SEATTLE (AP) — The Washington state Senate unanimously approved legislation Tuesday that would ban police from hog-tying suspects, a restraint technique that has long drawn concern due to the risk of suffocation. “He was loved and he was somebody’s family member," Democratic state Sen. Yasmin Trudeau, who sponsored the bill, said during the Senate vote. The U.S. Department of Justice has recommended against the practice since at least 1995 to avoid deaths in custody. Democratic Sen. John Lovick, who worked as a state trooper for more than 30 years, described his experience with this restraint technique. And it is time for us to end the use of this dehumanizing technique.”The attorney general’s office in Washington recommended against using hog-tying in its model use-of-force policy released in 2022.

OLYMPIA, Wash. (AP) — The Washington state attorney general announced a $149.5 million settlement Wednesday with drugmaker Johnson & Johnson, more than four years after the state sued the company over its role fueling the opioid addiction crisis. If approved, the deal would send over $20 million more to respond to the opioid crisis than if the state had signed onto a national settlement in 2021 involving Johnson & Johnson, the attorney general’s office said. Washington state’s Democratic attorney general sued Johnson & Johnson in 2020, alleging that it helped drive the pharmaceutical industry’s expansion of prescription opioids. “The Company’s actions relating to the marketing and promotion of important prescription opioid medications were appropriate and responsible,” according to the statement. The attorney general’s office noted that the company was one of the largest suppliers of the raw narcotic materials needed to produce opioid drugs.

ILWACO, Wash. (AP) — A fire at a port building along the coast in Washington state destroyed more than 1,000 crab pots just ahead of the state's commercial Dungeness crab season, which opens Feb. 1. The remote area of the fire made it difficult to get enough water supply to fight the blaze, the Ilwaco Fire Department said in a Tuesday statement. About 8,500 crab pots on the deck surrounding the building made fighting the fire even more difficult, officials said. Heather Hall from the Washington State Department of Fish and Wildlife said the agency would do what they could to help crabbers who lost gear. The Washington Department of Ecology helped mitigate any potential environmental concerns from fire debris in the Columbia River on Tuesday.

REUTERS/Wolfgang Rattay/File Photo Acquire Licensing RightsNov 21 (Reuters) - A U.S. jury has ordered Bayer's Monsanto to pay $165 million to employees of a school northeast of Seattle who claimed chemicals made by the company called polychlorinated biphenyls, or PCBs, leaked from light fixtures and got them sick. The award included nearly $50 million in compensatory damages, and $115 million in punitive damages. Monsanto said in a statement that it will contest Monday's verdict, and that blood, air and other tests show the school employees were not exposed to unsafe levels of PCBs. PCBs are chemicals once widely used to insulate electrical equipment and in other common products like carbon copy paper, caulking, floor finish and paint. Employees, students and others have claimed in numerous lawsuits against the company that exposure to PCBs at the Sky Valley center caused their cancers, thyroid conditions and other health problems.

Biden, meanwhile, is absorbing brutal new polls showing him losing to GOP front-runner Trump in multiple key swing states. If the New York Times/Siena College survey is borne out in 2024, there would be no electoral path to victory for Biden. Biden supporters argue that his critics and media narratives set by the president’s low polls badly miss the most salient point that will define the 2024 election. The judge assigned to the US Federal Trade Commission’s antitrust lawsuit against Amazon.com has recused himself from the case, according to a court document filed on Wednesday. Senior Judge John Coughenour was assigned to the case on Tuesday, when the antitrust lawsuit was filed against Amazon in federal court in Seattle. Coughenour, an appointee of Republican former President Ronald Reagan, did not cite a reason for dropping off the case in the court filing. The case has been re-assigned to US District Judge John Chun based on rotation, according to the document. Amazon is facing a series of similar but smaller private consumer cases filed in recent years that are pending in the same US federal court with Judge Ricardo Martinez and the FTC has argued its case should be assigned to the same judge to avoid duplication or conflict.

A coalition of 25 state governors announced a major push to reach 20 million deployed heat pumps by 2030, they said in New York City on Thursday. Heat pumps are energy efficient replacements for fossil fuel powered furnaces and air conditioners. Heat pumps can also save consumers money -- around $300 a year in the United States, according to the IEA. In places like Europe, where gas prices are higher, having a heat pump can save customers around $900 a year, the IEA says. Maine, for example, has been remarkably successful in installing heat pumps with its own legislative action.

REUTERS/Joshua Roberts/File Photo Acquire Licensing RightsSept 6 (Reuters) - Three U.S. airlines on Wednesday warned of higher fuel costs in the third quarter due to a jump in crude prices, adding to pressures the industry faces from expensive labor contracts. Shares of Southwest Airlines (LUV.N) fell 4.1%, United Airlines (UAL.O) was down 1.3% and Alaska Air Group (ALK.N) edged lower about 1% before the bell. U.S. airlines do not generally hedge against fuel costs, making them vulnerable to price swings. CNN —Three people have died and three others have been hospitalized after drinking milkshakes contaminated with Listeria bacteria from a restaurant in Tacoma, Washington, health officials say. Investigators found the outbreak was linked to ice cream machines that were not cleaned properly at a Frugals restaurant in Tacoma, according to a release from the Washington State Department of Health. Two of the three who survived said they had a milkshake from the same Frugals in Tacoma before getting sick. The health department said no other Frugals restaurants are believed to be affected by the outbreak. Anyone who ate at the Tacoma restaurant between May 29 and August 7 and is showing symptoms of Listeria is urged to contact a doctor, the agency cautioned.

A growing wildfire has prompted evacuations in two eastern Washington State communities as helicopter crews raced to rescue residents “trapped by the fires,” which had rapidly burned more than 3,000 acres in a few hours on Friday, the authorities said. The wildfire, which began around noon and has been named the Gray Fire, caused evacuations in the communities of Medical Lake and Four Lakes, which together have over 5,000 residents. Mayor Terri Cooper of Medical Lake warned residents on Facebook on Friday afternoon that they needed to “get out now” and that transportation to shelters was available. Joe Smillie, a spokesman for the Washington State Department of Natural Resources, said by phone on Friday that several structures had been destroyed in Medical Lake by the wildfire, which remained zero percent contained on Friday night and was being pushed by wind gusts of around 35 miles per hour.

June 23 (Reuters) - Washington state plans to require electric vehicle charging companies to include Tesla's plug if they want to be part of a state program to electrify highways using federal dollars, an official told Reuters on Thursday. Washington follows the move by Texas to mandate Tesla's technology, The North American Charging Standard (NACS), adding momentum to CEO Elon Musk's hope of making it the national charging technology. GM (GM.N), Ford (F.N) and Rivan (RIVN.O) have said they would embrace Tesla's NACS, shunning efforts by the Biden administration to make the Combined Charging System (CCS) the dominant charging standard in the United States. Buell said state officials are still trying to determine the right mix of NACS chargers based on current federal requirements. The plan by Washington may add pressure on other states and the federal government to adopt Tesla's NACS.
