CNN —A large, pink, inflatable man, created by the Chinese contemporary artist Yue Minjun, has divided opinion in a small town in Wales. “The image represents the boredom of Chinese society during the rise of consumerism and economic reform in the early 1990s,” the centuries-old Ruthin School said in a post on Facebook. Yue’s work, in particular his many grinning self-portraits, have become among the most recognizable pieces of Chinese contemporary art. She said the school’s students “love it” are “really quite fond” of the large inflatable man. Eva Hesse, the German American artist, wanted her work to look “ucky,” and accordingly, many of her sculptures can make your skin crawl. They behave like skin themselves: irregular in texture, their craggy folds suggesting, unnervingly, something alive. Hesse, a post-Minimalist of the 1960s (she died in 1970), dismantled the ideological scaffolding holding up what was considered art, often by reimagining industrial, non-art materials. They spread across the floor and crept up walls, unruly and impolite, like little else art had seen before. They’re given ample breathing room across the gallery’s ground floor, cool and low-lit, which gives a revenant, sepulchral flavor.

The multiplier effect of culture in New York is huge both in economic and human terms. But arts funding does not consistently rise to meet it. From one vantage, the city’s cultural funding can look robust. Over the past decade, the money allocated to the Department of Cultural Affairs has increased considerably, as City Hall officials will point out. And at any rate, between 2023 and 2024, the overall budget decreased by $7 million to $241 million, as the migrant crisis required cuts across municipal divisions.
