In the United States, the families are expected to seek resettlement under the "Priority 1" refugee program. The activists were not imprisoned, but had been barred from leaving Vietnam. The officials would not identify any of the four people, citing diplomatic and security sensitivities, but the two ex-prisoners' names are known. Vietnam is holding at least 159 political prisoners and detaining 22 others, Human Rights Watch said earlier this month. Biden administration officials pushed for the exit visas as an additional step during final negotiations over the joint statement and trip logistics, according to one of the U.S. officials.

Fearful of the potential reaction from its much larger neighbour, Vietnam had initially expressed caution about the upgrade. Yet it is unclear what Vietnam, which is at odds with China over boundaries in the South China Sea, stands to gain in the short term from the upgrade. Meanwhile, Vietnam is talking with several other countries to upgrade and expand its mostly Russian-made arsenal, and has recently engaged in multiple high-level defence meetings with top Russian officials. The U.S. may offer more, said Vu Tu Thanh, head of the Vietnam office of the US-ASEAN Business Council. The upgrade of relations is expected to boost U.S. firms' plans in Vietnam.

The boost to formal ties could bring billions of dollars of new private investment and some public funds to Vietnam's semiconductor industry. But industry officials, analysts and investors said that the small pool of trained experts will be a crucial hurdle for the rapid development of the chip industry. There's also a risk of inadequate supply of trained chips software engineers, said Hung Nguyen, senior program manager on supply chains at RMIT University Vietnam. The White House has not specified which segments of the chips industry in Vietnam will be prioritised, but U.S. industry executives have indicated that the back-end is a key growth sector. More private investment could come, especially if a significant share of the $500 million available under the U.S. CHIPS Act for global semiconductor supply chains ends up in Vietnam.

HANOI, Aug 27 (Reuters) - Four people have been killed in a collapse in a coal mine in Vietnam's mining centre of Quang Ninh, the state-run Thanh Nien newspaper reported on Sunday. The accident happened late on Saturday at a mine operated by Vang Danh Coal Company, a unit of Vietnam's state coal miner Vinacomin, Thanh Nien reported. The newspaper did not give a reason for the collapse. In March a similar accident happened at a Vang Danh-operated mine but no one was killed. Vinacomin said last year that mine accidents killed at least 17 miners in the first nine months of 2022.

On the other side of the world in Auckland, the USWNT took down World Cup newcomer Vietnam 3-0. It was nonsense to worry about what to watch or whether Messi would upstage the women. MLS chief Don Garber, for one, says he’s not worried about the impact Saudi money could have on the ability of the MLS to expand into markets outside the US, especially as it failed to win Messi. Friday may have been the first time in his life that Messi was someone else’s opening act. The USWNT did what was expected, beating a lesser team in Vietnam, but they also have a lot of work in front of them.

CNN —The US Women’s National Team (USWNT) kicked off their Women’s World Cup campaign with a comfortable 3-0 victory against Vietnam. A brace from US soccer’s newest superstar Sophia Smith and a late goal from Lindsey Horan was enough to give the defending champion a dream start as it begins a historic World Cup campaign. The USWNT are chasing a third World Cup in a row and could not have asked for a better start, dominating proceedings from the outset before Smith opened the scoring just 14 minutes into her World Cup debut. The Portland Thorns forward squeezed the ball into the net – albeit with a much scrappier effort than her opener. As chances came and went for the USWNT, it took more brilliant work from Smith to extend the lead.

LOS ANGELES, July 6 (Reuters) - Warner Bros (WBD.O) studio on Thursday said a map in its upcoming "Barbie" movie of the South China Sea is a "child-like" drawing with no intended significance, days after Vietnam said it would ban the film over the map. Vietnam balked at a scene of the map that shows China's unilaterally claimed territory in the South China Sea, state media reported on Monday. “The map in Barbie Land is a whimsical, child-like crayon drawing," the studio said in a statement. Vietnamese authorities objected to a scene showing a map that includes the so-called nine-dash line, the newspaper said. "Barbie" is the latest movie to be banned in Vietnam for depicting China's nine-dash line, which was repudiated in an international arbitration ruling by a court in The Hague in 2016.

Warren Buffett's Berkshire Hathaway once again increased its stakes in five Japanese trading houses, and Jefferies said watch out for more such buying from the "Oracle of Omaha." Thanh Ha Pham, equity analyst at Jefferies, said Berkshire's holdings in these companies could go even beyond 10% in the future, and collaboration with Berkshire's businesses is another avenue to explore. The 92-year-old Buffett paid a visit to Japan and met with the heads at these Japanese firms earlier this year. Like Berkshire, the Japanese trading firms, also known as sogo shosha, are conglomerates that are involved in a wide range of products and services, including energy, machinery, chemicals, food, finance and banking. "By investing in trading houses, investors obtain a well-diversified business portfolio that is not exposed to any single industry or geography," Pham said.

OECD senior tax official John Peterson declined to comment about the outcome of the meeting, citing confidentiality rules. However, he said if one country compensates a multinational with "targeted benefits, for example in the form of grants or tax credits" it would no longer be able to raise revenues from a top-up tax. In that case, the company "will simply be subject to additional top-up tax, equal to the same amount, in another jurisdiction." Decisions on compensation would be taken case by case and no direct link would be established between handouts and the top-up tax, the source added. Asked whether the planned rules could be considered a direct subsidy to offset multinationals' higher taxes, the OECD declined to comment as Vietnam's plans had not been finalised.

Sometimes there’s not enough rain when seedlings need water, or too much when the plants need to keep their heads above water. Rice farmers are shifting their planting calendars. On top of that, there’s climate change: It has upended the rhythm of sunshine and rain that rice depends on. That’s a fraction of the emissions from coal, oil and gas, which together account for 35 percent of methane emissions. His experiment, carried out over seven years, concluded that by not flooding the fields continuously, farmers can reduce rice methane emissions by more than 60 percent.
Vietnam to require social media users to verify identity

HANOI, May 8 (Reuters) - Vietnam is preparing to make it mandatory for social media users of both local and foreign platforms to verify their identity in a bid to rein in online scams, state media reported on Monday. The measure, part of the Telecommunications Law Amendment to be issued by the end of this year, will enable law enforcement agencies to track down offenders using social media to break the law, state-run Voice of Vietnam (VOV) newspaper reported. "There are times the authorities can identify social media account holders that violate the laws but cannot track them down because those criminals use cross-border applications," VOV cited information deputy minister Nguyen Thanh Lam as saying. "Unverified accounts, no matter on local or foreign platforms such as Facebook, TikTok, YouTube, will be dealt with." Vietnam in recent years has issued several regulations together with a cybersecurity law that target foreign social media platforms in a bid to battle disinformation in news and force foreign tech firms to establish representative offices in Vietnam and store data in the country.

U.S. Secretary of State Antony Blinken and Vietnam Foreign Minister Bui Thanh Son in Hanoi on Saturday. HANOI, Vietnam—Secretary of State Antony Blinken broke ground at a new U.S. embassy site during his first visit to Vietnam as America’s top diplomat, with Washington seeking to establish closer relations with a country that has historic ties with both China and Russia. In Communist-led Vietnam, Mr. Blinken didn’t make comments about China, with whom Washington’s relations have worsened. Instead, as with much of Southeast Asia—where governments are wary about picking sides—U.S. officials say they are eager to build practical cooperation based on trade and adhering to agreed upon international rules of the road.
