"This situation of only one person on the designated list must be changed as soon as possible," said China's deputy U.N. Many Caribbean leaders have pointed to the United States as the source of illegal firearms flooding the region. Earlier this month, the U.N. authorized deployment of a multinational force to Haiti to aid police, as requested by Haiti's unelected government a year ago. Ambassador Antonio Rodrigue commended the vote while calling on nations to be more proactive in combating arms trafficking.

PORT-AU-RPINCE, Oct 19 (Reuters) - Haitian gangs run schools, clinics and foundations in place of an increasingly absent government, even as their criminal rackets help gang leaders amass funds and afford luxury homes with swimming pools in the hemisphere's poorest country. That was one of the findings of a comprehensive United Nations report published on Wednesday. "Gangs are getting stronger, richer, better armed and more autonomous," according to a 156-page report from a U.N. experts panel. The report concluded that gangs frequently use rape to terrorize and extort victims, demand money and control food supplies. The Caribbean nation's gangs have significantly expanded their influence in recent years, driving mass-migration and internal displacements while plunging millions into severe hunger.

NAIROBI, Kenya (AP) — Kenyan lawmakers said Wednesday that parliamentary approval is required before the deployment of police to the Kenya-led peacekeeping mission in Haiti to combat gang violence that was approved by the U.N. Security Council this week. Opposition lawmaker Anthony Oluoch told a session of Parliament's lower house that the conditions for foreign deployment hadn't been met under the National Police Act. The Kenya-led mission would be the first time in almost 20 years that a force would be deployed to Haiti. The upcoming mission would be led by Kenya, with Jamaica, the Bahamas and Antigua and Barbuda also pledging personnel. The non-U.N. mission would be reviewed after nine months and be funded by voluntary contributions, with the U.S. pledging up to $200 million.

Warring gangs control much of Port-au-Prince, choking off vital supply lines to the rest of the country. Clarke was in Port-au-Prince recently and photographed the overcrowded displacement settlements that have sprung up all over the area. "Mothers hold hungry babies as the NGOs rush to provide basic needs such as clean water, baby formula and a daily meal if outside security allows access. Many of those I met complain about being unable to access clean water or medicine."

CNN —Concerns over Kenya’s human rights record have cast a shadow over a UN decision that gave Kenya the go ahead to lead an armed multinational force to Haiti amid brutal gang violence in the Caribbean country. For a year, the multinational force, comprising 1,000 Kenya police personnel is expected to combat criminal gangs responsible for a wave of killings, kidnappings and rape in Haiti. But human rights groups argue that Kenya’s history of human rights abuses must be evaluated. ☆ An International Force May Be Headed to Troubled Haiti, Again

After nearly a year of calls from the prime minister of Haiti for armed intervention from abroad, the troubled country may soon get such a deployment from an African nation. Just days after announcing the withdrawal of nonemergency personnel from its embassy in Port-au-Prince, the Haitian capital, and urging other Americans to leave, the United States said on Monday that it would introduce a resolution to the United Nations Security Council authorizing a multinational force to Haiti. On Saturday, Kenya said in a statement that it would “positively consider” leading such a force by sending 1,000 police officers to the Caribbean nation, which has become a cauldron of violence and political instability. The prime minister of Haiti is largely viewed as incompetent, gangs have take over vast areas of Port-au-Prince, and the police have done little to quell the violence, leading to the rise of vigilante groups that have targeted and killed suspected gang members in public.
