"Both icebreakers were laid down as part of a large serial project and are part of our large-scale, systematic work to re-equip and replenish the domestic icebreaker fleet, to strengthen Russia's status as a great Arctic power," Putin said. The Arctic is taking on greater strategic significance due to climate change, as a shrinking ice cap opens up new sea lanes. The order terminates the right of Ural to participate in transactions subject to U.S. export regulations. President Joe Biden's administration has stepped up the crackdown against Russian airlines that followed the invasion of Ukraine, seeking to deny them access to spare parts, refueling and other services. To date, Commerce has issued 10 orders against Russia and Belarus’s biggest airlines, said Assistant Secretary of Commerce for Export Enforcement Matthew S. Axelrod. With the additions, there were 183 Boeing and Airbus aircraft on the list mostly operated by Russian airlines for apparent violations of U.S. export controls, the department said.

A gunman killed 13 people, including seven children, and wounded 21 other people in a school in central Russia on Monday, authorities said. Russia's Investigative Committee said the shooting took place in a school in Izhevsk, a city about 960 kilometers (600 miles) east of Moscow in the Udmurtia region. The governor of Udmurtia, Alexander Brechalov, said in a video statement that the still unidentified gunman shot himself. According to the Investigative Committee, the gunman wore a black t-shirt with "Nazi symbols." Izhevsk, a city of 640,000, is located west of the Ural mountains in central Russia.
There's an urgent need for a Russian oil price cap as Moscow escalates its war, a top adviser to Ukraine's president told Reuters. The Group of Seven is working on establishing a price cap to coincide with the EU's oil embargo planned for December. The Group of Seven industrialized democracies earlier this month agreed to work on setting a price cap on Russian oil to curb Moscow's revenue. The G7 is aiming to launch the price cap by December 5, when the European Union will impose a partial ban on Russian oil imports. The idea is to ban services such as insurance to shippers that carry Russian oil above the price cap.
