CNN —The Pentagon is unlikely to use all of the billions of dollars authorized by Congress to arm Ukraine before President Joe Biden leaves office, according to two US officials and three defense officials. For months, the US has run into the limits of its ability to replenish its own weapons inventories, which limited what the Biden administration has been able to send Ukraine. In September, Biden committed billions of dollars in military aid to Ukraine as President Volodymyr Zelensky visited the White House. The US announced a $1 billion military aid package for Ukraine that same day. But the value of aid packages quickly dipped, as the stockpiles of weapons and equipment the Pentagon was able to send Kyiv dwindled.

The dust has settled in Dnipro, Ukraine, where investigators are analyzing the wreckage at a weapons factory struck by a new Russian intermediate-range ballistic missile last week. But the debate continues over the strategic impact of the missile, known as the Oreshnik, both on the battlefield in Ukraine and what it means for NATO states in Europe. President Vladimir V. Putin of Russia touted the missile as an example of Russian technological prowess, built by a domestic military industry unimpeded by Western economic sanctions. The Oreshnik is also capable of carrying nuclear weapons, at a time when Moscow has increased threats of nuclear war. It is still not clear what explosives, if any, the missile delivered in the strike on Dnipro.

London CNN —Russia expelled a British diplomat who worked at the embassy in Moscow Tuesday, accusing him of spying, marking the latest blow to the two countries’ worsening diplomatic relations. Russia’s Federal Security Service (FSB) alleged that the British diplomat intentionally provided false information to enter the country as a cover for espionage work, “thereby violating Russian law,” according to state media TASS. The Russian Foreign Ministry subsequently revoked the diplomat’s diplomatic accreditation and ordered him to leave Russia within two weeks, TASS reported. Russia’s FSB claimed the diplomat was sent to Moscow to “replace” one of six alleged British intelligence officers that Russia expelled this summer. Meanwhile, Russia launched a “record” 188 drone attacks on Ukraine overnight, according to the Ukrainian Air Force on Tuesday.

CNN —North Korea is expanding a weapons plant that manufactures missiles used by Russia against Ukraine, according to new research from a US-based think tank. Located in the country’s second-largest city, Hamhung, the factory has been visited several times by North Korean leader Kim Jong Un, with North Korean state media previously touting its mass-production of tactical missiles. Attacks on Ukraine with KN-23 missilesRussia has fired about 60 North Korean KN-23 missiles (Hwasong-11A) at Ukraine this year. And strikes using North Korean missiles have killed at least 28 people and injured 213 this year, the Ukrainian prosecutor general told CNN last week. Oil prices retreated on Monday following 6% gains last week, but remained near two-week highs as geopolitical tensions grew between Western powers and major oil producers Russia and Iran, raising risks of supply disruption. "Oil prices are starting the new week with some slight cool-off as market participants await more cues from geopolitical developments and the Fed's policy outlook to set the tone," said Yeap Jun Rong, market strategist at IG. "Tensions between Ukraine and Russia have edged up a notch lately, leading to some pricing for the risks of a wider escalation potentially impacting oil supplies." Enforced sanctions could sideline about 1 million barrels per day of Iran's oil exports, about 1% of global oil supply, he said. Investors were also focused on rising crude oil demand at China and India, the world's top and third-largest importers, respectively.
