CNN —After decades of somewhat distant relations, Russia and Cuba are working closely together again — this time, as part of Vladimir Putin’s war in Ukraine. Cuba's Minister of Foreign Affairs, Bruno Rodriguez, and Russian Foreign Minister, Sergey Lavrov, meet in Havana on April 20, in a show of deepening ties between the countries. In addition to deepened connections with Russia, Cuba has allowed China to build a secret espionage facility on the island. Washington will respond to Russian military escalation in Cuba with its own escalating force, as it already has done with the recent deployment of a nuclear submarine. Military escalation around Cuba is a dangerous temptation for Russia and a difficult trap for the US.

London CNN —The price of Russian crude oil has risen above a price cap set by the Group of Seven nations, in the first “real test” of whether the West can enforce one of its key sanctions against Moscow. “This is the first real test of the price cap sanctions,” Matthew Wright, a senior freight analyst at Kpler, told CNN. “High interest rates, declining economic activity in China, and a potential recession in the West,” have depressed oil prices globally. But the meeting’s success could depend on whether it brings heavy tanks, which Kyiv says it needs to fend off Russian assaults and recapture occupied land. “The question of tanks for Ukraine must be closed as soon as possible,” he said. Britain added to the pressure by breaking the taboo on heavy tanks last week, offering a squadron from its fleet of Challengers, though far fewer of these are available than Leopards. Trump’s mendacity is arguably the Second Big Lie. London/Hong Kong CNN Business —Oleg Tinkov, the founder of a major Russian digital bank, has renounced his Russian citizenship in protest over the war in Ukraine. “I have taken the decision to exit my Russian citizenship,” Tinkov announced in a post on Instagram on Monday alongside a photo of a certificate confirming his decision, dated October 26. The post has since been taken down, but photos of it have been circulated on social media and reported by Russian state media. Tinkov, who founded Tinkoff Bank in 2006, earlier this year blasted Russia’s “insane war” in Ukraine. Nikolay Storonsky, the co-founder and CEO of Revolut, renounced his Russian citizenship earlier this year, the British company said Tuesday, confirming a report in The Telegraph.

Washington CNN Business —Apple has removed VKontakte, a top Russian social media platform, from its app store, according to the app’s developer. “Now some VK applications are blocked by Apple, so they are not available for download and update in the App Store,” VK wrote in the blog post. VK apps provide a range of services including email, food delivery and digital payments. The company’s social network has 97 million monthly users worldwide, while its email service, Mail.ru, has 46 million users within Russia. Amid increasing public anger about Russia's mobilization drive, two of the country's most senior lawmakers ordered regional officials to solve the “excesses” that have stoked protests and seen flocks of military-age men attempt to flee. “Appeals are coming in,” Volodin, speaker of the Duma, Russia’s lower chamber of Parliament, said in a post Sunday.
