The National Hurricane Center calls it Potential Tropical Cyclone 8 and said in forecast updates that the front will weaken as it travels over terrain overnight. Similar volunteer weather stations at other coastal locations, including at Military Ocean Terminal Sunny Point in Southport, reported more than 14 inches of rain, the weather service said. A National Weather Service forecaster said that it was too soon to say whether the amounts were record breakers but that the weather service office in Wilmington is likely to have that answer late Tuesday morning. A flash flood event was confirmed in the community of Kelly, about 38 miles inland from Wilmington, the weather service said. The disturbance was 45 miles west of Cape Fear and traveling north-northwest at 7 mph, the National Hurricane Center said in its latest advisory.

Individuals and communities both have roles to play in building financial resilience to disasters. These Community Disaster Resilience Zones qualify for reduced local costs and additional technical assistance. A humpback whale that an expert said was looking for food breached the water and landed on a recreational boat near Portsmouth, N.H., on Tuesday, capsizing the vessel and ejecting two passengers, the United States Coast Guard said. The Northern New England sector of the Coast Guard received a mayday call for a 23-foot boat that had capsized when a whale shot up from underneath the boat and flopped onto it, about half a mile east of Odiorne Point State Park. The dramatic flip was caught on video by Colin Yager, 16, who was out fishing on another boat nearby, according to WHDH in Boston. The whale also appeared to be uninjured, the Coast Guard said. “It’s was a harrowing experience,” Gregg Paquette, one of the two passengers knocked over by the whale, told WHDH.

CNN —A unique plant has become the first species in the United States to be exterminated from the wild by the compounding effects of rising seas, scientists say. The Key Largo tree cactus still exists in parts of the Caribbean, including Cuba, Puerto Rico and the Bahamas, but the chances of it re-establishing naturally in the Florida Keys is basically “zero,” Gann said. The plant’s habitat was being swamped by saltwater from storms and high tides worsened by the rising sea. Sea levels around the Florida Keys have been rising by around an average 0.16 inches a year, or just over 8 inches since 1971, the researchers reported. Possley said more than 1-in-4 native plant species are critically threatened with regional extinction in South Florida.

The outlet reported that SpaceX's operations have caused explosions, fires, leaks, and other issues at least 19 times since 2019. The species is listed as "threatened" by the US Fish and Wildlife Service. The company's environmental practices have caused friction with government agencies like the National Park Service and the US Fish and Wildlife Service. The outlet reported that SpaceX hired a consultant to track bird patterns, and its researchers "found little to no evidence" of changes to the local bird population. A former National Park Service official, Mark Spier, said SpaceX "misled" officials.

Two hours later, once conditions were deemed safe, a team from SpaceX, the U.S. Fish and Wildlife Service and a conservation group began canvassing the fragile migratory bird habitat surrounding the launch site. The launch had unleashed an enormous burst of mud, stones and fiery debris across the public lands encircling Mr. Musk’s $3 billion space compound. Chunks of sheet metal and insulation were strewn across the sand flats on one side of a state park. None of the nine nests recorded by the nonprofit Coastal Bend Bays & Estuaries Program before the launch had survived intact.

My girlfriends, a year or two older, were most interested in catching the eye of the male lifeguards. The swim disparities also influenced the scope of a lifeguard's job. While the lack of qualified lifeguards may partly stem from this problem, getting more lifeguards on stands could turn things around. As we enter our fourth year without enough lifeguards, it's hard to imagine them retaking the podium as the cultural idol of American summer. When more cities prioritize safe water access for the masses — and pay lifeguards accordingly — the mighty lifeguard just may rise again.
