Ms. Haley is now neck-and-neck with Mr. DeSantis in Iowa, a state he is counting on to reverse a yearlong downward spiral in the polls. In the post-debate polling, Mr. Trump gained more support than any of the candidates who did appear on the stage. Since then, as his legal cases play out in the courts, Mr. Trump has grown more extreme, and violent, in his rhetoric. It remains to be seen whether the second debate will persuade top donors still on the sidelines to consolidate behind an alternative to Mr. Trump. Rather than attending the debate, Mr. Trump will appear with union workers in Detroit. A bad night, or just an invisible night, for Mr. Scott would dim hopes of a resurgence.

Welcome to Opinion’s commentary for the first Republican presidential primary candidate debate, held in Milwaukee on Wednesday night. Gail Collins: She seemed generally reasonable and wow, when the debate turned to education and she actually brought up reading. If there’s any life left in the old G.O.P., Haley gave it hope. Perhaps more important, in taking on the glib and callow Ramaswamy on Ukraine, she showed anger and dominance, essential qualities in a Republican debate. Any debate that doesn’t feature Chris Christie at the front of the highlight reel is a bad night for Christie.

Why It MattersSouth Carolina has become an important access point for abortion in the South as other states in the region have banned the procedure. BackgroundSouth Carolina legislators struggled for months to come to an agreement on an abortion ban after the Supreme Court last year overturned Roe v. Wade and eliminated the national right to abortion. The ban is similar to an earlier six-week ban overturned by the State Supreme Court last year, known as a heartbeat bill, because cardiac activity can be detected around that time. The court ruled that the South Carolina Constitution provides a right to privacy that includes the right to abortion. “While I respect Judge Newman’s decision, I remain convinced that the heartbeat bill is constitutional and that the Supreme Court will agree,” said the Senate’s president, Thomas Alexander, a Republican.

South Carolina Sen. Tim Scott is far from well-known by Republican voters. But if he runs for president, Scott would be well positioned to break out if either Trump or DeSantis falter. "I hope he is considering jumping into the race," Iowa Sen. Joni Ernst recently told Insider while on her way back to her Senate office. A third Trump presidential nomination would indicate that Republican primary voters may prefer style over substance. But if they are serious about not just making liberals mad but advancing actual policy, GOP voters should consider other names, starting with the Florida governor. Recognizing key figures and institutions on the right in this way suggests a DeSantis administration would be serious about delivering on conservative principles. In short, DeSantis offers Republicans a glimpse into what a successful conservative approach to governing could look like. If GOP voters decide their primary operating principle is to enrage the media and “own the libs,” they will nominate Trump.
