Hanoi, Vietnam CNN —President Joe Biden will arrive at Chinese leader Xi Jinping’s doorstep on Sunday with a deal in hand to draw yet another one of China’s neighbors closer to the United States. “It’s not going to be easy for Vietnam, because they’re under enormous pressure from China,” the official went on. In Vietnam, it’s not only China whose influence Biden is competing with. On Monday, Biden plans to announce steps to help Vietnam diversify away from an over-reliance on Russian arms, a senior administration official said. “I think that’s a deliberate design by the Biden administration,” said Yun Sun, the China program director at the Stimson Center.

CNN —North Korean state media released images of leader Kim Jong Un inspecting a missile test on Monday, days after its regional rivals held a historic summit, and as US-South Korea joint military exercises kick off nearby. The Korean Central News Agency (KCNA) reported that Kim was on site to monitor the launch of strategic cruise missiles fired from a patrol ship, belonging to the North Korean Navy’s East Sea Fleet. It added that the missile test demonstrated the ship’s capabilities and prepared the sailors for “carrying out the attack mission in actual war.”Kim Jong Un speaking to members of the North Korean Navy ahead of a missile test, in photos released by state media KCNA. After months of acrimony, administration officials have recently begun visiting Beijing in a bid to reestablish regular communication. “The most intense, the most focus that I’ve ever seen President Biden is in advance of these engagements with President Xi,” the official said. And the extent to which their personal relationship will impact US-China relations overall has yet to be determined. “This summit is formalizing and institutionalizing a major strategic shift of the region,” explained a third senior administration official. “The Biden administration has always been clear that talking is best, they will keep showing up, and communication is necessary.

CNN —President Joe Biden arrived in Japan on Thursday for a truncated Asia visit meant to bolster allies amid China’s growing military and economic ambitions. Left with only a stop in Japan for the Group of Seven summit, Biden will attempt to coalesce the leaders of some of the world’s largest economies around a commitment to take on Beijing’s aggressions. He’s also selected the symbolic city of Hiroshima, where he has family roots, to host world leaders. President Barack Obama paid a historic visit here in 2016, laying a wreath in a memorial park and meeting with some survivors. The bombing of Hiroshima hastened an end to World War II but launched a new era of atomic brinksmanship.
A fresh push by Britain and the Netherlands to provide Ukraine with F-16 fighter planes has exposed the latest fault line among Western allies who have wrangled repeatedly over sending powerful weapons of war, once again pitting a reluctant United States against some of its closest European partners. Several European allies are prepared to give their F-16s to Ukraine. But the Biden administration, which must approve any transfers of the American-made planes, remains unconvinced that Ukraine needs the expensive jets, which are a staple of many modern military arsenals. So deep is Washington’s skepticism that Kyiv’s pilots are currently not even allowed to train on the F-16s that are owned by European states, according to a senior Ukrainian official who spoke on condition of anonymity to frankly discuss the sensitive diplomatic issue. American reluctance to allow training would severely limit a proposed new European coalition to help Ukraine obtain and fly F-16s — whether in the current conflict or to protect against any future aggressions by Moscow after the West turns its focus from the 15-month war.
In March, Mr. Yoon removed a roadblock in relations with Japan when he announced that South Korea would no longer demand Japanese compensation for victims of forced labor during World War II, but would create its own fund for them. Mr. Yoon said that Japan should no longer be expected to “kneel because of our history 100 years ago.”The olive branch to Tokyo is part of Mr. Yoon’s broader efforts to reshape South Korean diplomacy, aligning his country closer to countries with “shared values,” especially the United States, on such things as supply chains and a “free and open” Indo-Pacific. Mr. Yoon’s diplomatic concessions were a political boon for Mr. Kishida at home but costly for Mr. Yoon in his own country, where South Koreans accused him of “traitorous, humiliating diplomacy.” His domestic critics say he gave too much and got too little in return from Japan, which they say has never properly apologized or atoned — a common complaint among many other Asian victims, especially in China and North Korea, of Japan’s World War II aggressions. To many South Koreans, what matters most in relations with Tokyo is how Japanese leaders view its colonial era, a time when Koreans were forced to adopt Japanese names; when schools removed Korean language and history from the curriculum; and when tens of thousands of Korean women were forced into sexual slavery for Japan’s Imperial Army. They are likely to assess Mr. Kishida’s visit on whether — and how directly — he will apologize for that past.
But the election of his successor, Ferdinand Marcos Jr, last year has returned relations to a more even keel, in part because Manila has become wary of a more assertive China. Last year the US granted $100 million to boost the Southeast Asian country’s defense capabilities and military modernization. Heydarian added that China has to rethink its strategy towards the Philippines, as the Marcos Jr administration is openly more aligned with the US. China remains one of the top trade partners of the Philippines, while Marcos Jr also continues to negotiate energy and agriculture investments from Beijing. Some worry Marcos Jr might be giving too much access to the US, especially when it comes to bases and facilities close to Taiwan, Heydarian said.
Feb 23 (Reuters) - The Canadian government on Thursday announced support for Iranian temporary residents in Canada looking to extend their stay, citing the Iranian government's crackdown on recent protests. Nationwide protests erupted in Iran last fall after the death of 22-year-old Kurdish Iranian woman Mahsa Amini in police custody on Sept. 16 last year. Many Western states, including Canada, have imposed sanctions following a harsh state crackdown on protests. The Canadian government said an open work permit pathway will be made available for Iranians already in Canada, adding that applications from Iranians in Canada will also be processed on a priority basis. Canada also said it was waiving certain processing fees for Iranians who wish to extend their stay in Canada, and will also waive passport and permanent resident travel document fees for citizens and permanent residents of Canada in Iran who wish to leave.
Food writer Su-Jit Lin grew up working in her parents' American Chinese kitchen. Double meat is paid for unflinchingly at the likes of Chipotle; why should Chinese takeout be any different? Plus, the Chinese takeout restaurant industry is competitive, and offering good bang for your buck is often what the owners are convinced help them survive. SEOUL, South Korea — The rival Koreas exchanged warning shots along their disputed western sea boundary on Monday, their militaries said, amid heightened animosities over North Korea’s recent barrage of weapons tests. It said the North Korean shells didn’t land in South Korean waters but South Korea is increasing its military readiness. Most of North Korea’s 26 million people have no official access to foreign TV and radio programs. North Korea said its artillery firing drills were staged as countermeasures against similar South Korean artillery drills at border areas. South Korea’s annual field exercises are set to end this Friday.
