SRINAGAR, India — Voters lined up outside polling stations in India’s Jammu and Kashmir on Wednesday to vote in the first provincial election being held in a decade in the Himalayan region that has grappled with years of militant violence. Jammu and Kashmir is India’s only Muslim-majority territory and has been at the center of a dispute with neighboring Pakistan since 1947. Until 2019, Indian-ruled Jammu and Kashmir had a special status of partial autonomy that was revoked by Prime Minister Narendra Modi’s government. Modi’s Bharatiya Janata Party-led (BJP) government has said that revoking the region’s special status restored normalcy in the area and helped its development. The contest this time is between regional parties promising to restore the special status, India’s main opposition Congress party which has allied with a prominent regional group, as well as the BJP, which is pitching development and a permanent end to militancy.

SEOUL, South Korea — A fire at a hotel in South Korea has killed seven people and injured 12 others, fire authorities said Friday. The fire began on the eighth floor of the nine-story hotel in Bucheon, just west of the capital, Seoul, around 7:40 p.m. (6:40 a.m. Seven people died, mostly guests, and 12 were sent to hospitals for treatment, including three in critical condition, said Lee Sang-don, an official at the Bucheon fire station. Among those killed were a couple who jumped out the windows onto an air mattress installed in front of the building, Lee said. Some 70 vehicles and 160 firefighters were dispatched to the scene, Yonhap news agency said, citing provincial fire authorities.

BANGKOK — Thai rescuers used hoes on Friday to search muddy, forested terrain for debris and the remains of nine people aboard a charter flight that crashed the day before, authorities said, with all the travelers presumed dead. All aboard the charter plane are presumed dead, said Chonlatee Yongtrong, the governor of Chachoengsao province, the site of the crash, as authorities scramble to investigate the cause. “We found many human remains,” the governor told reporters late Thursday, adding that the muddy terrain complicated the task of searchers. The plane, operating flight TFT209 headed for the eastern province of Trat, had taken off from the Suvarnabhumi airport in the capital on Thursday afternoon. Registered to Thai Flying Service Co., according to the aviation regulator, the craft lost contact with ground control in Bangkok 11 minutes after take-off, provincial officials said.

South Korea’s military says North Korea is again flying balloons likely carrying trash toward the South, adding to a bizarre psychological warfare campaign amid growing tensions between the war-divided rivals. South Korea’s Joint Chiefs of Staff said Saturday that the winds could carry the balloons to regions north of the South Korean capital, Seoul. North Korea last flew balloons toward the South on July 24, when trash carried by at least one of them fell on the South Korean presidential compound, raising worries about the vulnerability of key South Korean facilities. The balloon contained no dangerous material and no one was hurt, South Korea’s presidential security service said. Experts say North Korea hates such broadcasts because it fears it could demoralize front-line troops and residents.

BEIJING — Eastern China is baking under unseasonably high temperatures, with the excessive heat expected to linger in mega coastal cities in the highly industrialized provinces of Jiangsu and Zhejiang for up to 10 more days. In the east and northwest of China, temperatures as high as 43.9 degrees Celsius (111.02 degrees Fahrenheit) have scorched Zhejiang, Jiangsu, Shanghai, Anhui and Xinjiang in recent days, state broadcaster CCTV said. The city of 12.5 million people is expected to swelter under temperatures exceeding 104F through Sunday. Jiangsu’s observatory issued a red warning for heat on Sunday after high temperatures that had persisted for more than a week further intensified. Hangzhou is expected to see 10 straight days of above 104F weather, breaking its record of eight days in 2013.

At 5:30 a.m., US cybersecurity firm CrowdStrike tells customers that it was “aware of reports of crashes” of its software on Microsoft Windows operating systems, according to a company advisory viewed by CNN. Australian lenders ANZ and Westpac were also impacted, according to Downdetector, a website that tracks cyber outages. Other states also report impacts to their driving services, including Georgia, North Carolina, Texas and Tennessee. CrowdStrike would take steps “to prevent anything like this from happening again,” according to a statement on the company’s website.

CNN —Sixteen people were killed after a fire broke out at a shopping mall in southwest China on Wednesday, according to Chinese state media. Dramatic images showed a huge column of black smoke billowing from the 14-story building in the city of Zigong, Sichuan province. CNN —Dead seals are washing up along beaches in South Africa’s port city of Cape Town, a coastal management official told CNN Friday, amid an outbreak of rabies in the marine animals. Cape Town, home to dozens of beaches and a coastline extending over 300 kilometers (186 miles), harbors thousands of Cape fur seals, a seal species native to southern Africa. He urged calm however, saying it is normal to find carcasses of Cape fur seals along the shoreline. While “lots” of dead seals have washed ashore this week, many of them have died naturally, he said. Oelofse said there was yet to be a seal-to-human transmission of rabies in Cape Town and the city’s authorities were working to prevent it.

AP —Twelve schoolchildren and their driver were killed in South Africa on Wednesday when their minibus overturned and caught fire on a road in Gauteng province, officials said. Seven other children were injured in accident, which took place in the town of Merafong, west of the country’s economic hub Johannesburg. Education and transport officials visited the scene of the crash and the injured children at a hospital in the nearby area of Carletonville. Head of the Gauteng provincial government, Panyaza Lesufi, also visited the injured children. Gauteng education department spokesman Steve Mabona said 11 of the children who died attended Rocklands Primary School while the twelfth child went to Laerskool Blyvooruitsig in Carletonville.

Buscalan, Philippines CNN —The first sound I heard upon reaching Buscalan was that of heaving and panting. At 107 years old, Whang-Od is the world’s oldest tattoo artist. She was dressed in a loose, colorful tie-die shirt and bold patterned pants, her own tribal tattoos on full display. Photos, identification cards and other mementos left by visitors on the thatched roof of the hut where Whang-Od's grandnieces (and apprentices) tattoo. “(My friends who gave tattoos) have all passed away,” Whang-Od told CNN in an interview in 2017.

CNN —A Spanish tourist was crushed to death by a herd of elephants inside South Africa’s Pilanesberg National Park after he left his vehicle to take a close-up photo of the breeding animals, local police said. Spanish newspaper La Vanguardia identified the tourist as Carlos Luna, whom it said was from Zaragoza. The Pilanesberg Game Reserve is South Africa’s fourth-largest park and a popular tourist destination. In 2019, a suspected poacher was attacked and killed by an elephant, and his body eaten by lions in the northeastern Kruger National Park, authorities said at the time. Three months ago, an elderly American woman was killed after an elephant charged at a vehicle transporting tourists inside Zambia’s largest national park.

CNN —Thousands of people have been evacuated in southeast China after heavy rains hammered the region over the weekend, triggering floods and deadly landslides, authorities and state media said Monday. As of Monday morning, more than 10,000 people were evacuated in Meizhou, the hardest flood-hit city in Guangdong province. Those warnings were underscored in April, when deadly floods submerged parts of Guangdong after rain poured for multiple days. Four people were killed in a series of landslides in the coastal province, CCTV reported Monday. China has been grappling with extreme weather this month as heavy rains inundate the south while severe drought and record temperatures scorch the north.
