But the truth is you don’t need just a partner — you need two partners able to deliver at the same time. So you could see it as a tragedy of history that Salam Fayyad joined the Palestinian Authority in 2002, at the height of the second intifada, just as Israeli society shifted hard to the right. A Western-educated economist, Fayyad is a technocrat at heart. And as the Palestinian Authority’s finance minister, and then as prime minister, he dedicated himself to the spadework of state-building. His theory was that instead of waiting around for the peace process to deliver Palestinian statehood, he would just build a state — institutions, infrastructure, security, sewers and all — and then statehood would follow.

No one could demand that Netanyahu accept a Palestinian state so long as that state would be governed by Hamas. There are older Americans who knew Israel when it was young. We only ever knew Israel as the strongest military power in the region. But we also knew an Israel that seemed to be trying to find its way toward peace and coexistence. They know an Israel that controls Palestinian life and land and intends to keep it that way.

The Ely Shoshone, Duckwater Shoshone, and the Confederated Tribes of the Goshute Reservation — a coalition representing about 1,500 enrolled tribal members — are lobbying the federal government to designate nearly 40 square miles (100 square kilometers) as Bahsahwahbee National Monument. He testified in a multi-decade legal battle alongside ranchers, local officials and environmental groups who all opposed the project by the Southern Nevada Water Authority. Protecting water for sacred trees is not something the agency had previously done, Sullivan said. Even if the land becomes a national monument, the water beneath Bahsahwahbee would remain under the state’s jurisdiction. The Southern Nevada Water Authority supports a monument designation that allows for the continuation of existing ranching and agricultural activities, said Bronson Mack, water authority spokesman.

Citizens of Thailand, the Philippines and Russia, who were freed through separate talks, also numbered among the hostages Hamas released. The New York Times compared the Israeli data with lists of the Palestinians released each day by the Palestinian Authority’s Commission for Prisoners’ Affairs. The Israeli data shows that three-quarters of the released Palestinians had not been convicted of a crime. More than half of the cases were being prosecuted in Israeli military courts, which try Palestinians in the occupied West Bank but not Israeli settlers who live there. Nearly all Palestinians tried in Israeli military courts are convicted, and those accused of security offenses can be imprisoned indefinitely without charge or trial.

Sarah M. Kaufman, the executive director of the Rudin Center for Transportation at N.Y.U., said that other cities with congestion pricing programs have usually experienced resistance from the public during its first six months in operation, but eventually support grows. Mr. Samuelsen said the fees, credits and exemptions being considered by the authority do not do enough to help drivers who cannot use transit or who cannot afford added costs. should drastically improve service before the launch of the congestion pricing program in order to encourage more people to ride subways and buses. has stubbornly and moronically stuck to its position that the status quo is adequate,” Mr. Samuelsen wrote in a statement. “As a result, we have a congestion pricing plan that is all stick and no carrot.”Congestion pricing could also drive up the authority’s debt.

The prominent Palestinian activist Ahed Tamimi and more than two dozen other women and children were released from Israeli prisons early Thursday, Israeli and Palestinian authorities said, in the latest exchange for hostages held in Gaza. The military had moved on Sunday to keep Ms. Tamimi imprisoned under administrative detention, which would have allowed it to hold her indefinitely without charge or trial. But her name later appeared on the Israeli government’s list of Palestinian prisoners and detainees approved for potential release in the hostage exchange. The sheer number of Palestinians killed by Israeli forces since the start of the war has also left an indelible mark, Nariman Tamimi said. Israeli forces have also killed at least 225 Palestinians in the West Bank since the crackdown began, making 2023 the deadliest year for Palestinians there since 2005, according to the United Nations’ humanitarian agency.

Tuesday’s release followed the return of 11 Israelis on Monday, 13 on Sunday, 13 on Saturday and 13 on Friday, nearly all of them women or children. Seventeen Thais, one Filipino and one Russian-Israeli dual citizen were also released through separate negotiations. Four other hostages were released before the cease-fire. Israel has freed 180 imprisoned Palestinians — roughly three for every Israeli hostage released — in exchange for the release of the hostages. At least four hostages have died in captivity, according to Israel and Hamas.

This board has called many times for an independent Palestinian state alongside Israel, and we have called for mercy and reason in the current conflict. It is also noteworthy that the Palestinian Authority under Mr. Abbas has largely stayed clear of the Gaza eruption. Israel is the dominant power here, and in the current conflict, Israel will once again need to be first to move toward the establishment of a Palestinian state. Holding Israel’s leaders to account in no way lessens the responsibility that Hamas and Palestinian Islamic Jihad bear for the present suffering in Gaza. Nearly four days after the Israeli military stormed the biggest hospital in the Gaza Strip, U.N. workers described the complex as a “death zone” where several patients had died because medical services had been shut down. The W.H.O., a U.N. agency, said that movement came after an evacuation order from the Israeli military. Capturing the hospital — and Gaza City, the largest urban center in Gaza — was a watershed moment for Israel last week. At Al-Shifa Hospital, Israeli troops discovered a shaft on Friday night and were scouring the underground area it led to, Admiral Hagari said. The Israeli military did not immediately confirm the strikes.

CNN —The Philippines has banned for life an American traveler whom it accused of writing “profane words” on a digital immigration form and being rude to immigration officers. Anthony Laurence, 34, was refused entry and put on a blacklist permanently following his allegedly “disrespectful” behavior, the Philippine Bureau of Immigration Commissioner Norman Tansingco said in a statement last week. Laurence, who told CNN he is a property investor who lives in the country intermittently, disputes the immigration authority’s account. He did not respond to CNN’s questions about what he wrote on the form and whether it included any profanities. But he said, “I immediately apologized and the immigration officer wasn’t interested.”“I even hand-wrote an apology to the immigration officer which he wasn’t interested in as well,” Laurence added.

CNN —Hundreds of pro-Palestinan protesters snarled Manhattan traffic and curtailed people’s access to Grand Central Terminal as they demonstrated in New York City on Friday night, in part demanding a ceasefire in the Israel-Hamas war. The demonstrations temporarily closed access to the terminal, one of the city’s largest transportation hubs, the Metropolitan Transportation Authority’s Metro-North Railroad said online Friday night. Video also showed police keeping demonstrators back from The New York Times building on Friday. One night earlier, several protesters occupied the building’s lobby, and some of them were arrested Thursday night, police said. By 10 p.m. Friday, many of the protesters had left the Grand Central Terminal area while police officers remained for security reasons.

On Thursday, Hezbollah, an ally of Hamas, attacked Israeli positions in the north with drones, mortar fire and suicide drones. The Israeli military said it retaliated with warplanes and helicopter gunships. More than 9,000 Palestinians have been killed in Gaza so far, and another 1,400 people have died in Israel, mainly civilians killed during Hamas’ initial attack. Casualties on both sides are expected to rise as Israeli troops advance toward the dense residential neighborhoods of Gaza City. Hundreds of thousands of Palestinians remain in the path of fighting in northern Gaza, despite Israel’s repeated calls for them to evacuate.

Back then, Israel defeated the armies of three Arab states — Egypt, Syria and Jordan — in what became known as the Six-Day War. Today, if you look closely, you’ll see that Israel is now fighting the Six-Front War. But one thing is crystal clear to me: Israel cannot win this six-front war alone. This is the first Israeli government ever to make annexation of the West Bank a stated objective in its coalition agreement. Be advised: If Israel does invade Gaza, corporations everywhere will be facing competing demands from employees to denounce Israel or Hamas.

More than 20 countries have called for a ban or moratorium on deep-sea mining ahead of Monday's opening of a nearly two-week meeting of the U.N. International Seabed Authority’s council. Companies including Samsung and BMW also have pledged to avoid using minerals mined from the deep sea. “Sea mining is one of the key environmental issues of our time, and this is because the deep sea is among the last pristine areas of our planet,” said Sofia Tsenikli, from the Deep Sea Conservation Coalition, a Netherlands-based alliance of environmental groups. But scientists and environmental groups argue that less than 1% of the world’s deep seas have been explored, and they warn that deep sea mining could unleash noise, light and suffocating dust storms. The International Seabed Authority, which is tasked with regulating deep international waters, has issued more than 30 exploration licenses.

As with many other Palestinian journalists, Said’s primary source of income was working with foreign reporters as a “fixer,” someone who could arrange difficult meetings, translate from Arabic, show you around. Said had an independent streak and he was no fan of Yasir Arafat, which made him particularly helpful in cutting through the Palestinian Authority’s propagandistic bombast. With Said, I interviewed senior Hamas leaders in Gaza, officials in Ramallah, retired terrorists in Nablus, political dissidents in Jenin and construction workers in Hebron. The Palestinian territories, by contrast, are republics of fear — fear of the Palestinian Authority in the West Bank and of Hamas in Gaza. During the first major Israel-Hamas war, in 2008 and 2009, Palestinian groups claimed the death toll was mostly civilian, with roughly 1,400 people killed.

CNN —A Hamas spokesman is reportedly among more than 60 members of the militant organization that Israel arrested in overnight raids across the West Bank, the Israeli-occupied Palestinian territory that is increasingly feeling the impact of the fighting in Gaza. Hassan Yousef, a leading Palestinian political figure who served as the official Hamas spokesperson in the West Bank, was arrested in his home, according to the Palestinian Prisoners Club, an NGO representing Palestinian detainees. “Occupation forces arrested Hamas leader Sheikh Hassan Yousef from his home in Beitunia, as part of a wide-scale arrest campaign in the occupation (sic) West Bank,” the Palestinian Prisoners Club statement reads. Three Palestinians were shot dead in clashes with Israeli forces in the occupied West Bank on Thursday, according to the Palestinian Authority’s Ministry of Health. Israel views the West Bank as “disputed territory,” and contends its settlement policy is legal.

CNN —A Hong Kong court has dismissed a government bid to deny same-sex married couples the right to rent and own public housing, saying that it was “discriminatory in nature” and a complete denial of such couples’ rights. The ruling by Hong Kong’s Court of Appeal on Tuesday is the latest in a series of legal breakthroughs for gay rights advocates in the global financial hub this year. The government had challenged two High Court rulings that it was “unconstitutional and unlawful” for the city’s housing authority to exclude same-sex couples who married abroad from public housing. A Hong Kong court in September sided with a married lesbian couple who argued that both women should have parental status over their child born via reciprocal IVF. Activists in other parts of Asia are watching Hong Kong’s courts in the hope that their rulings could influence campaigns for reform elsewhere.

In 2021, UNESCO added Palestinian embroidery to its list of Intangible Cultural Heritage of Humanity, recognizing it as “a widespread social and intergenerational practice in Palestine,” a symbol of national pride and a way in which women supplement family income. But like other Indigenous handicrafts across the world, it faces threats, including mechanization and abandonment of old styles of dress. Now there is a push to revive the handicraft in younger generations and to preserve old thobes that tell Palestinian history. In July, the museum inaugurated a Textile Conservation Studio to preserve Palestinian thobes and other heritage fabrics and to provide training for conservation and restoration. “We need to practice our heritage so we don’t lose it,” said Maha Saca, the founder and director of the Palestinian Heritage Center in Bethlehem, who helped submit the UNESCO application and is now working on opening the academy.

New York has lagged far behind other major American cities in building access points for people with disabilities. The Panama migration authority’s deputy director Maria Isabel Saravia told media that 2022’s already-high number of crossings was surpassed on Monday. “With today and yesterday’s crossings of 1,869 people, there have been 248,901 crossings,” Saravia said Monday. As the figures anticipated, we exceeded last year’s number (…) The last three years have been much higher than the last 11 years in crossings,” Saravia added. The effort to postpone the start has been led by nations including Costa Rica, Chile and France. The three nations urged other countries that are members of the Seabed Authority’s governing council to agree that no permit authorizing mining in international waters should be granted until regulations are finalized. “We are on the side of the ocean,” said Gina Guillén Grillo, Costa Rica’s representative to the Seabed Authority who has helped lead the opposition to seabed mining. While the Seabed Authority continues its work to determine environmental standards, as well as a royalty rate that will be paid by the mining contractors, among other matters, the Metals Company will continue to lobby other nations, Mr. Barron said. The Metals Company and Nauru, along with the delegation from China, which also has been aggressively pursuing seabed mining, pushed unsuccessfully at last week’s meeting for the Seabed Authority to set a goal of finalizing the regulations by 2024.
