The ministry statement did not say how many prisoners had escaped Koutoukale, which lies 50 km (30 miles) northwest of the capital Niamey, or how they had done so. The prison’s inmates include detainees from the West African country’s conflict with armed groups linked to al Qaeda and Islamic State and suspected Boko Haram insurgents. Local authorities imposed an overnight curfew in the urban commune of Tillaberi, which is in the same region as the prison, but did not give further details. Thousands have been killed in the insurgencies and more than three million displaced, fueling a deep humanitarian crisis in some of the world’s poorest countries.

Reuters —Mali’s military junta has lifted a suspension on political party activities meant to safeguard public order, the council of ministers said late on Wednesday. “By taking this deterrent measure, the government was able to contain all the threats of public disorder that hung over this major event,” the council said in a statement. Given the focus was now on implementing the recommendations of the April 13-May 10 peace dialogue, the government will allow political parties to resume their activities, it said. Mali’s junta, which seized power in a second coup in 2021, reneged on a promise to hold elections in February, postponing the vote indefinitely for technical reasons. Political parties and civil society groups at the time reacted with anger to the junta’s decision not to hold the vote and called for a return to constitutional order.

CNN —Senior members of Jemaah Islamiyah, the Southeast Asian militant network blamed for the deadly Bali bombings, have announced they are disbanding the group, according to a report by a Jakarta-based think tank on Thursday. The report from the Institute for Policy Analysis of Conflict (IPAC) confirmed the authenticity of a June 30 video statement by 16 Jemaah Islamiyah (JI) leaders announcing they were dissolving the extremist network. The Al-Qaeda-linked militant group is accused of orchestrating some of the deadliest attacks in Indonesia, including the 2002 bombing of Bali nightclubs that killed more than 200 people. Indonesia’s National Counter Terrorism Agency (BNPT) declined to comment on the development, but said it planned to hold a press conference soon. Despite the clout of the figures involved, IPAC noted the group has a history of splinters and it was possible one could emerge in the future, although probably not immediately.

Reuters —Unidentified armed men have killed around 40 people in an attack on a village in insurgent-plagued central Mali, local officials said on Tuesday. “It was a very serious attack, armed men surrounded the village and shot at people,” said Bankass Mayor Moulaye Guindo by phone. He was not able to share a death toll, but two local officials, speaking on condition of anonymity, said around 40 people were killed. Violence has spiraled in West Africa’s central Sahel region since the insurgencies took root in Mali and spread into neighboring Burkina Faso and Niger, killing thousands of people and displacing millions more. The insecurity has helped spur two coups in Mali, one in Burkina Faso, and one in Niger since 2020.

The Financial Action Task Force, an international watchdog organization dedicated to combating money laundering and illicit cash flows, on Friday removed Turkey from its "gray list" of countries that need special monitoring, handing a major vote of confidence to the country in the midst of its economic turnaround efforts. It said that Turkey had strengthened the effectiveness of its AML/CFT regime to address "deficiencies" that FATF listed in its October 2021 monitoring report. Those deficiencies included FATF concerns over unregistered money transfer services, insufficient resources dedicated to terrorist financing investigations, alleged involvement in sanctions evasion, lack of oversight on high-risk sectors used for money laundering such as banking and real estate, and insufficient oversight of nonprofit organizations that could be used for terrorist financing, among others. The FATF in its 2021 report had found sectors like banking, construction and property in Turkey vulnerable to illicit financing of United Nations-sanctioned groups like the Islamic State and al-Qaeda.

CNN —The International Criminal Court on Wednesday convicted an al Qaeda-linked leader of crimes against humanity and war crimes that took place in Timbuktu, northern Mali. Al Hassan Ag Abdoul Aziz Ag Mohamed Ag Mahmoud, who was a senior member of the Islamic Police, was recruited by al Qaeda leaders, the ICC said in a statement. Al Hassan was convicted by majority of directly committing, contributing to, or aiding and abetting crimes against humanity of torture and war crimes of torture and outrages upon personal dignity, the ICC confirmed. Al Hassan will remain in detention until he is sentenced in a separate hearing. Following a 2012 coup in Mali, Islamic extremists, some with ties to al Qaeda, capitalized on the country’s instability.

A U.S. military jury on Thursday ordered a former Qaeda commander to a serve a 30-year prison sentence for war crimes carried out by his insurgent forces in wartime Afghanistan in the early 2000s. The military judge excused the panel from the chamber and then announced that, under a plea agreement, the prisoner’s sentence would end in eight years. The outcome was part of the arcane system called military commissions, which allows prisoners to reach plea deals with a senior official at the Pentagon who oversees the war court but requires the formality of a jury sentencing hearing anyway. Mr. Hadi, 63, was aware of the deal that reduced his sentence to 10 years, starting with his guilty plea in June 2022. CNN —The signs are mounting that the International Criminal Court (ICC) is weighing an indictment against Israeli Prime Minister Benjamin Netanyahu and other top Israeli officials over Israel’s conduct of its war against Hamas in Gaza. But in 2015 the ICC stepped in to decide that implicitly it is, by accepting it — without consulting the Assembly of States Parties (ASP), representing ICC member states. Could the highly respected chief prosecutor, Britain’s Karim Khan, be feeling some pressure to play his part in ramping up the pressure on Netanyahu? Netanyahu is on the ropes politically and would almost certainly be trounced in an election held today. Israel desperately needs Netanyahu to be gone, as does the region and the world.
