Mr. Vance’s stumbles have come after a remarkable two weeks when Mr. Trump survived an assassination attempt, and then rallied the party — and even some skeptics — behind him. Then, in a sense, Mr. Trump and Mr. Vance were the victims of that success. Image Mr. Vance, center right, and Mr. Trump at the Republican National Convention earlier this month. Some of Mr. Vance’s comments on some conservative podcasts veered into serious policy critiques that trucked in antisemitic tropes and racial stereotypes. Still, the Harris campaign was happy with the bruises they had inflicted.

While Trump insists he's sticking with Vance, the senator's poor polling combined with Vice President Kamala Harris' momentum has led some to ask: Could Trump replace Vance? The Democratic and Republican National Committees have separate rules governing how they fill vacancies of presidential or vice presidential nominees. Related stories"I think sometimes what people forget is that people start voting in September," Dacey told Business Insider. It would be, he said, "extraordinarily disruptive" both logistically and politically to replace Vance as the vice presidential nominee. In 2020, there were rumors he would replace former Vice President Mike Pence on his ticket.

Middletown, Ohio CNN —Minutes into his first solo event as Donald Trump’s running mate, Sen. JD Vance had already divided his hometown audience here – over donuts. The fallout has left him without a Democratic counterpart after Vice President Kamala Harris quickly emerged as her party’s presumptive nominee. Vance leaned into his biography during his appearance Monday in Middletown, where someone held up a homemade “2028 Vance for President” sign. Andy Beshear – seen as a potential Harris running mate – sought to undermine Monday. “If Joe Biden can’t run for president, he can’t serve as president,” Vance said.

Charlotte, North Carolina CNN —Donald Trump will step out onto the campaign trail Wednesday to an entirely new race and a political landscape once again irrevocably altered by an unprecedented election year. Meanwhile, Trump and his campaign are working to reimagine a playbook and operation launched to take on an unpopular 81-year-old incumbent. He predicted that Harris would start “gaining on or even leading President Trump” in the polls, though he also insisted that the “honeymoon” period would end. Trump’s appearance in Charlotte will provide his first opportunity to contrast himself with Harris before voters in a battleground state. But it was left off the list of states that the Biden campaign viewed as most winnable in a sobering post-debate assessment of the race.

CNN —Vice President Kamala Harris is less than two weeks away from naming her own running mate. Democrats close to the process say the roster of leading contenders being vetted still includes North Carolina Gov. A new CNN poll conducted by SSRS showed no clear leader in a matchup between Harris and Trump. The former president holds 49% support among registered voters nationwide to Harris’ 46%, a finding within the survey’s margin of sampling error. The party has said its goal is to nominate its presidential and vice presidential candidates by August 7.

CNN —Kamala Harris has the support of enough Democratic delegates to win the party’s nomination for president, according to CNN’s delegate estimate. Harris crossed the threshold amid a wave of endorsements from state delegations Monday evening. CNN’s count comes from public statements of support from delegates and state delegations, CNN reporting and conversations with delegates. Endorsements from state delegations are counted as unanimous support for Harris absent other information. I look forward to formally accepting the nomination soon,” Harris said in a statement from her campaign late Monday.

Vice President Kamala Harris is already seeing a wave of big money donor support following President Joe Biden dropping out of the race, with the help of bundlers who have assisted her in past races, according to people familiar with the matter. Lasry helped raise money for the vice president when she ran against Biden in the 2020 Democratic primary. Hoffman has donated at least $10 million to supportive Biden political action committees so far this election, according to Federal Election Commission records. The campaign filed the new name of their campaign, "Harris for President," with the FEC. That would come with the added risk of donors potentially deciding not to donate to the new campaign, Massoglia said.

In practice, whoever the presidential nominee chooses as their running mate is typically accepted by the delegates. What happens to the money raised for Biden’s reelection? Biden’s reelection efforts had raised a total of $240 million at the end of June. Those funds are split across the DNC, allied committees and Biden’s campaign committee itself. While no US president has been pressured out of a reelection campaign due to concerns over his mental fitness, it is not unprecedented for an incumbent president to abandon his reelection campaign — but it is rare.

CNN —The Biden-Harris campaign on Sunday formally amended filings with the Federal Election Commission to rename its principal committee and declare Kamala Harris a candidate for president. The move means that should she remain on the ticket for the general election, according to the Campaign Legal Center, Harris could assume control of the Biden-Harris campaign account, which had nearly $96 million cash in hand at the end of June. It’s possible the Biden campaign will need to ask the Federal Election Commission for guidance, in the form of an advisory opinion, in the coming weeks, Engle added. That could allow Harris to start a new campaign account, revisit donors who had already maxed out contributions to the Biden-Harris campaign and hit them up again, one election attorney said. “I think the general consensus view is, because Harris’s name is already on the paperwork, she can accept it for the general election.

Following Biden's endorsement, the president's reelection campaign committee rebranded itself to "Harris for President," handing her the keys to a $91 million war chest. Beyond seeking to upstage the first female vice president, other ambitious Democrats would have to raise their national profile in a way Harris does not. AdvertisementThe prospect of Harris' nomination is far from a political panacea for nervous Democrats. As leader of his party, Biden pushed the DNC to rubber stamp his plan to shake up the primary calendar. If the virtual vote moves forward, ambitious Democrats will face an even tighter window to organize opposition to Harris' nomination.

Instead, Biden’s campaign unraveled over the course of the next 24 days. It’s a high-risk, high-reward gamble for Democrats, resetting a campaign Biden was losing with a new nominee just 107 days before the election. Dunn and her husband, Bob Bauer, were among Biden’s debate prep team and had faced the ire of the president’s family in the aftermath of the debate. Several news outlets, including CNN, reported that Pelosi and former President Barack Obama had privately expressed concerns about the future of Biden’s campaign. That same day, ABC News reported that Schumer told Biden in their Saturday meeting that it would be best if he bowed out of the presidential race.

CNN —President Joe Biden outraised – and dramatically outspent – the campaign of Republican rival Donald Trump last month, new campaign reports filed Saturday show, raising questions about how long the president’s political team can operate at full throttle if donations dry up. By contrast, Trump’s campaign spent just shy of $10 million, leaving $128 million in its war chest. One fundraiser that proceeded over the weekend in Cape Cod brought in more $2 million, campaign officials said. Trump’s campaign, meanwhile, has consistently spent far less than Biden’s. A super PAC backing Trump’s candidacy, MAGA Inc., meanwhile, entered July with nearly $114 million in available cash.

One, in particular, summed up the mood among Biden’s donors, he said. After weeks of turmoil over the future of the Democratic ticket, Kessler said the campaign donors he’s courted as a bundler for Biden’s campaign are turning their full attention to Harris and committing to work on her behalf. On Sunday afternoon, the Biden campaign filed paperwork with federal election regulators, transforming itself into the “Harris for President” committee. Lindelof was among the contributors who had called on fellow Democratic donors to stop writing campaign checks. Morgan had planned a fundraiser for the Biden campaign in Florida, but those plans had been put on hold because of the tumult unleashed by the June 27 debate .

Biden said he would speak to the matter further later this week. His decision, made after weeks of growing pressure from members of his own party, throws Democrats into uncharted territory. Sen. Joe Manchin, an independent from West Virginia who caucuses with Democrats, called for an "open process" to select a new nominee as he called for Biden to step aside earlier on Sunday. On Sunday, immediately after Biden announced his decision to withdraw, a series of Republican politicians called on Biden to resign immediately, including Speaker Mike Johnson. "If Joe Biden is not fit to run for President, he is not fit to serve as President," Johnson said.

Wealthy supporters of President Biden’s campaign have slammed their wallets closed, with support from major donors in July on track to plummet to roughly half of the previous month’s amount if he remains in the race, according to four people briefed on the campaign’s finances. The campaign had hoped to raise about $50 million from large donors into the Biden Victory Fund, which diverts money to the Biden campaign, the Democratic National Committee and the state Democratic parties. That was the amount that large donors gave in June, according to one of the people briefed on the matter. Mr. Biden raised $28 million in one night in June at a Hollywood fund-raiser that was hosted by the actor George Clooney. Last week, Mr. Clooney urged Mr. Biden to end his campaign.

US President Joe Biden steps off Air Force One as he arrives at Hagerstown Regional Airport in Hagerstown, Maryland, June 20, 2024, on his way to Camp David. Those delegates are set to vote for their presidential nominee in a virtual roll call in early August, before the Democratic National Convention. If Biden ends his campaign before voting begins, the pledged delegates could cast their ballots for a new candidate. According to the DNC rules, If no candidate won a majority on that first ballot, then the more than 700 "superdelegates" could join in subsequent votes. The voting would then continue until one candidate won a simple majority of delegates.

The horrible assassination attempt on Donald Trump has underscored Joe Biden’s dire political situation. Americans hope the awful events in Butler, Pa., will inspire the reversal of our ever-coarsening political culture, as Mr. Biden called for on Sunday night. Nonetheless, politics will march forward — and have no doubt, Mr. Biden is losing this race. The total war between Mr. Trump and Mr. Biden has now raged for eight years and exhausted our nation. Joe Biden cannot offer that.
