South Korea's National Security Act blocks access to the North's government websites and media, barring efforts at "praising, inciting or propagating" its activities. In a statement to the court before the hearing, the national rights watchdog had called the clauses vague, disproportionate and damaging to fundamental rights. North Korean films, songs and other content are already widely available on YouTube and elsewhere, they added. "The North will likely produce television shows and publications specifically designed to sow more division in the South," said defector Kim Tae-san, a former North Korean ambassador to the Czech Republic.

On Sunday, North Korea fired another ballistic missile towards the sea off its east coast. "North Korea's provocations will further strengthen the South Korean-U.S. deterrence and response capability, and only deepen North Korea's isolation from the international community," the Joint Chiefs said in a statement. Following a stop in Japan, Harris will land in the South Korean capital and visit the heavily fortified Demilitarised Zone (DMZ) between the neighbours on Thursday.

It's the third YouTube channel run by South Korea's government to be hacked in the last two weeks. The Korea Tourism Organization's YouTube channel was breached twice — once on Thursday and once on Friday — and was suspended until Sunday, JoongAng Ilbo reported. Meanwhile, the YouTube channel of South Korea's National Museum of Modern and Contemporary Art was also hacked on August 29 to stream a video about cryptocurrencies, the outlet wrote.
