The European Union's upcoming 14th sanctions package against Russia must do more to choke off energy exports and clamp down on circumvention by third parties, an advisor to the office of Ukraine President Volodymyr Zelenskyy told CNBC. American officials are trying to increase international pressure on Russia not to deploy an antisatellite nuclear weapon in space, and have obtained information that undermines Moscow’s explanation that the device it is developing is for peaceful scientific purposes, a senior State Department official said on Friday. Concern over the Russian development of a new generation of space nuclear weapons has been growing in Washington, especially since Moscow’s veto last month of a U.N. measure aimed at keeping space free of such weapons. Some Republicans believe that the Biden administration is not doing enough to deter Russian work on the device, and others are concerned about China’s apparent decision not to pressure Moscow to stop. On Friday, Mallory Stewart, the assistant secretary of state for arms control, said that while the United States had been aware of Russia’s pursuit of such a device for years, “only recently have we been able to make a more precise assessment of their progress.”Ms. Stewart, speaking at the nonpartisan Center for Strategic and International Studies in Washington, said the orbit the Russian satellite would occupy is in a high-radiation region not used by other satellites, information that undercuts Russia’s defense that it is not developing a weapon.

CNN —Russia on Wednesday vetoed a United Nations resolution that proposed a ban on the use of nuclear weapons in outer space amid US intelligence-backed concerns that Moscow is trying to develop a nuclear device capable of destroying satellites. In February, President Joe Biden confirmed the US has intelligence that Russia is developing a nuclear anti-satellite capability. It also called on UN member states not to develop nuclear weapons or other weapons of mass destruction designed to be placed in Earth’s orbit. The White House’s comments on the prospect of a Russian nuclear space weapon have deepened those concerns. Last year, Putin deployed tactical nuclear weapons to neighboring ally Belarus, and former Russian president and deputy chairman of Russia’s Security Council Dmitry Medvedev said strategic nuclear weapons could be used to defend territories incorporated into Russia from Ukraine.

(Reuters) - Two Russian sailors being held in the Mozambique port of Maputo are financial hostages in a dispute between the ship's owner and its local customer, Russia's foreign ministry told the state RIA news agency in remarks published on Sunday. Russia's SHOT news outlet reported last week on its Telegram that two Russians, a Lithuanian and two Ukrainians have been locked up on board a Cameroon-flagged fishing boat Volopas for eight months. "They found themselves hostage to a financial and property dispute between the ship-owning company and a local agent company," Russia's foreign ministry told RIA. Russia has increasingly had to turn to a so-called "ghost fleet" of aging tankers to ship oil and avoid the cap. Panama, the Republic of the Marshall Islands, and Liberia have allowed some of those ships to carry their flags, according to Lloyd's List Intelligence and oil analysts. Lloyd's List Intelligence has said nearly 40% of the about 535 dark-fleet tankers have registered ownership via companies incorporated in the Marshall Islands. It also seeks to give leverage to countries buying oil outside the price-cap coalition to get discounted oil from Russia. The group is asking Liberia and the Marshall Islands to increase awareness among those in the trade that its flag should not be used for tankers transporting oil priced above the cap.
