I know we’ll want to talk about the Hunter Biden trial. The long and short of it is that Texan Latinos, once reliably Democratic, are turning against Joe Biden on account of the border chaos. Or does it merely confirm that the administration sat on its hands for more than three years while the crisis got worse? Gail Collins: Bret, there are parts of Texas that are the natural first destinations for people crossing the border illegally. That’s a crisis, but I think you’ve agreed with me in the past that overall, the influx of immigrants has been terrific for the national economy.

WASHINGTON — President Joe Biden is expected to sign an executive action Tuesday that would temporarily shut down the southern border when daily migrant crossings between legal ports of entry exceed 2,500, with the border reopening when the number falls below 1,500, according to three people familiar with the discussions. Details of the executive order were reported exclusively by NBC News on May 23. On Sunday, Claudia Sheinbaum, whose candidacy was supported by López Obrador, won election to succeed him as president. A shutdown would not block trade, travel or entry by immigrants presenting themselves lawfully for asylum at ports of entry. But it would block migrants from applying for asylum if they crossed the border between ports of entry during the shutdown.

Trump repeated false claims that many migrants are former prisoners or have been institutionalized in their home countries. Trump told Time he would target between 15 million and 20 million people who he said are undocumented in the US. Pew Research Center estimated the number of undocumented migrants in the US was around 10.5 million in 2021. As of 2021, it estimated about 3% of the US population and about 22% of the foreign-born population were undocumented.

These attacks have over the years undermined university leadership and provoked students, staff and faculty. University leaders responded positively, helping to build more dynamic and well-endowed centers for this work than on any other peer campus in the country. Many students, staff and faculty, especially those from minority backgrounds, feel that they have suffered setback after setback at the hands of hostile politicians and deferential administrators. Public and private university leaders have become more distant from their own campuses as they focus on fund-raising and testifying before hostile federal and state legislatures. There are, of course, good reasons why university leaders should not give in to protesters on these and other points.

For many months, the small border city of Eagle Pass, Texas, has provided the backdrop for a bitter legal battle between Gov. Greg Abbott and the Biden administration over how best to handle record numbers of migrants arriving at the border. The court fights, which intensified this week, have centered on claims that the border is in crisis. But recently, the opposite has been happening along the Rio Grande as it curves its way through Eagle Pass: In an area that last year was the epicenter of unauthorized migration along the southern border, far fewer migrants have been crossing. Mr. Abbott has cited the slowdown as evidence that his aggressive attempt to push the boundaries of immigration law and his $10 billion program to harden the state’s border with Mexico — using National Guard troops, razor wire, helicopters, boats and floating buoys in the Rio Grande — has been working.

The Supreme Court on Tuesday allowed Texas to enforce a contentious new law that gives local police the power to arrest migrants. The dispute is the latest clash between the Biden administration and Texas over immigration enforcement on the U.S.-Mexico border. Circuit Court of Appeals said in a brief order that it could go into effect March 10 if the Supreme Court declined to intervene. On March 4, Justice Samuel Alito issued a temporary freeze on the law to give the Supreme Court time to consider the federal government's request. Solicitor General Elizabeth Prelogar said in court papers that the Texas law is "flatly inconsistent" with Supreme Court precedent dating back 100 years.

CNN —US Rep. Colin Allred will win the Democratic nomination in Texas to take on Republican Sen. Ted Cruz, CNN projects. Allred defeated state Sen. Roland Gutierrez and seven other contenders in the Democratic primary Tuesday. Six years after then-Rep. Beto O’Rourke shattered fundraising records with his near-miss bid to unseat Cruz, Texas Democrats are trying again. Republican Sen. John Cornyn cruised to a 10-point reelection win in 2020, and GOP Gov. Cruz, meanwhile, easily overcame marginal opposition from two little-known Republican primary challengers as he seeks a third term.

On Thursday, President Joe Biden and presidential candidate Donald J. Trump separately toured strips of the border flanked by federal and state agents. For both, there was an eerily similar use of border security backdrop, signaling the decisive role it and immigration will play in the election. Their visits were but another reminder of how the border is used for political theater. Across South Texas, where I lived in recent years, I have repeatedly witnessed federal and state agents convert tiny slivers of the border into sites of violent spectacle. The ex-president will be in Eagle Pass, scene of a border showdown between the Biden administration and Texas Republican Gov. “He spent three years not going to the border,” Trump told Real America’s Voice Tuesday. But White House and Biden campaign officials see a unique opportunity for Biden to point the finger at Republicans on border security. The American voters will see it,” Cedric Richmond, a Biden campaign co-chair, told CNN. And Biden’s decision to immediately undo multiple Trump immigration policies offered an opening to the GOP.

McALLEN, Texas (AP) — Texas will build an operations base for up to 1,800 National Guard members in Eagle Pass, expanding the presence of soldiers in the border city where the state has clashed with the Biden administration over immigration enforcement, Republican Gov. “This will increase the ability for a larger number of Texas military department personnel in Eagle Pass to operate more effectively and more efficiently,” Abbott said. The mayor of Eagle Pass said the move at the start of January caught the city off guard and questioned the timing, given that crossings have fallen in recent weeks. The U.S. Justice Department last month asked the U.S. Supreme Court to order Texas to allow Border Patrol agents back into park. The Biden administration says Border Patrol agents use the park to monitor the river and to launch boats into the Rio Grande.

Texas' new law is set to take effect March 5. For months, tensions have escalated between the Biden administration and Texas over who can patrol the border and how. A heavy presence of Texas National Guard members in the border city of Eagle Pass has denied Border Patrol agents access to a riverfront park. The new measure would allow any Texas law enforcement officer to arrest people who are suspected of entering the country illegally. Republicans have defended the law by saying it would likely only be enforced near the U.S-Mexico border.

Last Saturday, a crowd of several hundred people gathered in a grassy field near the bank of the Rio Grande in Quemado, Texas, for a rally in support of the state’s defiant stance on immigration. The event, which was held by the protest group Take Our Border Back, marked the final stop of a dayslong convoy of conservative Americans who, in a procession of cars, trucks and mobile homes, made their way to Quemado to demonstrate their frustration over what they see as the federal government’s failure to enforce immigration laws at the border. A response to the intensifying confrontation over border security and immigration between the Biden administration and the Texas governor, Greg Abbott, the event featured an unexpected blend of political anger and religious ardor.

Those cases could ultimately determine how much power, if any, states possess to police international borders when they disagree with federal immigration policies. The Biden administration has sued to strike down the law, claiming it interferes with the federal government's exclusive powers to police the border and enforce immigration laws. In defending the law, Texas will have to contend with a 2012 U.S. Supreme Court ruling that struck down key provisions of an Arizona immigration law. Texas in its lawsuit claims that by destroying the wire, federal agents are violating the state's property rights. Days after four migrants drowned in the river last July, the state installed the string of buoys, prompting a lawsuit by the Biden administration.

Crossings in recent weeks are down overall along the entire U.S. border, including areas without such a heavy security presence. The arrival of GOP governors to Eagle Pass rounds out a weekend that has kept the small border city of roughly 30,000 residents in an unwitting spotlight. The number of crossings in Eagle Pass has recently fallen to a few hundred a day. Mexico has bolstered immigration efforts that include adding more checkpoints and sending people from the northern border to southern Mexico. Greg Abbott of Texas said on Sunday that he was expanding his effort to establish state control over areas near the Rio Grande in an effort to deter migrants. A top Texas official said state law enforcement officers were also looking to move in on riverside ranch land north of the city that migrants have continued to use for crossing. Texas has deployed National Guard troops and state police officers up and down the Texas border since 2021, and began stringing concertina wire along the banks of the river the next year. “As we speak right now, the Texas National Guard, they’re undertaking operations to expand this effort,” Mr. Abbott said during a news conference at the park. Most people know by now about the border war between Texas and the United States playing out along the banks of the Rio Grande. Less obvious, but no less consequential, is an emerging border war inside the Supreme Court. At the physical border are 29 miles of coiled razor wire on the United States side of the river, put in place by the Texas National Guard on orders from Gov. It has had the added and hardly unpredictable effect of barring access to the border by the federal Border Patrol agents. The state lost in Federal District Court on the grounds that the United States is immune from suits of this type.

A line of trucks and campers, cars and vans — from South Dakota and North Carolina, Washington and Pennsylvania — snaked over farm roads on Saturday before gathering on the winter-brown grass of a ranch, steps from the Rio Grande, in the rural community of Quemado, Texas. The gathering marked the final stop of a days-long journey: a convoy of conservative Americans who drove to the border to demonstrate their frustration, fear and anger over what they saw as a broken immigration system. The location in Quemado had been chosen for its proximity to the city of Eagle Pass, a flashpoint in the pitched confrontation over border security and immigration between the Biden administration and Gov. Greg Abbott of Texas. Other convoys this week reached the border in Yuma, Ariz., and San Ysidro, Calif., all with the goal of spurring tighter controls on migrants crossing the border.

As both sides moved closer toward a possible agreement, former President Donald Trump stepped in to torpedo attempts at a compromise.
