(AP) — A top Democratic Virginia lawmaker vowed Wednesday to keep language enabling a proposed relocation by the NBA’s Washington Wizards and NHL’s Washington Capitals to Alexandria out of the state budget lawmakers will take up later this week. Glenn Youngkin's plan to lure the teams across the Potomac River with a $2 billion development district featuring a new arena. Moving forward, if the arena is excluded from the budget, Youngkin has a few options. Virginia governors have the ability to seek amendments to legislation, so he could attempt to put the arena language back in the budget. Democrats, who control both General Assembly chambers, could lose Youngkin’s support for some of their own priorities if they kill the arena deal.

NEW YORK (AP) — West Virginia Sen. Joe Manchin said Friday that he is not running for president, according to his spokesman Jonathan Kott. Manchin announced his decision in a speech at West Virginia University, as part of a national listening tour he was making. “I will not be seeking a third-party run. I will not be involved in a presidential run,” he said in his speech in Morgantown. Larry Hogan, last week ruled out a 2024 presidential bid as well, announcing a Senate bid instead.

CNN —West Virginia Sen. Joe Manchin announced Friday that he will not mount a 2024 campaign for president. “I will not be seeking a third-party run. I will not be involved in a presidential run,” the retiring Democratic senator said in a speech at West Virginia University in Morgantown. Manchin has been on a national listening tour as he weighed jumping in as a third-party presidential candidate, potentially on the No Labels ticket. He has criticized President Joe Biden for being too liberal but also said that he would refuse to be part of any effort that would help Donald Trump return to the White House.

The special election in New York’s 3rd Congressional District to succeed the infamous George Santos offers perhaps the best chance to test Democrats’ theory ahead of the presidential election. The candidate favored by Democrats won a Wisconsin Supreme Court race, which gave the more liberal justices a majority on that court. Of course, we’re now in a presidential election year, and there are also signs that these off-year results may have been pointing at something important. All the other competitive races were state elections, and voting patterns between US House and presidential elections are far more correlated than they are for state offices and presidential elections. Moreover, that 3-point Republican edge in 2022 looks a lot like Trump’s current advantage over Biden among registered voters nationally.

McLEAN, Va. (AP) — A Virginia Senate committee on Tuesday rejected legislation that would have allowed a referendum on a casino in the wealthy suburbs of the nation’s capital. The committee rejected a motion to kill the bill outright, instead opting to carry the bill over to 2025 for future consideration. A study commissioned in 2019 by the Joint Legislative Audit and Review Committee found that a northern Virginia casino could generate $155 million annually in tax revenue, more than any of the other casinos built in Virginia. Virginia voted in 2020 to allow locations in five cities, subject to referendum. Bristol, Danville, Portsmouth and Norfolk all voted for a casino; Richmond voters twice rejected a proposed casino in that city.

WASHINGTON (AP) — The Senate has approved President Joe Biden’s nominee to lead the Environmental Protection Agency's air pollution office just as the agency is set to finalize rules over climate-changing emissions from power plants and cars and trucks. Joe Goffman is a longtime EPA official who has headed the air and radiation office on an acting basis since Biden took office three years ago. Goffman's 2022 nomination for the air post, one of the top jobs at EPA, lapsed last year without a Senate vote. She called the Clean Power Plan “a direct shot at American energy production" and an attempt to shut down coal- and gas-fired power plants, including those in her home state. An EPA plan to curb greenhouse gas emissions from power plants is little more than the "second iteration of the Clean Power Plan,'' Capito said.

WASHINGTON (Reuters) - Democratic Senator Joe Manchin, who last week announced he will retire from the Senate at the end of next year, added to his party's woes on Wednesday when he said he "absolutely" would consider running for president in 2024. In an interview with NBC News, Manchin said: "Every American should consider it if they're in a position to help save the country." Democrats fear that a Manchin presidential run could draw votes away from President Joe Biden and hand former President Donald Trump a victory if he is the Republican nominee for the third presidential election in a row. Manchin told NBC that before deciding whether to mount a run for president he would have to gauge whether there is enough voter support for him. Manchin could also run as an independent, but would have to work fast to get on all 50 state ballots.

He, along with other non-major-party candidates, has a real chance to affect the outcome of the 2024 election. Perot is a bit of an exception in that independent or third-party candidates usually fade as an election nears. George Wallace topped out at 21% in pre-election polling as a third-party candidate before picking up 14% when the votes were cast. Given all that, it’s no surprise we’re seeing other independent and third-party candidates jumping or potentially jumping into the 2024 race. He was entertaining the idea of running as a third-party candidate earlier this year.

Sen.
