Niamey, Niger CNN —Niger’s armed forces have been bringing in reinforcements to the capital to prepare for a potential invasion, a military source told CNN, just hours after the military junta running the country refused to abide by an influential regional bloc’s deadline to cede power. The Economic Community of West African States (ECOWAS) responded days later by enacting sanctions and issuing an ultimatum to the ruling military junta: stand down within a week or face a potential military intervention. A junta leader said Sunday that Niger’s armed forces would be closing the country’s airspace due to the threat of military intervention. Wagner forces have been contracted to help local defense forces against rebellions and insurgencies, and suppress opposition. Both countries are sending delegations to Niger’s capital Niamey, “in solidarity with the people of Niger,” according to the Malian Armed Forces.

“The United States of America threatens to withhold aid to Niger due to the military takeover […] Niger Military says they should keep their aid and give it to their millions of Homeless people in the United States,” reads part of an Aug. 1 Instagram post that gained over 9,000 likes in two hours (here). U.S. officials have said cutting aid is a possibility if the military takeover continues. Per the report, U.S. law on foreign aid prohibits providing most aid where an elected leader has been deposed via a coup d’etat or decree. France and the European Union have already cut off financial aid, Reuters reported on Saturday (here). As of Aug. 2, there is no evidence Niger’s military leaders publicly said the United States should “keep their aid” in response to American threats to cut ties amid the African country’s military coup.

CNN —At least 22 people have been killed and dozens injured in an airstrike in the city of Omdurman, Sudan, according to a Reuters report citing the Sudanese ministry of health. In a statement released Saturday, the paramilitary group Rapid Support Forces (RSF) said that more than 31 people were killed with homes demolished and dozens of civilians injured. “The Rapid Support Forces condemn the most severe aircraft bombing on Saturday morning, on innocent citizens in a number of residential neighborhoods,” the statement read. SAF said they carried out an operation on Saturday in Omdurman, Sudan’s most populous city, killing a number of rebels and destroying combat vehicles. Data from the United Nations International Organization for Migration, (IOM) said nearly 2.8 million people have fled Sudan, many without passports, for neighboring countries like Egypt, Ethiopia and Libya.

Mama Diakité is a French citizen, raised in the suburbs of Paris by two immigrant parents, not far from where a 17-year-old boy was shot by the police during a traffic stop last week. As cars burned and barricades went up in her neighborhood over the shooting, she got word from the country’s top administrative court that she could not play the most popular sport in France — soccer — while wearing her hijab. On Thursday, the Conseil d’Etat upheld the French Football Federation’s ban on wearing any obvious religious symbols, in keeping with the country’s bedrock principle of laïcité, or secularism. The decision inspired a storm of feelings in Ms. Diakité — shock, anger, disappointment. One involved a fatal traffic stop that French officials have condemned; the other involved a charged debate on the visibility of Islam in French society.

CNN —Salvatore Del Deo is a 94-year-old artist and Korean War Veteran who has made a dune shack in Provincetown, Massachusetts, his part-time home for the past 77 years. Salvatore received an eviction notice from the National Park Service in March. Halted indeed was the immediate crisis, but not the underlying foundations that Prigozhin and Putin had laid long before. “The oligarchic clan that rules Russia needed the war,” Prigozhin said. Now, in theory, though he is beyond the long arm of Putin’s justice system, he could still be brandishing a powerful cell phone and laptop. Indeed, Prigozhin’s Wagner Group seems to be the only force that’s winning at all methodically in Ukraine these days. Russia is not winning this war that was supposed to be over in a matter of days or weeks more than a year ago.

CNN —Russian President Vladimir Putin is facing the greatest threat to his authority in two decades after Yevgeny Prigozhin, the head of the Wagner paramilitary group and Putin’s former ally, launched an apparent insurrection. Prigozhin has been highly critical of Russia’s military leadership and their handling of the war in Ukraine, but he had always stopped short of criticizing Putin directly. Wagner group also claimed to have seized Russian facilities in a second city, Voronezh, some 600 kilometers (372 miles) to the north of Rostov-on-Don. Alexander Gusev, the governor of the Voronezh region, said the Russian military was engaging in “combat measures” in the area. The situation in Sudan remains violent and unpredictable. Fighting intensified yesterday as warplanes bombarded the center of the capital, Khartoum. It remains unclear who, if anyone, is in control of Africa’s third-largest country. Meanwhile, the Pentagon is moving troops into position in Djibouti so that they can help with a possible evacuation of the U.S. Embassy in Khartoum. However, a State Department official said that it is currently not safe to begin an evacuation because of the severe fighting at the Khartoum airport.
BRASILIA — Brazilian President Luiz Inacio Lula da Silva said on Wednesday his intelligence services had failed on Jan. 8, when Brasilia buildings were stormed by supporters of far-right former President Jair Bolsonaro. “We made an elementary mistake: my intelligence did not exist (that day),” Lula told TV channel GloboNews in an interview. The president stressed he would like to maintain civilized relations with Brazil’s armed forces but noted they must not be politicized. The Brazilian insurrection resembled the Jan. 6, 2021, attack on the U.S. Capitol by supporters of former President Donald Trump. The Brazilian president said he was also set to meet German Chancellor Olaf Scholz in Brazil later this month, as Reuters first reported last month.
CNN —One week into her presidency, Peru’s new President Dina Boluarte is battling to contain widespread protests that erupted after the ousting of former President Pedro Castillo. Boluarte announced Tuesday the government will set up a crisis management committee as protests calling for political change continue across the country. Boluarte, his former vice president, has since become president, and on Monday proposed bringing general elections forward two years to April 2024 during a televised speech. At least seven people have died in the protests ongoing in Peru, according to a tweet from the health ministry on Wednesday. Boluarte also doesn’t belong to a political party after she was expelled from Peru Libre due to internal disagreements.
The news Wednesday that a far-right group had plotted to overthrow the German government in a coup surprised many around the world who thought the country had largely done away with its extremist right wing. The group is closely associated with the extremist Reichsbürger movement — literally meaning “citizens of the Reich,” or kingdom — which rejects the legitimacy of the German state. Miro Dittrich, an expert at CeMAS, a German group that monitors right-wing extremism, said this was not the first far-right group to have plotted a coup d’etat in recent years. One of the group’s main leaders is Heinrich XIII Prince Reusthe, holder of a royal title that lapsed with the abdication of Kaiser Wilhelm II and the creation of the modern German state in 1918. What unites them, he added, was a “belief that the Germans are being oppressed by a powerful foreign power,” or that the German state is assisting in this oppression, therefore justifying an armed insurrection.
CNN —Peruvian lawmakers have voted to oust President Pedro Castillo, dramatically escalating Wednesday’s political crisis that began hours earlier when Castillo attempted to dissolve the legislative body and install an emergency government. A majority of 101 lawmakers in the 130-person congress later voted to impeach Castillo, with the body announcing that Vice President Dina Boluarte will be sworn in as the new President of Peru. Francisco Morales, the president of Peru’s Constitutional Court, urged Boluarte to assume the presidency in a speech prior to the congressional vote.
