BOSTON — Firefighters in Massachusetts are continuing to battle stubborn brush fires across the state with officials urging residents to take precautions to help avoid sparking new blazes. In Massachusetts, an average of 15 wildland fires are reported each October. On Saturday, a Boston man was arrested in connection to a brush fire in Milford, about 40 miles (64 kilometers) west of Boston. More than a quarter of this year’s brush and wildland fires took place in October, according to Chief Fire Warden David Celino of the Massachusetts Department of Conservation and Recreation. “Any outdoor fire will grow quickly, become difficult to control, and require numerous firefighting resources.”State Fire Marshal Jon Davine said about 45% of Massachusetts homes are in or near wooded areas at risk for brush and wildland fires.

Vice President Kamala Harris and former President Donald Trump are making their closing arguments to voters in battleground states during the final two days before Election Day. Trump was in Pennsylvania earlier today, is rallying in North Carolina this afternoon, and will stop in Georgia this evening. Harris is focusing her day in Michigan, with a series of stops in the Detroit area before a rally in East Lansing. Harris:• The vice president made her first stop in Detroit where she addressed the congregation at Greater Emmanuel Institutional Church of God in Christ. • Later, Harris confirmed to reporters that she has cast her mail-in ballot in the 2024 election, sending it to California, where she is registered.

With Pennsylvania expected to be a close and crucial state in the 2024 race for the presidency, it's unusual election laws are again under the microscope. Election experts say Pennsylvania's laws make it fertile ground for rigged election claims to flourish. “The Pennsylvania legislature had multiple opportunities to clarify and improve the state’s election law,” said Nate Persily, an NBC News election law expert and professor at Stanford Law School. But that hasn’t stopped abortion rights supporters from pushing for votes up and down the ballot. Across the South, supporters of abortion rights are using the issue to motivate voters. Although Texas does not have a statewide referendum on abortion, Rep. Colin Allred's Senate campaign has galvanized abortion rights supporters. It’s easier for Democrats to campaign on the issue, she said, because their party is more united in favor of abortion rights than Republicans are in opposition. That switch proved pivotal in passing the state’s abortion ban.

Virginia is an example of a state that usually has a geography-driven red mirage early on election night. Another factor that can cause vote mirages is partisan differences by vote mode — mail ballots, early in-person votes, Election Day in-person votes, and so on. This will produce a vote mirage if there are partisan differences between the earliest-returned mail ballots and the later-returned ones. As Election Day votes were reported in the next few hours of election night, the size of the blue mirage shrunk to about 3.5 points.

WASHINGTON — The Supreme Court on Friday handed a loss to Republicans by allowing Pennsylvania voters who sent mail-in ballots that were flagged as being potentially defective to submit a separate provisional in-person ballot. The justices rejected, with no noted dissents, a Republican request to put on hold a Pennsylvania Supreme Court ruling from last week. The Supreme Court action does not definitively resolve the legal issue, which could yet return to the justices. Many of Pennsylvania's counties, which administer elections, already allowed for voters to cast provisional ballots if their mail-in ballots lacked a secrecy envelope even before the recent state Supreme Court ruling. Genser and Matis lost in a trial court, but an intermediate appeals court and the Pennsylvania Supreme Court ruled in their favor, prompting Republicans to appeal again to the U.S. Supreme Court.

CNN —In the closely watched battleground state of Michigan, election officials are under the microscope, with isolated mistakes or missteps serving as fodder for election deniers to lay the groundwork for widespread doubt of election results. Some of the confusion appears to have originated from a post on X by Matthew DePerno, one of the more high-profile election deniers in Michigan. DePerno has pleaded not guilty in the voting machines case. When it does happen, we take it extremely seriously,” Michigan Secretary of State Jocelyn Benson and Washtenaw County Prosecutor Eli Savit said in a statement. Despite the recent challenges, election officials in Michigan say they are confident that they are prepared to withstand efforts to undermine confidence in the results.

LOS ANGELES — California and Nevada voters are weighing whether to repeal legal loopholes in their state constitutions that allow slavery and involuntary servitude to be used as criminal punishment. California and Nevada would join a growing national trend that started with voters in Colorado repealing involuntary servitude in 2018. Slavery and involuntary servitude were banned nationally by the 13th Amendment with one exception — as punishment for a crime. In 2016, Shawna Lynn Jones became the first incarcerated woman to die while fighting a fire in California, according to the state corrections department. "If it means we have to come back to California voters in two years or four years, then that's what we'll do," Nuñez said.

Together, Pennsylvania’s mail ballot rules have generated an entire vocabulary for rejected mail ballots — ballots that are unsigned, undated or misdated, or even “naked,” if they are not clothed in a secrecy envelope. The latest update from Oct. 31 — after the general statewide deadline to request a mail ballot — shows there were 2,193,578 mail ballot applications ever approved. Combined with the deficient returned ballots that we already know about referenced above, that comes to about 8,000 deficient mail ballots that have been returned to date. Although this general election will likely see more mail ballots returned than the previous midterm, the trend so far suggests we might have fewer mail ballots rejected. Moreover, the experience in 2022 suggests there will also be thousands of provisional ballots cast by voters who return deficient mail ballots.
