JERUSALEM, Oct 29 (Reuters) - Israel's Energy Ministry said on Sunday it had awarded 12 licenses to six companies to explore for natural gas off the country's Mediterranean coast, aiming to create more competition and diversify suppliers. It said that one group that includes ENI (ENI.MI), Dana Petroleum and Ratio Energies (RATIp.TA) will explore in an area west of the massive Leviathan field, which supplies Israel with gas and is also used for export. Another group comprised of BP (BP.L) Socar (403550.KS) and NewMed (NWMDp.TA) will explore north of the Leviathan, the ministry said. "The winning companies have committed to unprecedented investment in natural gas exploration over the next three years, which would hopefully result in the discovery of new natural gas reservoirs," said Energy Minister Israel Katz. Reuters GraphicsThe Tel Aviv Inter-Bank Offered Rate, or TELBOR , a proxy for interest rate expectations, shows markets are now pricing in just over 50 bps of rate cuts over the next 12 months. "We thought the market was overreacting and exaggerating a rate cut in the (Oct. 23) decision, during the war," Bank Hapoalim's Shafrir said. The central bank's own economists project 50-75 bps of rate cuts in the next year. Prior to the war, markets had predicted that the benchmark rate would be lowered by at least 100 bps through 2024 as inflation returned to its target range. Israel's next rate decision is due on Nov. 27 with markets currently expecting rates to be held, and the three-month TELBOR rate pointing to a 25 bps cut in early 2024.

The Bank of Israel building is seen in Jerusalem June 16, 2020. Finance Minister Bezalel Smotrich has said the government will spend whatever is needed on the war and on compensation. Bank of Israel Governor Amir Yaron on Monday cautioned that it was "important to continue conducting responsible fiscal policy." The central bank projects the debt-to-GDP ratio growing to 62% this year and to 65% in 2024 from 60.5% in 2022. Israel will have to raise more debt, but the government still has some manoeuvring room, given the relatively low budget deficit and debt-to-GDP ratio before the war as well as its long-term debt portfolio, the ministry official said.

The cost to Israel's economy of its war with Hamas militants will be unlike anything it has experienced in decades. "This is not a hit for contractors or industrialists alone," said Raul Sarugo, president of the Israel Builders' Association. Israel was blindsided on Oct. 7 by Hamas gunmen from Gaza who rampaged through border towns in the deadliest attack on civilians in its history. The conflict has also halted the movement of thousands of Palestinian labourers from Gaza to Israel and curtailed the flow from the occupied West Bank. The Economy Ministry created a war room and put out a call for help.

El Al Israel Airlines planes are seen on the tarmac at Ben Gurion International airport in Lod, near Tel Aviv, Israel March 10, 2020. Insurers for Israeli flag carrier El Al Airlines (ELAL.TA), Israir (ISRG.TA) and Arkia have previously said they can issue such notices due to the war between Israel and the Palestinian group Hamas. Israeli airlines have now received the notices, two sources told Reuters, without naming the airlines. Israeli's parliamentary finance committee last week approved a plan to provide a state guarantee of $6 billion to cover insurance against war risks to Israeli airlines. Airlines normally take out two types of policy - an "all risks" policy which covers both regular damage to the hull and passenger liability, and a "war" policy to cover war or terror-related losses to the aircraft.

Palestinian officials said the blast at Al-Ahli al-Arabi hospital was caused by an Israeli air strike. Israel blamed the blast on a failed rocket launch by the Palestinian Islamic Jihad group, which denied responsibility. President Tayyip Erdogan called the blast "the latest example of Israeli attacks devoid of the most basic human values". Following the NSC's appeal, Israeli airlines said they were arranging flights from Istanbul on Wednesday for Israelis who want to leave Turkey. JERUSALEM, Oct 17 (Reuters) - Web Summit Chief Executive and founder Paddy Cosgrave on Tuesday apologised for comments he made on the Israeli-Hamas conflict that prompted some technology companies and investors to withdraw plans to attend its conference in Portugal next month. Web Summit, one of the world's largest tech conferences, will take place in Lisbon from Nov. 13-16, with attendees from companies such as Meta (META.O) and Microsoft (MSFT.O) to investors such as Atomico. "War crimes are war crimes even when committed by allies, and should be called out for what they are," wrote Cosgrave, who was born in Ireland. Among executives to have cancelled their participation at Web Summit are AI21 Labs' Ori Goshen; Tome's Keith Peiris; Sequoia Capital partner Ravi Gupta; Yinon Costica, co-founder of Israeli cybersecurity unicorn Wiz; and Y Combinator’s Garry Tan, according to LinkedIn and X posts. Philippe Botteri, CEO of tech investor Accel, said in a LinkedIn post on Monday he would no longer speak at Web Summit.

"The interest rate increases were due to inflation, and the reality has changed. I turn to the governor: just lower the interest rate," said committee chairman Moshe Gafni during a session to discuss compensation for those impacted by the fighting. Finance Minister Bezalel Smotrich, who was participating in the panel's session, rejected Gafni's call to demand Yaron lower rates. Gafni also called on banks to waive interest payments and said he was not satisfied with a central bank plan issued on Sunday. Under the plan, loan payments of mortgages, consumer credit and business credit would be deferred without charging interest and without charging fees.

By Steven ScheerJERUSALEM (Reuters) - Half of Israeli hotel rooms are being used to house families evacuated from communities near the Gaza Strip, where an Oct. 7 rampage by Hamas gunmen triggered a cross-border war, the head of the Israel Hotel Association said on Monday. Israel has 56,000 hotel rooms and 28,000 are being provided to evacuees with the state footing the bill, said association chief executive Yael Danieli. She told a parliamentary panel debating compensation for residents impacted by the war that an additional 27,000 from border towns near Lebanon were expected. The Israeli-Lebanon border has seen an increase in hostilities as the Gaza war rages. Yogev Gardos, Israel's budget director, said the country's initial response was to finance the military's needs and now it would turn to the economy as a whole.

JERUSALEM (Reuters) - Israeli Finance Minister Bezalel Smotrich said on Sunday the government was taking responsibility for the devastating attack that allowed Hamas militants to enter Israel and kill hundreds of Israeli civilians. "We have to admit honestly, painfully and with a bowed head - we, the state leadership and the security establishment, have failed in maintaining the security of our citizens," Smotrich, a key partner in Prime Minister Benjamin Netanyahu's government, told a news conference. "But there is no doubt this war will have fiscal implications that will depend on its intensity and duration," he said in published remarks. "However, with the appropriate budget adjustments, ones that I believe are manageable, there should be no major changes to our fundamental fiscal position." He noted that Israel entered this war with a very solid fiscal position - a debt-to-GDP ratio just below 60% and a budget deficit of around 1.5% of GDP with similar projections for 2024. The central bank, Yaron noted, was using a variety of policy tools to assure the continuing functioning of the markets. Yaron said Israel's forex reserves of some $200 billion "provides us with ample capacity to support the Israeli economy."

STOCKHOLM/AMSTERDAM, Oct 12 (Reuters) - Airlines wrestled with the safety risk of evacuation operations in Israel on Thursday, with carriers including Dutch KLM cancelling flights while sister airline Air France mounted a special relief flight chartered by the French foreign ministry. Israel's parliamentary finance committee meanwhile approved a plan to provide a state guarantee of $6 billion to cover insurance against war risks to Israeli airlines. The framework will grant Israeli airlines cover against war risks, thereby ensuring the continuity of air operations. Foreign airlines have struggled to find a common approach and the head of European budget giant Ryanair (RYA.I) said it was up to governments to plot the way forward. PATCHY RESPONSEGermany's Lufthansa (LHAG.DE) said it was sticking to its plans for evacuation flights on Thursday and Friday, while continuing to ground commercial flights to Israel.

Most foreign airlines have suspended or curtailed services, leaving passengers uncertain how to leave or reach the country and consular services struggling to keep up with demand for assistance, with priority given to those with missing relatives. Israel's parliamentary finance committee said late on Tuesday it would debate authorising state guarantees for providing war risk insurance for Israeli airlines. British Airways said it would suspend flights to Tel Aviv after diverting a flight from London back to Britain shortly before it was due to reach Tel Aviv, citing security concerns. U.S. Transportation Secretary Pete Buttigieg said Washington remains in talks with U.S. airlines about flights to Israel. He said in the short-term resources could be diverted if the conflict expands, such as staff at tech companies being called up as military reservists. "They will probably increase the investment in AI," Krosby said. Iran is an ally of Hamas and while it congratulated Hamas on the attack, its mission to the United Nations said Tehran was not involved in the attacks. Several international air carriers have suspended flight services with Tel Aviv in light of the Hamas attack, saying they are waiting for conditions to improve before resuming. In Gaza, Hamas spokesperson Hazem Qassem condemned the U.S. announcement as "an actual participation in the aggression against our people" and said the group would not be intimidated. JERUSALEM, Sept 26 (Reuters) - Israeli high-tech firms raised $1.7 billion in the third quarter, preliminary data showed on Tuesday, in a sign that investment in startups is stabilising. The amount raised in the third quarter was down 38% over the same period in 2022 but only 14% lower from the second quarter, the IVC Research Center and LeumiTech said in a report. Israeli tech companies have raised $5.3 billion so far this year, with $1.9 billion coming in the second quarter. In all of 2022, tech firms raised nearly $16 billion, mainly in the first half before the global economic slowdown, higher interest rates and weak stock markets hit. The Israeli government's plan to overhaul the country's judiciary has also harmed fundraising, with many investors wary and vocal about the country's democratic health.
