ATLANTA (AP) — A federal appeals court ruled on Friday that Georgia can keep statewide elections for its five-member commission regulating utilities, overturning a lower court judge who found statewide elections illegally diluted Black votes. The ruling is important beyond Georgia’s Public Service Commission because it could help protect certain statewide elections in other states subject to scrutiny for racial discrimination under the Voting Rights Act. In August 2022, U.S. District Judge Steven Grimberg had ordered Georgia's commissioners elected by district, the first time a statewide voting scheme had been overturned by a federal judge. Retaining statewide elections enhances the chance that all five seats will remain in Republican hands, as they have been for years. Plaintiffs said the current commission is unresponsive to Black voters, including people with lower incomes who pay high utility bills.

BRASILIA, Nov 17 (Reuters) - The Brazilian economy ended the third quarter in negative territory, central bank data showed on Friday, reversing a performance that had been surprisingly positive due to a booming farming sector. The IBC-Br index, a key predictor of gross domestic product (GDP), posted a seasonally adjusted 0.64% decline in the third quarter. The Finance Ministry last estimated a 3.2% gross domestic product (GDP) growth for this year after a robust first-half performance, a figure expected to be revised next week. Meanwhile, private economists surveyed weekly by the central bank project a 2.89% increase in GDP for this year. The September IBC-Br index was in line with a negative performance of the service sector, which accounts for roughly 70% of the country's activity, said Nova Futura economist Nicolas Borsoi.

SAO PAULO, Nov 13 (Reuters) - Brazilian meatpacker Minerva (BEEF3.SA) said on Monday it has been informed by Paraguayan authorities of the approval of a health protocol set to open the U.S. market for Paraguayan beef exports. Minerva, which owns four plants in Paraguay, said in a securities filing only final bureaucratic procedures are now required for the exports to be effectively cleared. "That's an important step for the country's beef producers and could open opportunities in other markets that follow similar sanitary standards," the Brazilian company said. Goldman Sachs announced its 2023 class of managing directors Thursday afternoon, giving 608 employees the coveted title. It's a smaller cohort than the bank's 2021 MD class, down 5% amid a dealmaking slowdown. Still, Goldman appears to have taken pains to promote employees in revenue-generating divisions like investment banking and trading. Goldman says the percentage of women it promoted as part of the 2023 MD class sets a record, up 1% from 2021. Two years ago, Goldman promoted the largest managing director class in its history, naming 643 employees to the designation in 2021.

American Airlines orders four Embraer E175s for Envoy Air

American's previous deal for seven E175s, announced in June, underscored a U.S. regional aviation market recovering from rough years marked by the COVID-19 pandemic. "We maintain our optimistic view on Embraer, and believe that 2024-25 could translate into a period of a solid pipeline of deliveries." The order will take Envoy Air's fleet of E-Jets to more than 150 aircraft by the end of next year, Embraer said. The United States is the main market for the first-generation E-Jets, which Embraer dubs "the backbone" of that country's regional network. Last month, Embraer also announced a firm order for five E175s from Nigeria's Air Peace.
