— Delaware state Sen. Sarah McBride won the state’s only House seat Tuesday, NBC News projects, making her the first openly transgender person elected to Congress. McBride, a Democrat, defeated Republican John Whalen III, taking 57.8% of the vote with 95% of the vote in. CNN —Tornadoes and flooding spawned by severe thunderstorms tore through parts of Oklahoma overnight, leaving at least six people injured and shredding homes and other properties. The National Weather Service issued warnings for parts of both states Sunday afternoon. The severe weather is expected to move from west to east Sunday, the weather service said. Tornadoes were reported just east of Oklahoma City, and tornado and thunderstorm warnings were in place through early morning in the Oklahoma City area, the weather service said. Cue’s father, who moved to Oklahoma City from Kansas about two years ago, was also injured when the roof collapsed on him.

According to the Bolivian military’s statement, the “irregular armed group” kidnapped military personnel and seized weapons and ammunition from the base situated near the central Bolivian city of Cochabamba. Bolivian president Luis Arce said that the armed group was “affiliated” with former president Evo Morales, but did not offer evidence for the claim. The blockades, which Bolivian police said involve “violent armed groups,” have led to food and fuel shortages in some cities. MANILA, Philippines — Police in the Philippines said Wednesday that they had arrested three suspects in the kidnapping of an American in the country’s south and that they believe the victim, who was shot in the leg during the abduction, is still alive. Two of the suspects in the Oct. 17 kidnapping of Elliot Onil Eastman, 26, in Sibuco town in Zamboanga del Norte province surrendered separately and pointed to a third suspect, who was arrested in Sibuco, police officials said. Three other suspects, who may be holding Eastman, have been identified, police said, adding that more people could be involved. He has been posting Facebook videos of his life in Sibuco, a remote and poor coastal town, where the suspects spotted him, Galvez said. The Abu Sayyaf group had targeted American and other Western tourists and religious missionaries, most of whom were freed after ransoms were paid.

19-year-old Italian skier Matilde Lorenzi died after a crash during a training session in northern Italy, the country's defense ministry announced on Tuesday. The "promising Italian skier" fell while skiing on the Grawand G1 slope in Val Senales, a valley in northern Italy’s South Tyrol province, the International Ski and Snowboard Federation said in a statement.
