China claims “indisputable sovereignty” over almost all of the South China Sea, and most of the islands and sandbars within it, including many features that are hundreds of miles from mainland China. China had “obstructed the Philippines from executing a lawful maritime operation in the South China Sea, interfering with the Philippines’ freedom of navigation,” Campbell said, according to a State Department readout. The Chinese coast guard on Monday said a Philippine supply ship “ignored China’s repeated solemn warnings” and “deliberately and dangerously” approached a Chinese vessel in “an unprofessional manner,” resulting in a collision. China Coast Guard spokesperson Gan Yu on Monday accused the Philippines of “illegally” delivering supplies to the stranded warship. It should now be clear to the international community that China’s actions are the true obstacles to peace and stability in the South China Sea.”

Philippines' President Ferdinand Marcos Jr. delivers a speech during the 21st Shangri-La Dialogue summit in Singapore on May 31, 2024. The president said should such an incident happen by willful action, it would "increase the level of response [by the Philippines]," and come "very, very close to what we define as an act of war." In late March, the Philippines accused a China Coast Guard vessel of utilizing its water cannon on a Filipino ship travelling to the Second Thomas Shoal, injuring three Filipino sailors. Earlier that month, the China Coast Guard was accused of a water cannon attack that left four Filipino crew members injured by broken glass. Beijing claims almost all of the South China Sea as its waters, despite a 2016 ruling by the Permanent Court of Arbitration that said that China's claims has no basis under international law.

The Japanese government chief spokesperson did not say how often Chinese ships entered Japan’s territorial waters, though foreign ships are allowed “innocent passage” through such waters. A contiguous zone extends another 12 nautical miles beyond a country’s territorial waters, the area that stretches 12 nautical miles from the shore. Foreign warships are allowed into contiguous zone waters – so the Chinese Coast Guard hasn’t broken any international agreements – but the continuous presence of the Chinese vessels there is seen as a provocation. It has frequently dispatched China Coast Guard and other government vessels to the waters around the islands to assert those claims. Hayashi, the Japanese government spokesperson, said Monday that Tokyo is answering the Chinese presence around the islands with vessels of its own.

The presence of the US Army’s Mid-Range Capability (MRC) ground-based missile system, increases the risks of “misjudgment and miscalculation” in a region already on edge over Chinese-Philippines face-offs in the South China Sea, Beijing says. It’s the first-ever deployment of the MRC missile system, also known as the Typhon system, to the Indo-Pacific theater, and it comes amid a series of US-Philippine military exercises, including the largest-ever edition of the bilateral Balikatan exercises beginning Monday. It also can fire the Tomahawk Land Attack Missile, a maneuverable cruise missile with a range of 1,600 kilometers (1,000 miles), according to the CSIS. Those are the same rules Washington and Manila accuse Beijing of ignoring with aggressive Chinese actions that have injured Filipino sailors and damaged vessels around disputed features in the South China Sea. Leaders from the three nations are meeting in a first-ever trilateral summit in a show of solidarity as China's assertiveness in the South China Sea has raised tensions in the region. Topping the meeting's agenda is China's increasing pressure in the South China Sea, which has escalated despite a personal appeal by Biden to Chinese President Xi Jinping last year. China claims almost the entire South China Sea, including the maritime economic zones of neighboring nations. Japan has a dispute with China over islands in the East China Sea. Chinese foreign ministry spokesperson Mao Ning said "China's activities in the East China Sea and South China Sea fully comply with international law" and that they were prepared to resolve issues through "dialogue and consultation" but criticized both the U.S. and Japan for ratcheting up tensions.

Washington CNN —The White House is very concerned by China’s actions in the South China Sea, a senior administration official said, as President Joe Biden prepares to draw two Asian allies closer at a historic meeting on Thursday. Japan and the Philippines both have separate territorial disputes with China, in the former’s case the Senkaku Islands in the East China Sea and in the latter’s areas of the South China Sea. Meanwhile, China claims the shoal, which is in the Philippines’ exclusive economic zone, as its sovereign territory, as it does much of the South China Sea, in defiance of an international arbitration ruling. CNN has previously reported that the three leaders will hold private discussions on the South China Sea. MANILA (Reuters) - U.S. Defense Secretary Lloyd Austin has reaffirmed Washington's commitment to a mutual defense treaty with the Philippines and criticised as "dangerous" China's use of water cannon and disruption of a Philippine resupply mission last week. In a phone call on Wednesday with his Philippine counterpart Gilberto Teodoro, Austin "reaffirmed the ironclad U.S. commitment to the Philippines" following Chinese obstruction at the Second Thomas Shoal "of a lawful Philippine resupply mission," said a statement from the Pentagon. Austin emphasised support for the Philippines in defending its sovereign rights and jurisdiction, it said. The Philippines routinely sends boats to the Second Thomas Shoal to deliver supplies to a small group of its soldiers posted to guard a warship that was intentionally grounded on a reef 25 years ago. The Philippines has been furious over what it calls repeated aggression by China's coastguard around disputed features located inside Manila's 200-mile exclusive economic zone.

China warned the Philippines on Monday to behave cautiously and seek dialogue, saying their relations were at a "crossroads" as new confrontations between their coastguards over maritime claims deepened tensions. The message was delivered by Chinese Vice Foreign Minister Chen Xiaodong during a phone call with Philippine counterpart Theresa Lazaro amid worsening friction over altercations at the Second Thomas Shoal in the South China Sea. In the call, Lazaro relayed Manila's "strongest protest against the aggressive actions" by the China Coast Guard and maritime militia against a Philippines' resupply mission in the South China Sea, her ministry said in a statement. The Philippines accused China's coastguard of using water cannon against a civilian boat supplying troops on Saturday at the Second Thomas Shoal, which it said had damaged the boat and injured some crew.

Hong Kong CNN —China’s coast guard used water cannon against Philippine boats in a contested area of the South China Sea on Saturday, the latest in a string of maritime clashes between the two countries. The AFP also accused the Chinese coast guard of performing a “dangerous maneuver” by crossing the bow of the resupply vessel before using the water cannon. It said China subsequently installed floating barriers to “prevent further entry of any vessels.”A Philippine Coast Guard vessel had been “impeded and encircled” by a Chinese coast guard ship and two Chinese “maritime militia” vessels, the agency said, cutting it off from the resupply boat. The ship is now mostly a rusted wreckage and is manned by Philippine marines stationed on rotation. What followed was two trips to the United States in less than a year for Marcos, and visits to the Philippines by high-ranking Biden administration officials. Marcos’ predecessor, the populist firebrand Rodrigo Duterte, was openly hostile to the United States and attempted to bring his country closer to communist China during his six-year term. For the United States, cementing alliances in the Asia-Pacific region is likewise crucial to keeping China in check. China’s Foreign Ministry, in a statement to Reuters, characterized China and the Philippines as “close neighbors across the sea” with a common interest in friendship. At the time, he said the cancellation of his visa was the latest in a list of “gripes and disrespect” by the United States.
