The effort took on extra urgency in March 2023, when the Russians arrested Gershkovich, a senior administration official said. Days later, NBC News reported that a deal that could have sprung Navalny, Gershkovich and Whelan had been in the works. After Biden and Scholz met on Feb. 9, Scholz told Biden he was on board. Vice President Kamala Harris also discussed the prisoner swap with Scholz, telling him that Krasikov was a critical component of getting a prisoner swap with Russia, a White House official said. That was when he called the Slovenian prime minister to make sure his country was ready to release the Russian in their custody.

Eight Russians, including the spy and convicted hitman Vadim Krasikov, are being returned to Russia from the United States, Slovenia, Norway, Poland and Germany. A prisoner swap involving seven countries freed the Wall Street Journal reporter Evan Gershkovich, two other Americans and several Russian opposition figures. It was the most far-reaching exchange between Russia and the West in decades. President Biden and Vice President Kamala Harris are planning to greet the released Americans tonight at Joint Base Andrews in Maryland. The exchange was also a triumph of sorts for Russia’s president, Vladimir Putin, who had long sought Krasikov’s release. “So, in the eyes of the Kremlin, Krasikov’s assassination in Berlin of a Chechen separatist leader whom Russia labeled a terrorist was legitimate,” he said.

The Russian officials took the proposal back to Moscow. It was a remarkably swift conclusion to years of painstaking negotiations between the US and more than half a dozen countries. Key to the deal was President Biden’s ability to persuade German Chancellor Olaf Scholz to release Krasikov, the Russian prisoner most keenly sought by Putin. Officials worked quietly throughout this year to get the German government to agree to release Krasikov — including entreaties from both Biden and Harris. President Biden sent a letter to Scholz in April, and the Germans at last agreed to release Krasikov in early June.

Even in the world of presidential multitasking, July 21 turns out to have been an extraordinary, whipsaw Sunday for President Biden. At 12:09 p.m., he picked up the phone at his vacation house in Rehoboth Beach, Del., to talk with the prime minister of Slovenia as part of a high-stakes diplomatic gamble to seal a complicated, multinational prisoner swap. Just 97 minutes later, he posted a world-stunning letter online abandoning his bid for re-election after a bruising pressure campaign by his own Democratic allies, climaxing the biggest crisis of his political career and signaling the end of his presidency after a half-century in public life. By any measure, it was one of the darkest moments of his time in elective office as the inescapable reality of time, age and polls finally caught up with him. And yet it would lead to one of the most joyous days of his presidency barely a week and a half later as he orchestrated the release of imprisoned Americans from the dungeons of Russia.

This was, for the most part, a dismal England performance, regardless of the supernatural deliverance at the end. Everything that was bad about today in Gelsenkirchen had been signposted by England over the course of the last few weeks. The red flags had all been there since England opened their campaign in this same city two weeks ago. Illegal Israeli settlements in the Gush Etzion settlement block in the Israeli-occupied West Bank in 2020. But after the first Arab-Israeli war, Jordan took control of the West Bank, and Jerusalem became divided between Israel and Jordan. In the 1967 war, Israel annexed East Jerusalem and occupied the West Bank, which it says is disputed territory whose fate should be determined in negotiations. That appears to be the goal for Mr. Smotrich, who adamantly opposes Palestinian statehood. In a social media post on Thursday, Mr. Smotrich indicated that the latest settlement legalization was a response to those decisions.

AdvertisementThis was Belgium at their finest, and Romania raised the level of their game in the second half to try to equalise. If Austria wanted to have any chance of qualifying to the round of 16 they had to beat Poland in their second group game. The wide areas were where Ukraine focused their attacks, and Oleksandr Zinchenko’s square pass to Mykola Shaparenko made it 1-1 in the second half. However, Samet Akaydin and Altay Bayindir’s mishap on the second goal decreased Turkey’s probability of a comeback. More off-ball runs in the second half led to the third, and by then the match was done and dusted.
