All 11 House Democrats spoke during a lengthy debate Wednesday and voted against the bill. Fairness West Virginia, the state’s only LGBTQ+ advocacy organization, said the bill would ban transgender people from using government building restrooms that align with their gender identity. “But the problem with it is, it affects real people, real constituents of ours, real West Virginians.”From 2010 to 2020, West Virginia lost the highest percentage of residents compared to any other U.S. state. Another bill that would prohibit transgender students from using school restrooms that aligns with their gender identity advanced through the West Virginia House Education Committee last month.

CNN —Democrat Tom Suozzi is heading back to Congress after defeating Republican Mazi Pilip in the special election to replace serial fabulist and expelled former GOP Rep. George Santos. The result will further narrow the GOP’s already thin House majority and hand President Joe Biden’s party a boost as the general election campaign comes into focus. If not redemption, the New York Democratic Party in this special election earned a reprieve. As the storm swept through Queens and Long Island on Tuesday, Republican groups and the Pilip campaign scrambled to drive – literally in some cases – their voters to the polls. (Democratic Rep. Grace Meng from the neighboring 6th congressional district, and the area’s Asian American voters, delivered above and beyond for Suozzi.)

Suozzi struck a tough tone on immigration, while Pilip seemed to drag her feet in acknowledging she had voted for Republican presidential frontrunner Donald Trump. Suozzi continued that theme into his victory speech on Tuesday night, emphasizing that voters want politicians who will fix problems. Progressive Democrats laid the blame for Santos’ election and Republicans’ strong 2022 performance squarely at the feet of New York state Democratic Party chair Jay Jacobs. As a first-time congressional candidate facing a Democratic funding juggernaut, Pilip was outmatched by Suozzi at the debate and in field operations. After an eventful year and a half of Santos, voters were justifiably afraid of gambling on yet another political newcomer.

The wintry mess left both parties racing to rewrite last-minute campaign plans and sophisticated models to understand how the storm might affect turnout. But many Republican voters still prefer to vote on Election Day, and their party is accustomed to closing a gap. The party has won nearly every major election on Long Island since 2021, partly on the strength of its turnout operation. Peter T. King, a former Republican congressman, conceded that the snow could cost his party a couple of percentage points. Still, he predicted that the recently revived Nassau County Republican machine was up to the task.

(AP) — Montana Republicans gathered in a hotel ballroom this weekend aiming to unite ahead of the 2024 election and defeat three-term incumbent Democrat U.S. Sen. Jon Tester. Rosendale's move laid bare deep fissures within the Montana GOP at a time when Republicans can ill afford it. Outside observers and even some Republicans say an intraparty skirmish leading up to Montana's June primary could undermine those hopes. Rosendale’s entry into the Senate contest capped months of speculation that the hard-right lawmaker wanted a rematch six years after losing to Tester in 2018. Those Democrats are egging on the division in the GOP Senate race, hopeful it will drain Republican funds and alienate independent voters before the general election.

CNN —It won’t suck up anywhere near the oxygen of the presidential election, but the race for the US House of Representatives may be the most exciting campaign to watch in 2024. But in the House, Republicans’ shrinking majority has underscored the importance of the balance of power in Washington. House Republicans currently control 219 seats to Democrats’ 212, with four vacancies. Santos was expelled from the House last year, but he’s not absent from the race. Seats Republicans are targetingThe House GOP campaign arm releases a similar target list, which includes 37 offensive seats this year.

South Carolina’s primary will be the first opportunity Black voters have to voice their support – or displeasure – with Biden since that election. In 2020, Biden won 61% of the Black vote, which made up 56% of the Democratic primary electorate, according to CNN exit polling. MADISON, Wis. (AP) — The Wisconsin Supreme Court on Thursday ordered the state elections commission not to transmit the presidential primary ballot to county clerks as it ponders an attempt by Democratic U.S. Rep. Dean Phillips to get added as a candidate. The order comes six days after Phillips asked the court to intervene and have his name added to the ballot in the battleground state after state Democratic leaders on a presidential selection committee did not include it. The Supreme Court's one-sentence order Thursday directed the Wisconsin Elections Commission not to transmit the ballot until further notice. The court has yet to decide whether it will rule in the case, but it has accepted arguments from Phillips, the elections commission and the presidential selection committee. Attorneys from the state Department of Justice representing the elections commission and the presidential selection committee said in court filings Wednesday that Philllips' challenge should be rejected because he brought it too late.

The Biden reelection campaign is rejecting the political organizing model that Obama used during his campaign for a second term in 2012, in which Obama largely shunned the Democratic National Committee and opted instead to set up his own vast electioneering machine. Several top DNC officials at the time complained that they were ignored by Obama, while state parties complained they were starved for resources. “One of the big challenges in 2012 was a national competition and rub between (Organizing For Action) and the state parties. Jim Messina, Obama’s 2012 campaign manager, previously told CNN that he believes the Obama campaign spent too much too early. Though O’Malley Dillon will now shift fully into politics, she remained deeply engaged with campaign operations throughout her time in the West Wing.

President Barack Obama won Florida in 2008 and 2012, but Trump carried the state in 2016 and 2020. AP VoteCast found that Biden won just 54% of the state’s Latino voters in 2020, down substantially from his national average of 63%. For example, Biden won Miami-Dade and Palm Beach counties in 2020, but by lower margins than Hillary Clinton did in 2016. "The assumption that Florida will necessarily be an easy victory for Republicans is questionable.”Both Florida parties have been hit by infighting. On Monday, the Wisconsin Supreme Court gave the committee that put forward Biden's name as the only Democratic candidate, as well as the state elections commission, until Wednesday to respond. Former President Donald Trump and five of his challengers, including four who have ceased campaigning, will also be on the Wisconsin ballot. A spokesperson for the Wisconsin Democratic Party declined to comment. Phillips is asking the court to order the elections commission to add him to the list of certified candidates on the primary ballot. COLUMBIA, S.C. Over 100,000 people have used such “same-day registration” in North Carolina during each of the last two presidential election years, so slight adjustments in the closely divided state could make a difference in this November's elections for president, governor and other statewide positions. Early in-person voting — and thus same-day registration — for the March 5 primaries begins Feb. 15. Giving people only one chance to verify by mail would be a “substantial burden on same-day registrants who cast a ballot,” Schroeder said. Schroeder acknowledged there are legitimate interests in using address verification to promote preserving the integrity of the election process and instilling voter confidence. But he wrote the plaintiffs have shown the “precise interests asserted in this case likely do not outweigh the substantial burden on the rights of same-day registrants who cast a ballot.”In 2020, about 2,150 same-day registration applicants in North Carolina failed the address verification.

The legislation was among new Republican-backed restrictions across the country following the 2020 presidential election, when then-President Donald Trump falsely attributed his loss to fraud. North Carolina is expected to be a closely contested state in this year's presidential contest. Under the new law, a voter who uses same-day registration is sent a postcard to confirm their address. Young voters and minority voters, both groups that tend to vote Democratic, take advantage of same-day registration more frequently. Between 100,000 and 120,000 residents use same-day registration in presidential years, according to the state elections board.

The New Hampshire attorney general's office on Monday said it was investigating reports of an apparent robocall that used artificial intelligence to mimic President Joe Biden's voice and discourage voters in the state from coming to the polls during Tuesday's primary election. Attorney General John Formella said the recorded message, which was sent to multiple voters on Sunday, appears to be an illegal attempt to disrupt and suppress voting. “Your vote makes a difference in November, not this Tuesday.”It is not true that voting in Tuesday's primary precludes voters from casting a ballot in November's general election. The attorney general's office said anyone who has received the call should email the state Justice Department's election law unit. “Any effort to discourage voters is disgraceful and an unacceptable affront to democracy,” Dolan said in a statement.

WASHINGTON (AP) — Is a New Hampshire primary without the frontrunner on the ballot and no delegates up for grabs still a New Hampshire primary? In the 2020 New Hampshire Democratic primary, write-in votes comprised only 2% of the total vote, or about 6,000 votes. As the number of write-ins for Biden and “Other write-ins” goes up, the number of unprocessed write-ins will go down. A total of 21 Democrats will appear by name on the New Hampshire primary ballot on Tuesday, in addition to the option to vote for a write-in candidate. Since the Biden campaign's launch, nearly 1 million supporters have made more than 2.3 million contributions, and 97% of all its fourth-quarter 2023 donations were under $200, with the average contribution totaling $41.88, it announced. Biden's campaign said December was his strongest fundraising month to date, exceeding a record it said was previously set in November. That helped last year's final quarter outpace the period from July through September, when Biden and his party reported raising $71-plus million. The campaign said the president has held 110 fundraisers since launching, including 39 in last year's fourth quarter alone. Even with so much travel focused on fundraising, however, Biden campaign officials had tried to manage expectations.

Some within the party have complained that Harris is endangering the odds for victory at the ballot box this year. Happily, the Biden campaign seems to finally be coming around and embracing smart ways to make the best use of Harris’ talents and impressive resume. Harris’ portfolio of reproductive rights, voting rights and discrimination in education is tailor-made to appeal to this cadre of voters. Voters will not have a say in choosing the nominees; under New York’s special election rules, they will be selected by the county party leaders. SACRAMENTO, Calif. (AP) — California's wide-open U.S. Senate race shifts to Sacramento on Saturday as the leading Democratic candidates work to woo activists in search of a state party endorsement ahead of the March primary. The state's last two U.S. Senate races — in 2016 and 2018 — each featured two Democrats. The Senate candidates will each take turns speaking during a forum shortly before delegates cast their votes. An endorsement from the state Democratic Party can boost a campaign in a competitive primary, but it doesn't necessarily signal how the wider electorate feels about the race as party delegates tend to be more liberal. “The reality is, is that you can’t win the House if you don’t win seats here in California."
