Anadolu | Anadolu | Getty ImagesEarly on in the war with Russia, Ukraine's successes on the battlefield prompted warnings from defense analysts that Moscow — with its back against the wall militarily — could lash out, using a nuclear weapon on Ukrainian soil. Defense analysts noted that the more successes Ukraine saw, the more dangerous and unpredictable its opponent Russia could become as it sought to regain the initiative. That, in turn, would make the war much harder and more dangerous for Russia. Half of promised Western military support to Ukraine fails to arrive on time, complicating the task of military planners and ultimately costing the lives of soldiers in Russia's war, the Ukrainian defense minister said Sunday. Military experts say Ukraine can still win against Russia by prioritizing defense and seizing key opportunities. War watchers say that Ukraine can still win against Russia's invasion if it prioritizes defense, rebuilding combat capability, and hitting Russia where it is most vulnerable as the country enters its third year of war. If Ukraine consistently holds its own against Russia, Kofman noted, this would keep Russia in a weak position by letting attrition take its toll. "It was to put Ukraine in a position where it can attain decisive leverage to negotiate with Russia war termination, from a favorable position and then to attain a durable peace." Davis said that Ukraine needs to attempt to negotiate as soon as it can with Russia to end the war.

Russia has maintained an advantage in artillery ammunition since the war began nearly two years ago. That advantage has only increased in recent months as Ukraine struggles to gain an edge against Russia's growing momentum. Ukraine is limited to firing 2,000 artillery shells a day, roughly one-third of Russia's capacity, the country's defense minister, Rustem Umerov, said in a letter seen by Bloomberg. While Ukraine's Western allies stall, and US military aid is held up in Congress, Russia has ramped up production. AdvertisementMartin Herem, commander of Estonia's defense forces, told Bloomberg last week that he believes Russia is now capable of producing several million shells a year. Shell hunger is not a new problem for Ukraine — throughout the last year, soldiers often reported having to husband their ammunition supplies. Alongside further appeals to its allies, Ukraine has, in recent months, been refocusing on its domestic military production capacities.

War experts say Kyiv will need more precision-guided munitions to blunt Moscow's advantage in artillery fire. Western officials continue to warn that giving Ukraine more weapons and ammo is the "path to peace." The experts said Moscow's rate of fire will be sustainable next year "in excess of that number." Notably, Ukraine can no longer rely on its US-provided High Mobility Artillery Rocket System (HIMARS) or Excalibur artillery shells to diminish Russia's firepower, the experts said. "Weapons to Ukraine," he said, "is the path to peace."

Without continued Western support for Ukraine's war efforts, the consequences could be dire, according to Ukrainian President Zelenskyy, who warned of a "big crisis" not just for Ukraine but for other countries as well. China needs to be involved in talks to end the war with Russia, Ukraine's top representative said after a high-level diplomatic meeting ahead of the World Economic Forum in Switzerland. Ukraine's presidential chief of staff Andriy Yermak said on Sunday it was important that Russian ally China was at the table when Kyiv convenes further meetings on its peace formula. Zelenskiy is due to arrive in Bern, Switzerland on Monday to meet the President of the Swiss Confederation Viola Amherd. We must find ways to work with China on this," Cassis said, adding that both Russia and Ukraine were not willing to make concessions. The role of the Global South in Ukraine's peace formula talks has come into focus in the lead up to Davos.

Fighting remains intense in southern and eastern Ukraine, where Russian units are deeply entrenched, preventing Ukraine's forces from making significant advances. They note that neither Russia nor Ukraine seems to be at a point where a political resolution is palatable, however. 'Red lines' firmly drawnBoth Russia and Ukraine have repeatedly said they want the war to end — but on their terms. For its part, the Kremlin said in December that it saw no current basis for peace talks, and called Kyiv's peace plan an "absurd process" as it excluded Russia. One big stumbling block in any potential peace talks now is their respective positions on territorial integrity.

(Reuters) - President Volodymyr Zelenskiy and his defence minister welcomed the formation by Ukraine's Western allies on Thursday of a 20-nation "coalition" to boost air defences, seen as a key element in the country's campaign against Russian forces. Zelenskiy said the group, one of several devoted to specific areas of Ukraine's defence, was formed at a virtual meeting of the "Ramstein group" examining Ukraine's military needs. "Not everything can be disclosed publicly at this time, but the Ukrainian air shield is becoming stronger every month." Defence Minister Rustem Umerov also noted other assistance agreed by participants, including a German air defence package announced this week during a visit to Kyiv by Defence Minister Boris Pistorius. Zelenskiy has long pointed to improved air defence as a key element to help keep Ukrainian cities safe from Russian air strikes - including on energy infrastructure - as wintry weather takes hold.

How Ukraine's counteroffensive has struggled so far

But in mid-October, some Russian military bloggers reported that Ukrainian forces had formed a small bridgehead on the eastern bank. Shortly after, Ukrainian soldiers breached the first line of defences south of the town of Velyka Novosilka in the first known breakthrough of the counteroffensive. Military analysts and authorities in Kyiv said Ukraine had badly damaged a large landing ship and an attack submarine. Just over a week later, a Ukrainian missile attack hit Russia's Black Sea naval headquarters in Sevastopol. In mid-October, Ukrainian forces used U.S.-supplied long-range ATACMS missiles for the first time, damaging airfields near Luhansk in Ukraine's east and in Berdiansk on the Sea of Azov, both under Russian control.

Russian forces have geared up for fresh attacks in different sections of the front and are suffering heavy losses. The Black Sea has become a crucial theatre in the war. "When we ensure even more security to the Black Sea, Russia will lose any ability to dominate in this area and expand its malign influence to other countries," Zelenskiy said. The full extent of the damage that Ukraine has done in recent months to the Russian Black Sea Fleet remains unclear. "Despite inflicting significant losses on Russian armed forces, Ukraine's four-and-a-half-month-old counteroffensive has not achieved major territorial gains nor managed to slice through Russia's 'land bridge' to Crimea," he added. "The hope is that they're far enough through the Russian defensive lines now ... to make some rapid progress. Russian forces had months to prepare layers of defenses including extensive networks of trenches; anti-tank obstacles such as ditches and "dragon's teeth"; and minefields. Russian forces are also receiving support from artillery, attack helicopters and other aircraft, again impeding Ukraine's forces. For months after Ukraine's Western allies limited sales of Russian oil to $60 per barrel, the price cap was still largely symbolic. That time has now come, putting the price cap to its most serious test so far and underlining its weaknesses. But most of that, economists say, stems from Europe's ban on Russian oil, which cost Moscow its main customer. The U.K. Treasury says it is "actively undertaking a number of investigations into suspected breaches of the oil price cap." "And there's a reason why the shippers haven't really complained or haven't flagged any issues with the oil price cap — because it's very easily circumvented."
