiao village in Guizhou province, neighboring the launch site province of Sichuan to the southeast. Other videos circulating on Chinese social media platforms analyzed by CNN showed multiple angles of the falling debris. A screengrab taken from video shows suspected Chinese rocket debris falling over Xianqiao village, Guizhou Province, China, following a launch. Before each launch, China’s civil aviation authority typically issues a notice to pilots, known as NOTAM, to warn them against the “temporary danger areas” where rocket debris are likely to be falling. In 2002, a boy in northern China was injured when fragments from a satellite launch fell on his village in Shaanxi province.

Putin said Russia and North Korea have ramped up ties to a “new level.” Kim, meanwhile, called the new “alliance” a “watershed moment” in bilateral relations. Hong Kong CNN —The Philippines has accused China’s Coast Guard of launching a “brutal assault” with bladed weapons during a South China Sea clash earlier this week, a major escalation in a festering dispute that threatens to drag the United States into another global conflict. China’s Coast Guard also deployed tear gas, “blinding” strobe lights and continuously blared sirens, the AFP said. “The Chinese Coast Guard personnel had bladed weapons and our personnel fought with bare hands. Hong Kong CNN —Manila has accused China of injuring Filipino personnel and damaging Philippine vessels during a South China Sea collision earlier this week, as tensions simmer over territorial disputes in the resource-rich and strategically important waterway. CNN has reached out to the Department of Foreign Affairs, the Armed Forces of the Philippines and the Philippine Coast Guard for comment. China claims “indisputable sovereignty” over almost all of the South China Sea, and most of the islands and sandbars within it, including many features that are hundreds of miles from mainland China. A supply ship and two rubber boats from the Philippines had attempted to “illegally” deliver supplies to the stranded warship, China Coast Guard spokesperson Gan Yu said. Seoul, South Korea CNN —North Korean troops have suffered “multiple casualties” from land mine explosions while laying explosives along the country’s heavily armed border with the South in recent months, the South Korean military said Tuesday. A number of the North Korean soldiers were killed or wounded by land mine explosions, the JCS said in a statement, without providing more details on the casualties. The South Korean military is closely monitoring the North’s military activities on the border, it added. It said the measures are also an effort by North Korea to strengthen internal controls, such as blocking North Korean residents and troops from defecting to South Korea. Separately, South Korean troops fired warning shots after North Korean soldiers working in the DMZ briefly crossed into the South on Tuesday in the second such incident in less than two weeks, the JCS said.
