San Diego AP —Former military defense contractor Leonard “Fat Leonard” Francis was sentenced Tuesday to 15 years in prison for masterminding a decade-long bribery scheme that swept up dozens of U.S. Navy officers, federal prosecutors said. The Malaysian defense contractor was a key contact for U.S. Navy ships at ports across Asia for more than two decades. He pleaded guilty in 2015, admitting that he had offered more than $500,000 in cash bribes to Navy officials, defense contractors and others. While awaiting sentencing, Francis was hospitalized and treated for renal cancer and other medical issues. The felony convictions of four former Navy officers were vacated following allegations of prosecutorial misconduct.

The Association of Southeast Asian Nations (ASEAN) has continued to emerge as an economic winner of increasing geopolitical tensions between China and the United States, though risks from fragmentation remain, the International Monetary Fund (IMF) says. Though U.S.-China tensions have been deteriorating in recent years, ASEAN has adapted and continued to integrate with the global economy, the IMF said in its latest Asia-Pacific Outlook report, released Friday. "Despite geopolitical tensions, ASEAN has continued to strengthen trade and investment links with both China and the U.S.," the report said. "[T]he region has even been able to take advantage of trade diversion opportunities caused by US-China trade tensions," the report added. MANILA, Philippines — Police in the Philippines said Wednesday that they had arrested three suspects in the kidnapping of an American in the country’s south and that they believe the victim, who was shot in the leg during the abduction, is still alive. Two of the suspects in the Oct. 17 kidnapping of Elliot Onil Eastman, 26, in Sibuco town in Zamboanga del Norte province surrendered separately and pointed to a third suspect, who was arrested in Sibuco, police officials said. Three other suspects, who may be holding Eastman, have been identified, police said, adding that more people could be involved. He has been posting Facebook videos of his life in Sibuco, a remote and poor coastal town, where the suspects spotted him, Galvez said. US Army soldiers are training to operate at night in the challenging jungle environment of the Pacific. During a recent war game, soldiers engaged in a long-range maritime air assault to seize an airfield at night. US Army Pacific held its large-scale annual Joint Pacific Multinational Readiness Center training rotation in Hawaii earlier this month. During this year's JPMRC rotation in Hawaii, soldiers executed a long-range maritime air assault involving around 300 soldiers traveling to seize an airfield 200 miles away in the middle of the night. China’s military exercises around Taiwan, a democracy of 23 million people, have become increasingly frequent in recent years and have tended to coincide with events that have angered Beijing. In August 2022, China launched a week of military drills following a visit to the island by then-US House Speaker Nancy Pelosi. Ahead of the drills, the Eastern Theater Command released a propaganda video entitled “prepared for battle” on its social media accounts. The PLA did not say whether the drills involved live fire exercises, and, as of now, China has not launched any missiles. A total of seven Chinese warships plus additional Coast Guard vessels were detected near the Taiwan Strait, according to the ministry.
