A presidential order published on Monday announced the appointment of Major General Anatoliy Barhylevych as the new commander. CNN —A Russian missile strike killed at least 51 people in a village near the eastern Ukrainian city of Kupiansk on Thursday, officials say, in what would be one of the deadliest attacks against civilians since the conflict began. Moscow’s forces targeted a cafe and a shop in Hroza, in the Kharkiv region, soon after midday local time (5 a.m. Hroza is located about 40 kilometers from the frontlines of the war near Kupiansk, the city in Kharkiv that Russian forces seized early on in the war before losing it a year ago. The Ukrainian military has since been trying to resist advances from Moscow. The UN’s humanitarian coordinator in Ukraine said images arriving from the scene of the attack “are absolutely horrifying,” accusing Russian forces of carrying out a war crime.

MOSCOW (Reuters) - Admiral Viktor Sokolov, the commander of Russia's Black Sea Fleet, was shown on Russian state television on Tuesday attending a defence leaders' meeting remotely, a day after Ukrainian special forces said they had killed him. In response to the Russian video, the Ukraine special forces said on Telegram: "Since the Russians were urgently forced to publish a response with Sokolov allegedly alive, our units are clarifying the information." Ukrainian Defence Minister Rustem Umerov, interviewed by CNN, neither confirmed nor denied Sokolov's death, but said his demise could only be a good thing for all concerned. In the video, Shoigu said more than 17,000 Ukrainian soldiers had been killed in September and that more than 2,700 weapons, including seven American Bradley fighting vehicles, had been destroyed. Kyiv's counteroffensive has yet to seize much territory from Russian forces, which control about 17.5% of Ukraine's internationally recognised territory.

Kyiv claimed on Monday it killed Sokolov, the commander of Russia’s Black Sea Fleet, in an attack on the fleet’s headquarters in occupied Crimea last Friday. The nametape on his uniform reads Sokolov V. N. and his screen shows the Cyrillic letters “ЧФ,” the abbreviation for the Black Sea Fleet. “Available sources claim that the Black Sea Fleet Commander is among the dead. Russia appointed Sokolov as its new commander for its Crimea-based Black Sea fleet in August 2022, according to reports from state media outlet TASS at the time.

Ukraine's new defense minister says the country is focusing on increasing local arms production. In the meantime, the US has announced another boost to artillery shell production to aid Ukraine. Now, two weeks into the job, Umerov said one of his top priorities is to rebuild Ukraine's cache of ammunition by ramping up local production, using local manufacturers whenever possible, The Economist reported. Umerov said he plans to boost local production by reforming state enterprises and incentivizing private arms manufacturers, which make up between 20% and 30% of local production, according to The Economist. Under Umerov, those private manufacturers could eventually account for as much as 80% of local output within five years, Oleksandr Kamyshin, Ukraine's minister of strategic industries, told the outlet.
