CNN —A third farmworker has tested positive for bird flu in California, according to the state’s health department. Like the first two human cases in California, this third case is a farmworker who was in contact with sick dairy cattle. The CDC’s Principal Deputy Director, Dr. Nirav Shah, said in a news briefing on Friday that these cases were not a surprise. The California Department of Food and Agriculture has been conducting bulk milk tank sampling in areas where herds test positive. The first infected herds in California were found in late August.

Japan has been contending with a rice shortage in recent months due to a mix of bad weather and an increase in tourists, undergirded by the country's restrictive rice policies. Consumers also stockpiled more rice in preparation for Japan's typhoon season and a major earthquake warning, the USDA added. Local media NHK partly attributed the shortage to an influx in tourists pushing up demand for sushi and other rice-based dishes. On top of Japanese preparing for potential natural disasters, the MFAA also attributed the increase in table rice demand to an influx of tourists driving up food service demand.

MEXICO CITY (AP) — California avocado growers are fuming this week about a U.S. decision to hand over pest inspections of Mexican orchards to the Mexican government. Because the United States also grows avocados, U.S. inspectors observe orchards and packing houses in Mexico to ensure exported avocados don’t carry pests that could hurt U.S. crops. The letter added, "We are looking for specifics as to why you have concluded that substituting APHIS inspectors with Mexican government inspectors is in our best interest." Only the states of Michoacan and Jalisco are certified to export avocados to the United States. Some packers in Mexico buy avocados from other, non-certified states, and try to pass them off as being from Michoacan.

While school meal prices vary throughout the country, a survey conducted by the School Nutrition Association, a trade organization, found that lunches typically cost about $2.83 for elementary school students, $3 for middle school students and $3.05 for high school students. The prices mean that the $100 million in transaction fees could have bought another 33 million or so school lunches or over 55 million school breakfasts. “Junk fees on school lunch should not exist. A handful of states have made universal school meals permanent, but most have returned to the pre-pandemic format. “School lunch should always be free, and definitely free of judgment,” Fetterman said at the hearing on Wednesday.

Boar’s Head announced Friday it has indefinitely shut down a Virginia deli meat plant and discontinuing the liverwurst that is linked to a deadly multi-state listeria outbreak that also sickened dozens. In what it called a “dark moment” in the company’s history, Boar's Head said in a Friday statement it’s indefinitely closing its plant in Jarratt, Virginia, where the liverwurst product connected to the outbreak was made. We will work to assist each of our employees in the transition process.”This year’s liverwurst outbreak killed nine and hospitalized 57. Boar’s Head recalled its Strassburger Brand Liverwurst on July 25 over concerns it contained the bacterium Listeria monocytogenes. Some increased measures, according to Boar’s Head, include: Appointing a new chief food safety officer who will report directly to the company’s president; launching a food safety council comprised of independent food safety experts; and creating an enhanced and companywide food safety and QA program, Boar’s Head said.

CNN —Boar’s Head will close the Virginia plant that produced deli meat products tied to a deadly listeria outbreak, the company said on Friday. The move is part of several changes made after what it called a “dark moment in our company’s history.” Boar’s Head said it will permanently discontinue sales of liverwurst after an investigation found its production process was the root cause of the listeria contamination. It will also appoint a new food safety officer and food safety council made up of independent industry experts. But a USDA Notice of Suspension for the Virginia facility, shared by Boar’s Head, describes “inadequate controls” that allowed equipment and employees to move throughout the facility, potentially spreading bacteria. The agency called it the largest listeria outbreak since one linked to cantaloupe in 2011.

Low-income families who are robbed of their grocery funds may no longer get reimbursed if Congress doesn’t act by Sept. 30. Since late 2022, states have been authorized to use federal dollars to pay back victims of SNAP skimming thanks to a provision passed by lawmakers. Dutch Ruppersberger, D-Md., who has advocated on behalf of SNAP skimming victims for years. “It’s frustrating and, frankly, very confusing that they don’t view this as a priority.”Despite the directive expiring, SNAP skimming continues to be a pervasive problem. Sen. Ron Wyden, D-Ore., proposed a bill in March that would require chip-enabled SNAP EBT cards and other safeguards, but the bill has yet to advance.

CNN —California Governor Gavin Newsom has signed into law a bill that bans the use of red dye No. Known as the California School Food Safety Act and introduced by Democratic Assemblymember Jesse Gabriel in February, Assembly Bill 2316 prohibits a school district, county superintendent of schools or charter school with grades kindergarten through 12th from offering foods or beverages containing red dye No. “California is once again leading the nation when it comes to protecting our kids from dangerous chemicals,” Gabriel said in a news release. “No industry is more committed to food safety than the consumer packaged goods industry. After the state banned brominated vegetable oil, used mostly in some sodas, as part of its California Food Safety Act in October 2023, the US Food and Drug Administration revoked the regulation for its use nine months later.

U.S. health officials are investigating the outbreak of the bacteria listeria that began in May. A recall of Boar's Head products has expanded to include a whopping 7 million additional pounds of deli and poultry items in a deadly multistate outbreak of listeria infections. As of Tuesday, 34 people have gotten sick across 13 states in the outbreak — including 33 hospitalizations and two deaths. Last week, the deli meat company had recalled more than 207,000 pounds of deli meat, including liverwurst and ham products, because they may contain the bacteria Listeria monocytogenes. Boar's Head has now expanded that recall, the U.S. Department of Agriculture's Food Safety and Inspection Service (FSIS) announced in a press release Tuesday. Boar's Head said in a statement on its website that it had initiated the recall after a liverwurst sample collected by the Maryland Department of Health had tested positive for listeria.

New York CNN —The fees parents pay to make online deposits into their children’s school lunch accounts are under scrutiny at the Consumer Financial Protection Bureau, which found that some parents may pay up to 60 cents in fees for every dollar they deposit. “Transaction fees and other types of junk fees can take an economic toll on American families just trying to pay for basic school expenses, including school lunch for kids,” said CFPB director Rohit Chopra in a statement. Based on data the agency collected, it determined such families pay roughly $72 a year for 180 days of lunches plus $42 in fees when they make two deposits a month into their child’s account. The agency estimates that payment processors collect between $28 million and $92 million in fees from families paying full fare for lunch, and between $1.9 million and $10.2 million from those paying reduced prices. On top of transaction fees, parents may be charged a small program fee when they open an account or a convenience fee to transfer funds between their children’s accounts.
