CNN —Only a fraction of the violence that raged across Dagestan on Sunday is visible at the moment, and it is already horrific. But it is particularly bad in Dagestan, where protests broke out in the earlier months of the war, as their sons had been disproportionately mobilized. Putin came to power in 1999 graphically pledging to wipe out “in the toilet” the extremists apparently behind apartment bombings in Moscow. But it is still the same problem Putin faced when he sneaked into Beslan in 2004. A raging sore for the Kremlin, and a reminder of both how Putin came to power and his limits on it.

“We all understand that football is not the most important thing now in Ukraine,” Ukraine head coach Sergiy Rebrov tells CNN Sport. “But I think our successful performance in Europe gives our people in Ukraine positive emotions. “Before [the war], when you’re fighting on the pitch, you are thinking only about the result. The team hopes to provide Ukraine with some respite from the war during the tournament. “Everybody from Ukraine […] is trying to help each other, trying to help our defenders, trying to help the volunteers,” Rebrov says.

Washington CNN —President Joe Biden is leading the world’s richest democracies in sending a beefed-up message to Russian President Vladimir Putin that the West will not forsake Ukraine despite political shocks casting doubts over its commitment. A flurry of new Western plans to help UkraineStill, the latest Western plans to help Ukraine send a strong message of intent. The sanctions target foreign financial firms aiding Putin’s war effort, restrict Russian access to some US software and information technology. Russian advances on the battlefieldThese are substantial and credible political, economic and political demonstrations of support for Ukraine. Not surprisingly, Zelensky has always chafed at the self-imposed limits of Western support for his war effort that are a symptom of Biden’s core aim of avoiding a direct NATO confrontation with Russia.

The loan is expected to be delivered by the end of 2024, which would ensure the money would get to Ukraine before a potential change in US presidents. “This loan will mostly be provided by the United States and will be supplemented by money from Europe,” an Élysée source told journalists at a briefing. “Countries are still discussing how to partition the cost if the profits from Russian assets are not sufficient to cover the need,” the French source added. G7 countries began brainstorming ways to identify longer-term sources of funding for Ukraine in late 2023, as lawmakers delayed in greenlighting the White House’s funding request. The World Bank estimates that Ukraine would need more than $500 billion to rebuild, a figure that climbs each day the war continues.

Paris CNN —President Joe Biden heralded the close ties between the United States and France on Saturday, calling his current visit “the most remarkable trip” that he’s made to the country as French President Emmanuel Macron hosted his US counterpart for an official state visit in Paris. “When we stand as one, our countries are stronger and literally, the world is safer,” Biden said during a state dinner later Saturday. Macron is returning the favor to Biden, who hosted the French president for a state visit at the White House in December 2022, the administration’s first. France, Biden said, “was our first friend. “One of the things the president respects and admires about President Macron is he’s as honest and forthright as President Joe Biden is.

Eastern Ukraine CNN —Russian President Vladimir Putin’s signaling this week that he is open to peace talks should be viewed with vast, overshadowing caveats, and the weight of Ukraine’s - and the West’s - past experience of Russian diplomacy. Putin questioned the legitimacy of Ukraine’s President Volodymyr Zelensky, who Moscow has repeatedly assailed, after Kyiv had to delay elections because of the very war Putin started. Zelensky has said he hopes China - Russia’s most potent ally but only partial supporter in the Ukraine war - will attend. Putin may be talking peace now to suggest to Beijing to not be involved in diplomacy about Russia without Russia present. Valentyn Ogirenko/ReutersUkraine’s Foreign Minister, Dmytro Kuleba, said Friday that Putin’s hints at peace talks were directly aimed at sabotaging the summit.

The National Security Agency collected the intelligence that gave US officials insights into China and Iran’s capabilities in producing deepfakes, one of the sources said. At a briefing last week, FBI officials warned that AI increases the ability of foreign states to spread election disinformation. US officials have maintained a high level of visibility into the AI and deepfake advancements made by countries including China, Iran and Russia since the 2020 election. Nearly 70% of Republicans and Republican-leaners said that President Joe Biden’s 2020 election win was not legitimate, according to a CNN poll released in August. CNN —Russian President Vladimir Putin has replaced his defense minister Sergei Shoigu with a civilian, Andrey Belousov, citing the country’s rising military spending and the need for “innovation.”Shoigu had been “relieved” of his post of Minister of Defense by presidential decree and been appointed Secretary of Russia’s Security Council, Kremlin spokesperson Dmitry Peskov said on Sunday night local time. Shoigu would also become Putin’s deputy in Russia’s Military-Industrial Commission, Peskov said, while Nikolai Patrushev, the previous Secretary of the Security Council, would “transfer to another job.”Belousov, who previously served as first deputy prime minister, is a civilian. “Today on the battlefield, the winner is the one who is more open to innovation,” Peskov said. Peskov added that the new appointment did not signal a shift in Russia’s current military system. In his new role, Shoigu will oversee Russia’s military industrial complex, Peskov said.

CNN —US intelligence officials are watching closely to see if the United States’ support for Ukraine will lead the Russian government to take more risks in potentially interfering in the 2024 presidential election, a senior FBI official told reporters Thursday. “We’re certainly… keeping our eye out to make sure that that’s not increasing [their] risk taking.”The FBI briefed reporters on the condition that the senior FBI officials not be named. The FBI official’s comments on Thursday echo those made by a senior National Security Agency official in March. “Russia can use their access to those government networks to undermine confidence in the US election integrity and bolster influence operations,” the second FBI official said. The FBI officials also singled out China and Iran as other governments that could be willing to interfere in or influence the 2024 US election.

Major breakthroughs with China’s toughest critics will be hard to come by unless Xi is ready to make surprise concessions. And the trip could instead serve to underscore divisions – not only between Europe and China – but those within Europe that could play to China’s favor, analysts say. Chinese President Xi Jinping and French President Emmanuel Macron visit a garden in Guangdong during Macron's state visit to China last April. Putin has said he plans to visit China this month, according to Russian state media. Xi may also look to highlight Chinese investments in both Belgrade and Budapest in a message to the rest of Europe.

CNN —A Russian missile strike killed and injured more than 70 people in the city of Chernihiv in northern Ukraine – an attack that could have been prevented if Ukraine was provided with better air defenses, President Volodomyr Zelensky said. At least 14 people were killed in the strike and 61 others were injured, including two children, Ukraine’s emergency services said. Russia’s strike comes after Zelensky has for months warned that Ukraine lacks the air defenses necessary to protect its skies. “This would not have happened if Ukraine had received a sufficient number of air defense systems and if the world’s determination to counter Russian terror had been sufficient,” Zelensky said. There must be equally sufficient determination from our partners and, as a result, sufficient support.”More than 70 people were killed and injured in the Russian strike.

Opinion: The world rushes to court Trump

She is a weekly opinion contributor to CNN, a contributing columnist to The Washington Post and a columnist for World Politics Review. Now, they’re urgently working on two fronts: seeking to Trump-proof their foreign policy and defense, and hoping to minimize the potential negative impact of a Trump victory. Making matters more unusual – and far more unethical – Trump has effectively launched his own shadow foreign policy, actively undermining Biden’s – America’s – policy. Not only is the former president leveraging his control of the Republican Party to block US aid to Ukraine ‑ Trump is interfering in US foreign policy elsewhere. Interfering in US foreign policy is bad enough, but there’s also an unseemly financial angle.

CNN —Some top Democrats worry that Americans have forgotten the chaos that raged every day Donald Trump was president, and that voters’ faded recall of the uproar will end up handing him a second term. Trump ally Rep. Marjorie Taylor Greene is threatening to topple Johnson if he dares to pass it. — Nationwide chaos is, meanwhile, spreading in the wake of the Trump-built Supreme Court conservative majority overturning Roe v. Wade in 2022. — Bipartisan efforts to solve a border crisis are in tatters after Trump’s House followers in February killed the most sweeping and conservative bill in years. Yet Trump has vowed to end the war in 24 hours if he wins a second term.

Kishida made the remarks days ahead of his Wednesday meeting with Biden in Washington, where he will also address a joint session of Congress and participate in the very first trilateral summit between Japan, the United States and the Philippines. Partnership with Japan has long been central to US strategy in the Indo-Pacific, but the defense relationship has expanded under Kishida, who has raised Japan’s profile in global and regional security. That move is not without controversy, especially in China and other parts of Asia that suffered hugely under Japan’s World War II era militarism. Building Japan’s deterrence and response capability is also “essential” for the alliance with the United States, he argued. Since taking office, Kishida has also positioned Japan as a partner to the US not only in Asia, but more globally.

For over a decade, allies have chronically underspent on defense while the West’s adversaries modernized and bolstered their own military capabilities. Defense spending stayed low across the West not just because of budget pressures, but also because everyone – including the US – was frightened to provoke Russia. However, the nature of NATO allies’ support for Ukraine – much of it direct military support – has exposed the vulnerability that years of underfunding has caused the alliance. Fabian Bimmer/Pool/ReutersThis means that the challenge in front of NATO allies now is not just how can they meet the demand for weapons coming from Ukraine, but how do they reverse years of underfunding their own defenses? Some allies don’t trust that others will be quite so generous with defense spending if the Russia-Ukraine war were to end.

CNN —Ukrainian forces would have to cede further territory to Russia if US military aid does not arrive soon, President Volodymyr Zelensky has warned, in his latest appeal to Congress to pass a multibillion-dollar package. President Joe Biden’s administration is struggling to push a $95 billion international aid package – which includes $60 billion for Ukraine – through the House of Representatives more than month since it was passed in the Senate. Zelensky warned that the lack of aid was urgent, and could endanger Ukraine’s major cities. Meanwhile, Zelensky said, Ukraine is scrambling “to find some way not to retreat.”The goal for Ukraine so far is to keep the frontline situation stable, according to Zelensky. “If the front remains stable, Ukraine can arm and train new brigades in the rear to conduct a new counteroffensive later this year,” he said.

The appalling attack on the vast Crocus City Hall concert venue and shopping complex near Moscow, which has been claimed by ISIS, has left hundreds of innocents killed or injured. The four men suspected of carrying out the attack were arrested near Russia’s border with Ukraine, Russian authorities said. For years, the Kremlin strongman has been cast as a leader able to guarantee order in this vast, turbulent country. In the same way, the recent death of Alexey Navalny, Russian most prominent opposition leader, has permanently silenced a vocal Kremlin critic. But for a leader who has promised security and stability to Russians, a major attack on Russian soil is yet another powerful blow.

Speaker Mike Johnson told Republican senators during their closed-door retreat Wednesday that he was committed to finding a path ahead for Ukraine aid in the House of Representatives, a sign GOP senators took to mean that aid to the embattled country isn’t yet dead in Congress. CNN —Donald Trump has put America on notice – his second term would be even more disruptive and turbulent than his first.
